Maroon Creek location at no additional cost to Pitkin County. Increase quantities/cost as in-field
conditions were different than bid.
Pitkin County will approve the release one-half of the 5% retained funds at the signing of this change
order. Remaining funds will be withheld until the Maroon Creek work has been completed to the Project

The Provision of 2020 Countywide Paving Project (the “Contract”) dated June 22, 2020 between
the Board of County Commissioners of Pitkin County, Colorado (the “County”) and Frontier
Paving, Inc. (the “Contractor”), is hereby amended as follows:

2. Upon this Change Order’s execution, all repair/work locations completed according to
the specifications and to the County’s satisfaction shall be considered complete and the
two-year warranty period for those locations shall commence. The Maroon Creek
location has identified deficiencies and will not be considered complete until said
deficiencies have been corrected at no additional cost to Pitkin County under this
Contract. Until such time, the Contract shall remain open with Pitkin County retaining
Two and One-Half percent (2.5%) of the project funds. Upon acceptance, Pitkin County
will release the funds and the two-year warranty period for the work at the Maroon Creek
location shall commence. Work correction shall include concrete repair and any
additional work as required to restore any disturbances to the area as caused, or
reasonably presumed to have been caused, by Contractor and/or any subcontractors.

Reason for Change:
1. The above listed plan quantities; identified in the original contract plans, were added and revised
during construction to account for conditions encountered in the field and to add additional roadway
improvements to the project. These changes included:
1. Replacement of the Hot Mix Asphalt (HMA)(GRADING SX)(75)(PG 58-28) in the original contract
with HMA (GRADING SX)(75)(PG 58-34). The HMA with PG 58-34 oil is a superior mix design
and provides better performance and durability for overlay paving. The alternate HMA is typically
not available in the area but became available and offered by the Contractor who sourced the oil for
other municipalities including the Town of Snowmass. The HMA with alternate oil was used for the
overlay and leveling of Glen Eagle Road and Maroon Creek Road.
2. The County revised the location specified in the Contract Documents to haul and stockpile millings
sourced from Maroon Creek Road from the Public Works Yard to the Pitkin County Landfill. The
landfill was determined to be the preferred location to stockpile and access the millings for use
throughout the County.
3. Additional curb and gutter on Maroon Creek Road to effectively urbanize the east side of the roadway
from the County Line to Aspen Highlands. The urban section allows wider shoulders for bike users,
manages roadway drainage and adds aesthetics to corridor. New curb and gutter include:
a. Installation of 158-feet of Curb and Gutter from the northeast corner of the intersection of Glen
Dee Road to the existing curb and gutter north of the intersection on Maroon Creek Road.
b. Installation of 61-feet of curb and gutter to provide curb returns at the intersection of Glen Gary
Road and Maroon Creek Road.
The addition of the curb and gutter along the length of Maroon Creek Road required an item quantity
for clearing and grubbing, additional tree removal to remove several dead standing trees along the
roadway and additional area to be seeded, conditioned and mulched.
4. Safety improvements to the intersection of Glen Dee Road and Maroon Creek Road including
reprofiling of the Glen Dee Road and installation of curb returns to realign the intersection to reduce
the skew and width of entrance. Improvements of the intersection also included installation of a new
bike and pedestrian crossing at intersection. The pedestrian crossing included installation of signage,
striping, crusher fines and a curb ramp with detectable warnings.
5. Addition of four inlets, piping and end section with riprap to provide drainage of new curb and gutter
at Glen Dee Road and revision of the grade of the curb and gutter south of the new bus stop.
6. Addition of 25 Cubic Yards of Rock Excavation encountered during installation of drainage pipe south
of bus stop. The rock excavation was not identified in the original plans and is considered to be an
unforeseen condition requiring additional manpower and equipment to remove and haul away the
material. Excavation for the rock is paid at a significantly higher rate than unclassified excavation.
7. Additional geogrid reinforcement to stabilize portion of Maroon Creek Road.
2. Extension of Contract term and adjustment to retained funds to allow for correction of
work/deficiencies at the Maroon Creek Road location as previously identified by the
Project Lead.

Getting paper or electronic copies
