It is the opinion of this office that the sewage system is now in compliance with the Pitkin County Individual Sewage Disposal Regulation, and the violati.on cited in our letter of February 6, 1976, abated. BACKGROUND A two bedroom, single-family residence is planned for the site. It is anticipated that the residence will have an automatic clothes washer and a garbage disposal. Although some site grading has been accomplished, no actual construction of the residence has been accomplished to date. PERCOLATION TESTS On June 13; 1974, Mr. David Burnett of this office met with you at the site and selected locations for test holes in the area you indicated. On June 18, a percolation test was performed, with the results being well above the established maximum. On June 28, our office performed percolation tests on a second series of three holes, with the results again being unsatisfactory. On July 1, a third series of tests was performed by you to locate a suitable area.. The results of these tests indicated a percolation rate of approximately 60 minutes per inch. On July•3, percolation tests were conducted on this third series of holes to establish the infiltration rate to be used for design. INSPECTTON HOLE An inspection hole was dug to a depth of 8 feet in accordance with the Pitkin County regulations. The material was a gray -brown clay -like material to the full depth of 8 feet. No bedrock or other impervious material was encountered. The walls and bottom of the hole remained dry, indicating an absence of natural ground water. AERATED TREATMENT SYSTEM Due to the difficult site topography and the limited suitable area, an aerated treatment system is strongly recommended. Any system designed to handle the quantity and type of sewage will be satisfactory, provided it produces a decanted effluent with a high dissolved oxygen content. It is recommended that the supplier or manufacturer ofithe areated treatment unit supply you with a certificate stating that the unit is designed and can be built in accordance with Section 8, Pitkin County Individual Sewage Disposal Regulations, effective March 25, 1974, and is capable of treating the sewage from a two bedroom residence with I clothes washer and garbage disposal. An aeration system is recommended for several reasons. First, and probably most important, is the limited suitable area. An aeration system will remove much of the suspended solids from the effluent prior to the absorption field. This should greatly reduce the chance of plugging, which would require the abandonment of this field. There does not seem to be enough area for a second bed, therefore it becomesimperativeto maintain this one. Secondly, aerated effluent is more readily removed through evapotranspiration than is non -aerated effluent. The increased efficiency of evapotranspiration reduces the amount which must infiltrate the ground. Due to the erratic percolation test results, it will be necessary to place as little reliance as possible on infiltration. The areated system will increase the margin of safety. DESIGN OF THE ABSORPTION FIELD Because of the difficulty in obtaining a suitable area and the variation between tests, a percolation rate of 60 minutes per inch has been used. I have also included a disposal rate of 0.065 gal/day/square foot, due to evapotranspiration. This value is a realistic annual average for the site elevation and southerly exposure. Detailed calculations are included at the end of this report. The minimum area needed for the disposal field is 1,014 square feet, ,based on the combined rates for infiltration and evapotranspiration. A standard sheet of details is included for construction of the disposal field. Specific details for this site are shown on a second sheet, and are to superceed any shown on the standard. CONCLUSIONS The sewage disposal field can be constructed in accordance with the Pitkin County Individual Sewage Disposal Regulations, using an effective bed area of 1,014 square feet. A bed 18 feet wide and 57 feet long or a bed 12 feet wide and 85 feet long will be satisfactory, and either may be selected. The bed should be placed with the length dimension parallel to the hillside. It is further recommended that the field be curved to fit the hillside to minimize the amount of excavation necessary. In response to your phone call on November 7, 1974, I reviewed'our design for a sewage treatment system for your project, with special attention to the suitability of a 750-gallon septic tank. It was my conclusion that a septic tank, regardless of size, was not a sufficient method of treatment due to the marginal infiltration rate of the local soil and the limited area available for disposal beds. Furthermore, no reasonable amount of alterations to the tank would increase the effectiveness of the unit to an acceptable level.* our report dated July 29, 1974, strongly recommended an aerated treatment system for several reasons. Due to the steep slope and limited accessibility of the site, it would prove very.difficult to place an extremely heavy unit in position. One unit which I believe you would be able to handle is the Nayadic Sciences, Inc. 1,000-gallon capacity aerated treatment unit. This unit, although slightly more expensive than other units of the same capacity, has a tremendous advantage with regard to weight. The weight of the Nayadic unit is approximately 325 pounds, due to its fiberglass construction, while other units of steel or concrete weigh in excess of 1,000 pounds. I am not aware of any other approved units which are made of fiberglass. As we discussed Friday, the unit you select must be ca»able of treating approximately 720 gallons per day. If you select a Nayadic unit, their model M-1050A would be the best choice. Eased on their published data, this unit has sufficient capacity and should produce acceptable effluent quality. /Pir. This was an engineered system that was designed by Frasier and Gingery. It was � impression that it was to be an aerated system, and this was indicated on the permit. This basic installation was a 750-gallon single compartment fiberglass septic tank that was not level, nor was it bedded in sand. The leach field was 16�by 70' with 3 lines. It was cut back into the hillside at a rather unusual angle causing one end of the bed to be approximately 12' under the surface of the ground and the other end, very close to the surface of the ground. I am concerned about possible drainage problems off the old jeep rraad with water possibly settling into the seepage bed area. I'7e also concerned about the slough off from the large bank and the fact that if it :is backfilled to a natural state`the evaporation figure used by the engineers will have been lost. Bruch Creek Village NARRATIVE: A final inspection of the sewage disposal system revealed that a Na�radic Model /{6A had been instalf�ed for aerobic treatment, and that there were a number of deficiencies remaining. The air compressor was not plugged in and only a double outlet was provided in the housing compartment. One plug was for the weU1 pump and the other was for heat tape to prevent the water pipes from freezixA�. There was a leak at the juncture of the effluent line and the tank. The plant appeared to have settled and was not level. I doubt that it has been bedded in sand as required. I could not locate the entry line for the air supply, although all manufactures drawings indicate it follows the sewer line and enters the plant .above it. We will recheck it for aeration and write the owner and contractor regarding deficiencies. The system must still be certified by the R.P.E: who designed it before final approval is, granted. In the interest of public health, and under the jurisdiction of the Fitkin County Individual Sewage Disposal Regulation, it is this Department's responsibility to insure that all individual sewage disposal systems are properly installed and maintained. Inasmuch as we have not been able to give final approval to the sewage disposal system serving your residence, we feel it encumbent upon -you as a property owner to ensure the proper installation and proper operation of this system. Please consider this. an official notice to complete appropriate repairs and demonstrate to this Department by June 30, 1975, that the sewage disposal system installed will adequately function under all probable operating conditions. •The appropriate corrections include: (1) Levelling the Nayadic aerated treatment tank and installation of that tank according to the manufacturer's specifications previously sent to the contractor and available in this office. This request indicated all terms of the cease and desist order had been complied with except for engineering certification. An in- spection during the latter part of the first week of October revealed that the drainage trenches had not yet been completed. I spoke to Bruce Gordon on two separate occasions during October and each time he indicated that those trenches were or should be done shortly. During an inspection on October 30, 1975, I noted that the trenches had been completed. However, during this inspection I also noticed that there was a malfunction at the far lower end of the bed, causing sewage effluent to seep upon the surface of the ground. I called Bruce and arranged an appointment to visit the building site to ohserve and discuss this new. development. We finally got together on November 18 and, at that time, T requested he excavate a small profile hole to determine the water table in the bed and the possibility of the malfunction being caused by not excavating the lower end deep enough.
