E3 O X H H / AS P E N, C O LO RAD © 81 611 / 303 925-2089 September 19, 1977 Music Associates of Aspen Campus Addition to Music Hall Septic Tank and Field System Re: Percolation Tests at Proposed Site 9/16/77 Eight test holes were dug in the specific area of the percolation field Three holes were selected in a pattern to test the entire area since all test holes offered equal conditions. The percolation tests were admini- stered as required by the specifications found in Public Health Service Publication Number 526 - Manual of Septic Tank Practice The percolation rate was approximately one (1) inch per minute. The soil ( see attached sketch ) profile consists of two (2) to four (4) inches of grass and top soil that covers a rock and silty, gravelly soil. The entire proposed construction area for the septic tank and field system is a sanitary fill site. The rocks range up to two (2) cubic feet to a depth of eight (8) feet. Most of the rocks are one-half (1i) cubic feet or less and intermingle with the above described soil. There was no groundwater at a depth of eight (8) feet. GMR/j b Encl. -2- George M. Consulting Engineer September 19, 1977 Septic Tank Size Requirements Manual of Se tic -Tank Practice Day School (no showers or meals) 15 gal/person/day Peak Load This Facility (50 Persons/day = 750 gal/day X 1.5) 1 125 gal/day Peak Loading 150 students (summer music students) Four toilets on site are currently functional Tank size requirement-1250 gallon Absorption Trench Size Requirements: Due to an excessively fast percolation rate the absorption trench area will have to be excavated to a. 6' average depth and a suitable fill material placed to within 2' of the surface to provide a proper percolation rate The corrected percolation rate of one (1) inch drop in 10 to 25 minutes would allow for a maximum rate of sewage application of 1.0 gallons per square foot per day, Manual of Septic Tank Practice, page 46 The total absorption trench bottom areas must equal 1250 square feet Using a 2 foot wide trench, 625 linear feet of trench will be required. An area of 2704 square feet will be required to place the absorption trench. Rider, Pitkin County Environmental Health & Natural Resources Department Date: July 18, 2007 Re: Aspen Music Festival and School (AMFS) & Aspen Country Day School (ACDS) Rezoning, Public -Institutional Master Plan Review, GMQS Exemption for Essential Community Facility, Site Plan Review. PID 27,35-033-00-034 (Case No. P055-07) 0/rv'9 a.'?t( SUMMARY OF RELEVANT PARTS OF APPLICATION The applicant is requesting Rezoning, Master Plan Review, GMQS Exemption, and Site Plan Review. The applicant asserts that the plan it has proposed is the best way to bring the facilities up to the level of the other associated facilities related to the School and Festival. DISCUSSION: Nancy MacKenzie and Warren Rider from this Department conducted a site visit on June 27, 2007 with the Planning Department, other referral agencies and representatives of the applicant. The Environmental Health & Natural Resources Department has reviewed the details of the Aspen Music Festival and School & Aspen Country Day School application under the authority of the Pitkin County Land Use Code and has the following comments. WATER COURSES AND DRAINAGE (Sec. 7-20-30): As outlined in the application packet, applicant has committed to obtaining all necessary U.S. Army Corps of Engineers permits as well as State of Colorado permits before conducting work. If this master plan is approved, the littoral shelf in the pond should be constructed for the enhancement of aquatic habitat in the on -site ponds. The Colorado Division of Wildlife should be contacted to assist with the design of the littoral shelf. Applicant has sufficiently analyzed the increased runoff from the site and will be required to submit a detailed drainage plan for the on -site accommodation of this increased flow. Increased levels of impervious area on the campus will create an overall increase in storm runoff volumes and could have adverse impacts on water quality. Applicant should consider the minimization of impervious surfaces through the use of pervious pavers for some or all of the parking areas, walkways, and patio areas that are currently proposed as impervious cover. Applicant must demonstrate that no adverse impacts to water quality will occur as a result Of the propose actions. FLOODPLAIN HAZARDS: (Sec. 7-20-40): Applicant has submitted a site plan with the 100-year floodplain limits clearly depicted. It should be understood by the applicant that, while health and safety on -site is one factor driving Pitkin County floodplain concerns, FEMA's National Flood Insurance Program is a primary driver. This program requires that any development within the floodplain avoid impact to neighboring properties. Applicant will be required to submit a Floodplain Development Permit Application for any and all work within the floodplain. The application will need to identify any changes in flood elevations and what effects, if any, such changes will have on neighboring properties. RIVER AND STREAM CORRIDORS AND WETLANDS: (Sec. 7-20-80): Section 7-20-80 a 2)(a) states that "All activity and development after the 5th of O( July, 2006 shall maintain a riparian area/wetland buffer area of at least one hundred (100) feet, measured horizontally from the identifiable high water line [but] may be reduced to between one hundred (100) and a minimum of fifty. ( ) feet from each feature." The new Land Use Code specifically increased the setback to protect features that provide habitat for wildlife, protect water quality, allow for the retention of storm and flood waters, and provide in -stream habitat (shade) for aquatic species. Applicant's proposal requests that this Code section be disregarded to fit its master plan and allow for a campus -wide twenty (20) foot setback. Applicant argues that there is not a reasonable campus redevelopment option within the confines of the site with the existing one hundred (100) foot setback, even if it is allowed to reduce the setback to fifty (50) feet upon demonstration that such a reduction will not degrade water quality, increase streambank erosion, or reduce the quality of riparian or wetland habitat. Applicant proposes the elimination of some non -conforming structures within the Code's setback and the redevelopment of some new non -conforming structures within the established setback. The proposed development eliminates all structures within twenty (20) feet of Castle Creek. However, applicant's proposal creates substantial increases in structure density, footprint area, and impervioussurfaces within fifty (50) and one hundred (100) feet of Castle Creek. The proposed reduction in the Code's established setbacks may result in water quality degradation and/or the quality of existing riparian or wetland habitat. Development within the applicant's proposed proximity to Castle Creek and its associated riparian areas and wetlands is not permitted by Sec. 7-20-80 (a)(2) and would be denied in sewer lines to 100-year flood plains. It does require that sewer lines be located outside of the stream bed and far enough away from a streambed so that they can be constructed without impacting the stream. The lines should also be installed deep enough and protected from flood waters. An environmental engineer will need to provide documentation as to whether or not a Section 404 US Army Corps of Engineers permit is required for the placement of new water and/or sewer lines. AIR QUALITY: Sections 2-130 and 3-60-020: PM 10 MITIGATION PLAN: Applicant shall propose a PM 10 mitigation plan that will fully mitigate or offset all PM 10 increases expected to be caused by the proposed development. Applicant shall work with the Environmental Health & Natural Resources Department on this plan and shall obtain the Environmental Health & Natural Resources Department's approval of a PM 10 mitigation plan prior to issuance of a Building Permit for any new development. The Plan shall contain firm commitments for PM 10 offset or mitigation. It cannot contain recommendations such as those cited in the Traffic Analysis and Transit Review, August 2006 prepared by Krager and Associates (i.e., "encourage parents and students to utilize the school busing services"). The approved PM 10 mitigation plan must be fully implemented prior to issuance of a Certificate of Occupancy for the new development. FUGITIVE DUST: This Department will require submission of a Fugitive Dust Control Plan, due to the scope of the development. Applicant may also be subject to separate fugitive dust control requirements and permitting by the CDPHE's Air Pollution Control Division. FOOD SERVICE' Any retail food service facility must go through a plan review process and be properly licensed through this Department. ADDITIONAL COMMENTS: This Department was disappointed to learn that upgrades to the cafeteria and bathroom facilities are planned for the last phase of development. This Department encourages the timely replacement of the cafeteria that serves both AMSF and ACDS. The current facility is too small for the number of meals required within a short serve period. The traffic flow into the facility and at the accordance with the current Land Use Code development standards. If applicant wishes to pursue its request for diminished setbacks, additional information must be provide to demonstrate how decreased setbacks will not adversely impact those features targeted for protection via stream setbacks. It should be noted that the Master Planning process permits applicant to propose alternative setbacks for the site. ADEQUATE PROVISION FOR WATER NEEDS: 1-60-310 Potable water for the site is provided by the City of Aspen public water system. Reliable water pressure has been an ongoing problem, as detailed in the Engineering Report for Land Use Application from Schmeuser Gordon Meyer (SGM), dated April 4, 2007 They recommended that a pump station be installed on the campus. A less desirable alternative would be an on -site water storage tank which may be more difficult to site due to the lack of available land and may be a hardship due to cost. The report acknowledges that the issue of water supply interruptions is not easily solved. This Department recommends that a backup plan for a water storage tank be provided because it is likely that there will be more water usage with future development or upgrades. SEWAGE TREATMENT: 1-60-320: The campus is served by Aspen Consolidated Sanitation District (ACSD) once the sewer lines join the main line on Castle Creek Road. The campus service lines are not part of ACSD because they are below legal minimum grade and are considered a private system. AMSF owns and maintains the service line on campus. Any maintenance issues and assuring the capacity for additional development are the responsibility of AMSF. The SGM engineering report recommends a thorough inspection of the existing sewer system, including flushing it out and inspecting it via video to identify low spots or other potential problems and recommends ongoing maintenance. This Department recommends that an evaluation of the system be required before any development is allowed. If the existing service lines are not easily maintainable, the SGM report states that any upgrades would be very expensive. Due to the close location of this property to Castle Creek, development should not be allowed if there is the potential for problematic sewers lines that might be a source of contamination. Realignment of sewer lines is proposed for some areas on the campus. The Colorado Water Quality Control Division does not have any specific setbacks for serve line is awkward. The freezer and refrigerator and dry storage space is not adequate for current use. More bathroom facilities are needed. There is no public bathroom facility in the building housing the current cafeteria. The closest bathrooms are in the gymnasium. It should be noted that the above -referenced upgrades will also increase the need for an adequate water supply on the property.
