Contractor's Obligations. Contractor shall perform a traffic impact study of the AABC area based on the CDOT format. Study to follow Level 3 guidelines. A full scope of work is attached to this task order. 2. Compensation and Expenses, Invoicing, Payment and Offset. The County shall compensate Contractor for its services in accordance with the Project Budget and Schedule set out in Paragraph 1 of this Task Order. It is expressly understood and agreed that in no event will the total compensation and reimbursement to be paid hereunder exceed the sum of sixty-five thousand dollars and zero cents ($65,000.00) for all services rendered. By Task Order or Task Order Amendment, the County and Contractor may reallocate the budget among project tasks if the total budget amount remains unchanged. Contractor shall invoice for the project monthly based on hours worked, with payment expected within thirty (30) days of invoice, but any payment by the County may be offset by any amount the Contractor owes the County for any reason. Any invoices not sent in the following manner may have payment delayed. All invoices for this Task Order shall reference Task Order B-3 and AABC Area Traffic Impact Study. Contractor's Obligations. A. Project Description SGM proposes to complete a Traffic Impact Study of the area described below based upon CDOT format, with the content of the study generally following the Level 3 guidelines. Methodology and assumptions will be vetted with the County and CDOT in a scoping meeting prior to beginning the study. B. Work Plan The operational assessment would include these scenario's; 2020, 2040 Background and 2040 Total (Background + development) and include modeling of the existing AABC area intersections: 1. SH 82 / Service Center Road — Connection to Baltic Ave 2. SH 82 / Baltic Avenue 3. Baltic Avenue / 100 Rd - Roundabout analysis off highway 4. 100 Rd / 200 Rd 5. Baltic Avenue /Airport Frontage Road 6. SH 82 /Airport Frontage Road Slip Ramp 7. Sage Way/ Front Way 8. Baltic Avenue / Front Way 9. SH 82 /AABC Right In, Right Out Intersection (200 Rd) New intersection for the AABC South/City of Aspen Housing (2012 ACS BMC West#15) • Use 2012 ACS layout and connectivity unless determined otherwise in scoping meeting • Identify trigger for need of new Traffic Signal • Rough Cost Estimate for Intersection • Matrix for Fair Share toward any new development that generated trips Future Traffic Projections • Based on discussions and current planning scenarios with development groups • CDOT growth factor for SH 82 traffic 1 Pitkin County On-Call Engineering Services Master Service Agreement#: 002.20 Intersection Traffic Counts • Provide 2 hour AM and PM peak hour counts for two consecutive, non-holiday days (Tue, Wed, Thu). • Timing of counts determined in scoping meeting. Use continuous counters on SH 82 as a reference point Castle Creek (COA) and south Glenwood Springs (COOT). • Will include vehicle classification, pedestrians and bicyclists. Traffic Impact and Operational Analysis • Follow CDOT Level 3 analysis guidelines • Recommendations of other facility needs (pedestrian/bicycle), signal coordination Transit Considerations • What is the expected long-term impact on transit speed and efficiency? (will this added demand slow down the overall transit system?) • What is the expected impact on transit in relation to capacity to accommodate that demand (is there capacity on the buses)? • With new housing developments and implementation of the ACP, are any improvements necessary to facilitate comfortable bicyclist and pedestrian access to transit? • How could an AABC /Airport circulator bus (as contemplated by PitCo Comp Plan) impact demand and main line transit capacity/ speed / efficiency? Input/Considerations: • State Highway 82 Access Control Plan • CDOT State Highway Access Code • Aspen Fire District Traffic Study • Pitkin County and CDOT Existing Traffic Counts • Aspen Airport Redevelopment Plan • CMC Redevelopment Plan (Preliminary, may require scenario building) • City of Aspen Housing Development Plan (Preliminary, may require scenario building) An allowance is included to present the study and respond to follow-up questions from the BoCC and stakeholders. C. Schedule This work will commence once Task Order approval is received and will be completed as directed by the County. We would prefer to obtain traffic counts in early July 2020. Work will generally take 8-10 weeks to complete following the traffic counts, but schedule is dependent upon obtaining reasonable input from stakeholders to use in the study. D. Exclusions and Limitations • Field survey and new intersection design. 2. Compensation and Expenses.
