RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF PITKIN COUNTY,
COLORADO, GRANTING ANNUAL REVIEW APPROVAL TO THE REDSTONE CASTLE
(2019-2020)
Resolution No. 008-2021
RECITALS
1. Pursuant to Section 2.8.4 (Actions) of the Pitkin County Home Rule Charter ("HRC"), all matters not
required to be acted upon by ordinance or formal resolution may be acted upon by informal
resolution.
2. Redstone 2016 LLC submitted the Redstone Castle annual review report for 2019-2020 for review by the
Board of County Commissioners (BOCC), as required by Resolution No. 060-2018.
3. The property is zoned Village Lodge Preservation (VLP) and is comprised of three separate parcels that
are generally described as the "Barn Parcel", the "Carriage House Parcel", and the "Castle Parcel".
The Barn parcel contains 42 acres, the Carriage House Parcel contains 36 acres, and the Castle parcel
contains 72 acres. The 3 parcels total 150 acres, and are more specifically described in Exhibit A.
4. The BOCC approved the VLP Master Plan for the properties, pursuant to Resolution No. 060-2018.
The VLP Master Plan approved the following uses and activities on the properties: special events, tourist
accommodations and historic tours.
5. Condition #2.E of Resolution No. 060-2018 requires the Applicant to submit an annual report
addressing the special event operations for the previous 12 months. The report submitted on
November 30, 2020 addresses operations from 11/1/2019 to 10/31/2020.
6. The BOCC granted annual review approval for 2018-2019, pursuant to Resolution No. 003-2020.
This Resolution also approved certain amendments to Resolution No. 060-2018 to eliminate the
requirement for a shuttle or pilot car for events when alcohol is present and to accept alternative
compliance for the required noise testing.
7. On January 27, 2021, the BOCC held a duly noticed public hearing for the 2019-2020 annual review.
8. The BOCC find that the Applicant has operated in compliance with the terms of Resolution No. 060-
2018.
9. The BOCC further finds that it is appropriate to maintain the number of events for Year 1 (2018-
2019) in Year 3 (2020-2021), as was clone in Year 2 (2019-2020). The VLP Master Plan specifies
that the number of events "may be increased annually subject to approval by the BOCC at annual
review." Since the Applicant has not yet operated at the Year 1 levels, the impacts of operating at
that level have not been demonstrated.
10. The BOCC finds that it is in the best interests of the citizens of Pitkin County to approve this
Resolution.

NOW, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners of Pitkin County,
Colorado, hereby approves the Redstone Castle Annual Review (2020-2021), subject to the following
conditions:
1. The conditions of Resolution No. 060-2018 and the VLP Master Plan shall remain in full force and
effect, except as amended herein.
2. For Year 3 — 11/1/2020-10/31/2021 — the maximum number of events shall be limited as follows:
A. 100 attendees or more — 20 annually with a maximum of 1 per week and up to 4 per month
B. 20-99 attendees — 40 annually
C. Less than 20 attendees — no annual limit
D. Not including up to 5 events donated (free) for charitable of community purposes
3. All material representations made by the Applicant in the application, in subsequent correspondence,
and at the public hearing shall be adhered to and considered conditions of approval.
