MINUTES OF THE May 20, 1985 meeting of the Pitkin County Library Board
• of Trustees.
ROLL CALL: Present: Trustees Carol Blomquist, Mona Frost, Joan Pomeroy,
and Austine Stitt; alternates Jamie Hall, George Laswell, and Chuck
Vidal; County Librarian Kathy Costello. Absent: Trustee Mary Anderson.
The MINUTES of the April 29, 1985 meeting were approved.
The FINANCIAL REPORT was said to be in order by Treasurer Carol Blomquist.
NEW BUSINESS:
Leave of Absence: Kathy Costello reported that Assistant Librarian Mary
Beth Grossmann had requested a leave of absence due to illness. The
Board agreed to grant this leave and asked Kathy to explore possibilities
to assure that Mary Beth continue to be covered by the County insurance
policy. The Board also suggested that Kathy seek to hire temporary
help to cover the staff shortage.
Vagrants: Kathy suggested that the library no longer provide public
access to a television, because it was being used almost exclusively by
people to "kill time." It was not providing any educational function.
The Board suggested that it be given to a staff member immediately in
order to eliminate the problem. They also asked that she check with the
Police Department to see if there are any vagrancy laws which could be
• enjoined to keep people from staying in the library for no useful purpose.
Library Keys: It was decided that Joan Pomeroy and Austine Stitt should
be provided with keys to the building, so they could be called in an
emergency, since Kathy Costello lives in Carbondale. Kathy should
also check with the Police Department to see if they would like to keep
a set of keys on file.
Yurchenco Contract: The Board discussed the proposal to pay Basil Yur-
chenco the remaining $1,300 not yet spent on books of the $3,500
originally earmarked for that purpose in the 1983 agreement for a
feasibility study on expansion into the Clinic Building. Carol Blom-
quist moved that the Library pay $1,300 to Basil Yurchenco for his
professional services. This was seconded by Mona Frost and passed.
Refurbishing Building: Various suggestions were discussed to try to
realize more space for the public in the library. Kathy Costello was
asked to try to borrow the reproducible blueprints of the building from
Fritz Benedict's office and to make a copy of them. She was also asked
to seek staff input on ways to maximize space.
Art Prints and Booksale: Austine Stitt noted that a major problem
with the physical appearance of the building is that there are boxes of
books everywhere one looks awaiting processing for the booksale.
She observed that the amount of staff time needed to check the gifts
was not offset by the cost of the books actually added to the collection

and the amount of money earned from the booksale. The idea of not ac-
cepting gift books was discussed, and Kathy Costello was asked to keep

track of the time spent on gift books and the booksale by staff members
in June.
Austine also noted that the art print collection was unsightly and hardly
used. Carol Blomquist moved that they be sold at the June booksale.
Joan Pomeroy seconded the motion, and it was passed.
OLD BUSINESS:
Expansion: Chuck Vidal led a discussion of the options for expansion
which had been considered by the Board in the past, and presented some
new ideas. Joan Pomeroy was asked to try to obtain a condominium map
of the Clinic which shows which portions are owned by which parties, and
to find out the name of the owner of the Paintbrush Condominiums.
Autstine Stitt thanked Chuck for the time and thought he had put into
his presentation, and asked that the other Board members spend time before
the next meeting to continue this thought process in order to eliminate
some unlikely locations from further consideration.

Librarian's Report
• May 20, 1985
ROUTINE:
Friends of the Library: During February, $436.93 was spent to purchase
27 books. In March, $577.72 was used to buy 35 books. Thirty-one books
were purchased in April at a cost of $350.27. To date in May, 53 books
have been purchased for $510.61. Balances at the time of Board Meetings
since the last report are as follows:

• Leave of Absence: Assistant Librarian Mary Beth Grossmann has requested
that she be placed on leave without pay beginning May 16th. According to
the Finance Office she can continue to work on an hourly basis whenever
possible.
PENDING ACTION:
Yurchenco Contract: As you are all aware, the library entered into a
contract with Basil Yurchenco to add $3,500 to its book budget in 1983
to purchase technical books in exchange for his services in preparing a
study on the feasibility of use of the Clinic Building as a library ex-
pansion site. To date, only $2,200 of this money has been spent and
Mr. Yurchenco has asked if he could receive the remaining money in cash
to pay for needed eye surgery. Because of the current space problems we
have in housing books, I think it would be mutually beneficial to transfer
those funds to "Professional Services" and pay him outright. This is
on the agenda for discussion.
Social Security: I met with County Manager John Eldert and Assistnat
County Attorney Gary Essery to further explain our contractual needs for
withdrawal from Social Security. Gary promised to prepare a draft of a
contract by our June Meeting.
Furniture and Refurbishing: At an informal meeting between Austine Stitt,
George Laswell, Joan Pomeroy, and myself, discussion about improving the
physical appearance of the library took place. Since expansion does not
seem imminent, it was deemed appropriate to spend some money on this

building to create more space for the collection. On a tour of the building,
• George suggested some furniture exchanges he could make with surplus
materials from Aspen Square. Austine suggested on her tour that all Board
members be given tours and that some of the areas closed to the public be
moved to the Meeting Room area. This, too, is on tonight's agenda.
Enclosed is a proposal from Basil Yurchenco to make more room for shelving.
Austine requested pricing information for shelving. A 90" single face
"starter" section is $205.50, and added sections are $158.50. (Since they
attach,the first section needs 2 end posts, while the added shelving only
requires one.) Double faced 90" shelving is $325.40 for a starter unit
and $270.90 for added sections. The person we order from generally gives
us a discount of 15% - 25%, depending on the size of the order.
Cleaning: George Laswell requested information on our cleaning and main-
tenance expenses with the County Building Maintenance Department. I am
enclosing some information, but was unable to get hourly rates before the
Department Head left on vacation. That information will be provided later.
It was suggested that boxes should not be stored in rooms with glass walls
open to the public in order to improve appearances.

DATE: MAY 14, 1985
As per our discussion earlier this week regarding costs for
Library maintenance, cleaning, and snow removal, I have listed
below the proposed costs for 1985.
The Library pays 7. 7% of the Building Maintenance budget. This
translates to $16,531. 00. This figure is an estimate and could
• vary depending on the amount of labor used in the Library.
