The legal description of the 6.277-acre property is Lot 21, Block 1, White Horse Springs Subdivision. The permit and record drawing were provided by Pitkin County Environmental Health Department (Parcel ID #2643-274-00-004). The subject OWTS consists of one 2000-gallon, two-compartment Forterra1 concrete septic tank followed by a 1000-gallon, two-compartment Forterra concrete septic tank with an Orenco® pumping system in the second compartment 2. Effluent is pumped to an automatic distributing valve (ADV) and then to four 32’ x 95’ “dripfield3” zones. Onsite Wastewater Treatment System Construction Permit 07062-B documents this system. The system was sized to accommodate 5 bedrooms. The permit received final approval on July 21, 2009. There is an ejector pump connected to this system. We did not thoroughly inspect the ejector pump as part of this inspection; however, there were no signs of malfunction. The manhole to the ejector pit is cast iron and is accessible from grade. The ejector pit and septic tanks are located to the west of the residence. All lids are located at or near the surface, just under the sod layer. Both inlet and outlet tees were visible in the 2000-gallon septic tank. Liquid levels in the septic tank appeared normal prior to pumping. The inlet tee of the 1000-gallon septic tank was visible and liquid levels were normal prior to pumping. The effluent filter was in need of cleaning; therefore, after our first visit we ordered pumping. At the time of our first visit, the control panel for the Orenco® pumping system read 869.62 hours and 38380 counts. We also observed the floats were set close to one another, resulting in a small dose volume. We did not observe a weep hole in the pump line, which is typically standard. With the pump such a long distance from the ADV, we would anticipate a larger separation between the on and off floats. No problems have been reported with the system. If future issues arise with the pumping system or there is a desire to review the existing set up, we recommend Valley Precast out of Buena Vista, Colorado be contracted to service the pumping system. 1 Forterra is the current tank manufacturer. When this septic tank was installed, it was owned by a different company. 2 It should be noted that the baffle pass-through is located in the middle of the septic tank; therefore, the float volume is the entire tank capacity rather than just the second compartment. 3 “Dripfield” is what is commonly referred to today as Non-Pressure Drip Dispersal System (NDDS). We returned on August 31, 2018 to observe pumping of the septic tanks. The effluent filter was cleaned and the pump was run to check the ADV. We observed the ADV cycling at the time of this inspection. It appeared to be function normally and we did not observe any leaks in the ADV or the air relief valve. We walked the soil treatment area (STA) at the time of both inspections. There is lush vegetation over the STA and there appears to be sprinkler heads throughout the STA. We did not observe any inspection ports in the STA. We walked the STA and found no signs of surface saturation or evidence of failure at the time of our inspection. This evaluation is not a guarantee of future system performance. This inspection is good for one year. Recommendations: • Clean effluent filter annually, or as needed. • If issues arise with the pumping system or if there is a desire to review the existing set up of the pumping system, we recommend Valley Precast performs this work. This report and a completed OWTS Use Permit Application must be submitted to the Pitkin County Environmental Health Department.
