ELECTED OFFICIALS TRANSPORTATION
COMMITTEE ("EOTC") COMPREHENSIVE VALLEY
TRANSPORTATION PLAN ("CVTP")
RESOLUTION NO. 089 - 2020
RECITALS
WHEREAS, Pursuant to Section 2.8.3 (Actions) of the Pitkin County Home Rule Charter
("HRC") official action by formal resolution shall be required for all actions of the Board
not requiring ordinance power on matters of significant importance affecting citizens, and;
WHEREAS, On September 14, 1993 the Elected Officials Transit Committee ("EOTC")
was established, and;
WHEREAS, The EOTC consists of the following members ("the Parties"): the City of
Aspen City Council, Town of Snowmass Village Town Council, and the Pitkin County
Board of County Commissioners, and;
WHEREAS, by intergovernmental agreement dated September 14, 1993, the Parties agreed:
a. To conduct regular public meetings as the Elected Officials Transportation
Committee and to continue to refine and agree upon proposed projects and
transportation elements consistent with or complimentary to the Comprehensive
Valley Transportation Plan ("Plan") and that said Plan shall be updated from time to
time; and;
b. That all expenditures and projects to be funded from the County-wide one-
half cent transit sales and use tax shall be agreed upon by the Parties and evidenced
by a resolution adopted by the governing body of each party; and;
c. Set forth procedural steps to be taken by the parties to implement the Plan;
and;
d. Set forth the parties' mutual understanding for a specific process for funding
the Plan and other mass transportation elements, and;
WHEREAS, at the EOTC meeting held on July 16, 2020, the Parties considered and
approved the attached hereto as Exhibit"A", and;
WHEREAS, the BOCC finds that it is in the best interests of the citizens of Pitkin County
to approve this Resolution.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Pitkin County, Colorado that it hereby adopts a Resolution of the Board of County
Commissioners ("BOCC") of Pitkin County, Colorado adopting the updated 2020 EOTC
Comprehensive Valley Transportation Plan and authorizes the Chair to sign the Resolution
and upon the satisfaction of the County Attorney as to form, execute any other associated
documents necessary to complete this matter.
