MINUTES of the February 26, 1980 meeting of the Pitkin County Library Board of
Trustees.
The Meeting was called to order at 7:00 p.m. by Dick Clarke, Chairman.
Roll Call: Present: Dick Clarke, Mona Frost, Bob Gile, Jamie Hall, trustees;
Joan Pomeroy, alternate; Kathy Costello, County Librarian. Absent: Pete Stone,
trustee.
Minutes of the previous meeting: The January 22, 1980 minutes were approved.
STATISTICS: The monthly report was examined with no comment.
The financial report was examined with comments on the new format. The impor-
tance of a monthly budget breakdown was discussed. Kathy Costello was asked to
see of the financial report can come out sooner in the future. It was decided
that Kathy Costello and Bob Gile should meet prior to each Board Meeting to
discuss the financial report.
OLD BUSINESS:
Policy Manual/Bylaws Revision: Dick Clarke reported that the committee charged
with preparing a proposed revision of the Policy Manual had completed their work.
Each Board member was given a copy of the proposed Manual and was asked to review
• the document before the next meeting. At the next meeting suggestions for fur-
ther revisions may be made. The Manual will then be voted on at the April meet-
ing. After it is accepted, copies will be sent to the County Commissioners and
the County Manager.
Insulation: Peter Dobrovolney presented a proposal to the Board to prepare an
energy audit on the library building. The audit as proposed will include Peter's
inspection of the building, an electrical engineer's inspection of the lighting,
and a mechanical engineer's inspection of the furnace. Recommendations to im-
prove energy efficiency will result from the audit and will be accompanied by
pay-back estimates over the coming years.
Peter presented to the Board the following chart which demonstrates the escalat-
ing costs the library might expect to pay in the future if no improvements are
made to the building. These figures are based on the current amount budgeted
for gas and electricity and upon the predicted rate of increase in the price of
energy, (20% per year) .

The Board discussed the proposal. Motions were made by Bob Gile, seconded and
passed, to have Kathy Costello ask the County Commissioners to allocate funds
for this audit, and to authorize the President to sign a contract with Peter
Dobrovolney to make this audit before May 2, 1980.
Friends of the Library: Jamie Hall reported that membership in the Friends now
stands at 384, including 24 Life Members, and that funds available are $4,768.92
in the savings account, and $493.61 in the checking account. The Board author-
ized Kathy Costello to order $2,000.00 worth of books to be paid for by the Friends.
Jamie Hall also reported that she was able to secure lists of customers from both
the Aspen City Electric Company and the Holy Cross Electric Company to be used
in preparing the 1980 Friends mailing. It was suggested that an attempt be
made to acquire the utility lists in label form.
Aspen Times Indexing Proposal: Kathy explained that Romona Markalunas asked her
to resubmit a proposal for $25,640 of LSCA Title I funds to allow the Aspen
Historical Society to hire three people to index the Aspen Times from 1881 to
1950. Discussion followed concerning whether this request was made with the
authority of the Aspen Historical Society. It was decided to wait for action
on the proposal until this question is resolved.
NEW BUSINESS:
Community Analysis: Dick Clarke referred to the Community Analysis for the
Library prepared by Foxie Kirwin. He appointed Pete Stone to chair and appoint
a conuuittee to go over this report for the next meeting.
Music Room: Kathy mentioned the need for a addition to the card catalog in the
Music Room. The Board agreed that she should ask the New Library Committee to
fund this.
Project List: It was decided that Snowmass and Book Drops should be added to
the project list. Kathy Costello reported that she had contacted John Young at
Snowmass Village and they are ready to proceed with plans for the Library Station
there. She will meet with John to take measurements of the town's meeting room
so that shelves can be ordered.

• LIBRARIAN'S REPORT
FEBRUARY 21, 1980
ROUTINE:
STAFF: Beth Nelson resigned from her post as Library Page on January 31,
1980. Posey Crumpacker who worked as a Page on weekends is now working
five days a week, and Lynn Schwalm has been hired to work the job the
remaining two days.
FURNANCE: Men from the Rocky Mountain Natural Gas Company installed
the electric ignition system on the furnance last week. There has been
some trouble with the air intake system on the furnance and men from
Summitt Mechanical have been here several times working on the problem.
WINDOWS: The storm windows from the Pella Glass Company have arrived.
On the next nice day, the janitor will wash the windows already in place
and men from the County Building Maintenance Department will install
the storm windows.
411 PROGRAMS: We have been having good attendance at both the children's
film programs and the Civilisation film series, and we had to have a
"repeat performance" for our speaker on solar buildings, because the room
was full . Thus, next month's statistics should show a marked increase.
FINANCIAL REPORT: The County Finance Office hasn't yet released any
financial reports for January. This is why no report is enclosed. I
will try to obtain a report before the meeting.
PENDING ACTION:
INSULATION: Peter Dobrovolny met with Dick Clarke, Pete Stone and me
to discuss the buildings' insulation needs. He will attend the Board
Meeting on Tuesday to present a cost estimate for a complete analysis of
insulation, lighting, and heating requirements.
