Box FS Aspen, Colorado 81612 Re: Papper Residence, Castle Creek Dear Shae: At your request, this department would like to detail the options for an on -site sewage disposal which would be permitted by the Pitkin County Individual Sewage Disposal Regulations for the referenced property. Since the percolation rate you described is faster than one (1) minute per inch, the system will require a Registered Professional Engineer to design and specify a sewage disposal system. The details of this design are, of course, at the option of the engineer. However, the regulations would allow two feasible alternatives generally detailed as follows: 1. An aerated treatment plant with optional filtration and disinfection, discharging to an exfiltration bed or trenches constructed similar to a conventional absorption system. The treatment plant must be capable to consistently meeting the effluent discharge standards of Section 7.03B3 (BOD5 of 40 mg/liter and suspended solids of 60 mg/1). 2. A septic tank discharging to a mound or gravity which employees a suitable soil imported and placed a minimum of four feet below the bottom of the bed. DATE: March 25, 1982 RE: Papper Residence - 1041 Hazard Review This department has reviewed the referenced application for compliance with the water supply and sewage disposal_ requirements of the Pitkin County Land Use Code. Water is to be supplied from a well which has already been permitted by the Division of Water Resourses. The Wright Water Engineers letter of February 8, 1982, in our opinion, satifies the other submittal requirements and concludes that an adequate groundwater supply can be developed'and that the water quantity and quality should be acceptable to serve a single family residence. The on -site sewage disposal system is to be located in an area where the slope is somewhat less than the thirty percent (30%) slope which would require*a site specific engineered system according to County regulation. Further, it is expected that the soil_ on this portion of the site will be suitable for a sewage absorption system. The sandstone originated9colluvial soil (Classified on SCS maps as 82F) should exhibit a moderately rapid percolation rate (K==.48 or 1.0 gallons/sq. ft./day flow rate) and only a moderate shrink swell potential. The soil complex is characterized by two distinct types, that which occupies the slightly concave or less sloping portions of the landscape and a more stony soil which occupies the somewhat convex positions. Either soil appears suitable, but the more acceptable soil for on -site sewage absorption system construction would be the second type. This is due to a more rapid permeability, and site excavations to locate this "unnamed stony loam" are desirable and should be done prior to construction. The most severe limitation on septic system construction is the slope. A series of narrow trenches terraced on the hill and running parallel to contour lines will be required to minimize the loss of slope stability. It is, however, our conclusion based on the available information, that a septic system design can be developed and constructed which complies with Pitkin County Indi.vidual. Sewage Disposal Regulations. Further, evaluation of site conditions will be necessary to confirm these conclusions. Due to snow cover and lack of access on the site, no site specific soils or slope stability infor- mation is available. The site is located approximately 1.2 ruffles south of Aspen, Colorado, adjacent to Castle Creek Road. Vegetation consists mainly of thick Aspen trees and low mountain grasses. The topography of the site is that of a moderate to steep hillside, dropping generally to the east. The slope gradient on this site is in excess of 18 to 20 degrees at some locations. The exact direction of surface runoff on this site will be controlled to an extent by the proposed construction, and therefore, will be variable. In general, however, surface runoff will travel to the east. Surface drainage is good; subsurface drainage will he fair to poor. • Geologically, the site is covered by an alluvial/coiluvial slopewash deposit, primarily, derived from the Maroon Formation, which outcrops above the site toward the west. The dip of the beds are near vertical due to the site's proximity to; the Castle Creek Fault System. These alluvial/colluvial materials are believed to have been deposited over dense formational material of the Maroon Formation of Pennsylvanian and Permian Age. The Maroon Formation can broadly be described as a greyish -red to reddish --orange siltstone and sandstone, which also contains beds or layers of greyish -red and pale maroon arkosic sandstone. Slow, hillside creep is the only movement anti- cipated in the upper 10 feet of the profile unless a deeper cut than recommended should trigger a slide. Considerable amounts of water will be present during snowmeit, and soil pressures and creep activity can be quite high in these seasons. Due to the steep slopes within the proposed building area, it is recommended that a site specific subsurface soils investigation be performed to determine slope stability and design criteria, whenaccess is available. Again, it is stressed that there is s potential for slope movement on this HU.L. The recommendations provided will not eliminate or completely protect against potential slope movements. They will, however, reduce the potential for damage to structures reJu1ti.ng from minor slope movements. The owner should recognize the potential for slope movement on this site, if construction of buildings is attempted. Walls on the uphill sides of buildings should be designed to extend deeper into the soil and must be designed as semi --retaining wall capable of restraining soil on they upper sides of the building. Final grading after completion of the backfill peration should be such thatnatural drainage, existing prior tthe construction be disturbed as. Little as possible. In particular, the drainage should not be such that water is channeled along the newly filled area which would result in accelerated erosion and damage in the backfill. A vegetative cover should be established as soon as possible in the backfilled area to minimize erosion in general. 1 Erosion can be z significant problem if drainage and vegetation are not carefully maintained. Vegetation will probably be maintained in the immediate area around the building site, but special care should be taken to maintain vegetation on the steeper. slopes.
