RECITALS: A, Developer is the owner of approximately 486 acres of real property situated in the County of Pitkin, State of Colorado, more particularly described in Exhibit A, attached hereto and incorporated herein by this reference. In this Agreement, the property described in Exhibit A shall be referred to as "Aspen Valley Ranch." B. Developer applied to the County for various approvals in order to develop Aspen Valley Ranch as a residential subdivision. C. The Board granted final approval for Aspen Valley Ranch at its regularly scheduled meeting on August 24,2005. Such "Final Approval" consisted ofconceptual submission approval, a growth management quota system exemption, special review approval fur the establishment transferable development rights receiving areas, construction of caretaker dwelling units and 1041 hazard review approval. The Final Approval of the Board was embodied in Resolution No. 1 1 1-2£ZE(the "Final Approval Resolution") which was recorded as Reception No,5/6266 of the Pitkin County records on the M day of. OC-rojoe f , 2005, D. The Final Approval Resolution included approval to file a Subdivision Exemption Plat and 1041 Hazard Review Site Plan for Aspen Valley Ranch (the "Exemption Plat"). Construction and Maintenance. The Public Trail Easement within Aspen Valley Ranch follows the alignment of existing roadways. Grantor shall not, by the terms of this Trail Easement, be required to improve, realign or upgrade any portion of the roadways as they exist on the date hereof. Grantor shall be obligated to maintain the roadways in a condition that will allow reasonable pedestrian access pursuant to the terms o f this Trail Easement, Grantee shall have no responsibility, nor any authority, for the maintenance, repair, replacement or upgrade of said roadways. Nothing herein shall, however, preclude Grantor from undertaking and performing such maintenance, repair, replacement or upgrade to the roadways, including paving, as Gre.ntor, or its successors and assigns, determine is necessary or desirable, so long as such work does not unreasonably restrict the public's use ofthe roadways intended by this Trail Easement. Grantor shall construct a new trail along the alignment described on Exhibit B within the Werk Cook Parcel. Grantor shall thereafter be responsible for the reasonable maintenance and repair of said trail. Grantor may assign such responsibility to a homeowners' association representing the owners of Homesteads within Aspen Valley Ranch, whereupon Grantor's responsibility for maintenance and repair shall terminate. The Public Trail Easement may be closed temporarily during constniction activities or in the event of circumstances which could endanger users ofthe Public Trail Easement. 4. Grantee's Obligation to Insure. The parties acknowledge that the Grantor is entitled to the benefits, protections and limitations on liability afforded by Colorado law, includ:ng C.R.S. Sections 33-41-101 through 105. Grantee agrees to add Grantor (and its successors and assigns in the ownership of Aspen Valley Ranch and the Werk Cook Parcel, orany o fthem or any part thereo f) as additional named insureds on its comprehensive general liability insurance policy, which insurance shall be maintained by the Grantee to provide protection against liability from claims arising out ofthe use of the Public Trail Easement. Such insurance shall be carried in amounts not less than the liability limits specified in C.R.S. Grantee shall, upon written request therefor from Grantor or any successor or assign, provide a Certificate of Insurance as verification of compliance with these requirements. 5. AttomeYs' Fees. In the event the interpretation or enforcement of this Public Trail Easement should everbecomethe subject oflitigation between Grantor, or its successors and assigns in the ownership of Aspen Valley Ranch and the Werk Cook Parcel, or any part thereof, and Grantee, the substantially prevailing party shall be entitled to an award of its reasonable costs and attorneys' fees incurred in connection therewith. 6. Binding Effect/Amendment. This Public Trail Easement shall be binding upon and inure to the benefit of the parties hereto and the heirs, personal representatives, successors and assigns of Grantor, including all future owners of Aspen Valley Ranch and the Werk Cook Parcel, or any of them. Prior to submission of any earthmoving, access, ISDS or building permit applications, the Applicant shall: A. The deed restriction shall be amended as follows: 1) Eliminate the provision that allows the Applicant to demolish the units without replacement. 2) In Paragraph #6, Condominiumization, specify that a new deed restriction shall be submitted for approval by the County Attorney and the Housing Office prior to recordation of the condominium plat. Prior to recordation of the new deed restriction, the Housing Office shall inspect the units to ensure that they comply with the criteria in the Housing Guidelines regarding the condition ofthe units. The condominiumization event and the deed restriction shall insure the affordability of the properties/lots/units. including appropriate restriction of potential future assessments, dues, or other such fees. 5. Concurrent with recordation ofthe amended subdivision exemption plat and site plans, the Applicant shall: A. Record a covenant in a form acceptable to the County Attorney in which the Applicant agrees to maintain the Bcurg Homestead, barn and potato collar iii accordance with the Secretary ofthe Interior's Standards for Rehabilitation or the County's design guidelines for historically designated properties, once adopted by the BOCC. Within 30 days ofthe date of this approval, the Applicant shall submit an access permit application for the Core Road to the Planning Engineer for review and approval. lf a portion of the existing road on the west side of the Ranch Core is to be reclaimed, the Applicant shall submit an earthmoving Fennit showing all re-grading and revegetation, and the remaining trail access. 7. Prior to issuance of any Certificates of Occupancy for new structures on the Agricultural Fazilities Parcel, the Applicant shall submit a detailed debris flow mitigation plan prepared by a qualified professional engineer or geologist licensed in the State of Colorado to staffand the Colorado Geological Survey for review and approval. The plan shall incorporate any recommendations made by the Colorado Geological Survey. The approved mitigation plan shall be implemented prior to issuance of any Certificates of Occupancy for new structures on the AFP. 8. With the building permit application for the residence on Homestead 9, the Applicant shall provide a site specific report from a qualified professional engineer or geologist licensed in the State of Colorado Resolution No.#61 -2008 Page 4 addressing mitigation for potential debris flow. Required mitigation shall be implemented prior to issuance of a Certificate of Occupancy for the residence. 9. With the access permit application for the driveway to Homestead 9, the Applicant shall previde engineered details for the bridge across Dry Woody Creek. If necessary, the Applicant shal: also submit a floodplain development permit application. 10. The Applicant shall submit access permit applications for the relocation of the entry road and the new road to the upper bench (Homesteads 6 and 7 and Aspen Valley Downs Lots 6-9); the new roads shall comply with the Asset Management Plan and shall meet all fire department requirements regarding roadway width, adecuate pullouts and turnarounds, and adequate access to dry hydrants. The trail shall be reviewed and approved by Open Space and Trails. 11. The Applicant shall submit an earthmoving permit application for improvements to the ditch on the lower pasture. With the permit application the Applicant shall demonstrate that this work will occur below the point where the blue line/intermittent streams shown on the USGS maps end (Red Canyon and Dry Woody Creek) to the satisfaction ofthe Environmental Health and Natural Resources Depanment. 12. Prior to submission of a floodplain development permit for bank stabilization and riparian restoration work adjacent to and above the Core area on the Agricultural Facilities Parcel (within the blue line/intermittent stream areas), the Applicant shall submit a riparian enhancement plan to the Environmental Health and Natural Resources and Community Development Departments for review and approval, No in-channel work is permitted, unless the Code is amended in the future. 13. Prior to issuance of building permits for the accessory structures with bathing facilities on the Agricultural Facilities Parcel, the Applicant shall record a covenant in a form acceptable to the County Attorney to ensure that the units are accessory to the common facilities on the AFP and will not contain kitchens. 14. The Ranch House on the Agricultural Facilities Parcel is exempt from growth management up to a maximum of 3,500 square feet of fioor area. The Ranch House shall be used only for events hosted by the Association or individual homeowners at Aspen Valley Ranch, and shall not be used for commercial or other public events, including benefits. The BOCC approved Resolution No, 112-2005, which granted Special Review, I 04! Hazard Review, Conceptual Submission and GMQS Exemption for Homesteads 1 -9 and the Agricultural Facilities Parcel of Aspen Valley Ranch. The BOCC granted 20 year vested rights with the approval. 8. The BOCC amended the 2005 approval, pursuant to Resolution No. 081-2008. The amendments included: A. Designation of the Bourg Homestead cabin, bam and potato cellar to the Historic Register, and as an incentive for the designation: granting of a GMQS exemption for 5,000 square feet of floor area on the Agricultural Facilities Parcel: 3,500 square feet for the Ranch House and 1,500 square feet for two accessory structures with bathing Facilities. B. Voluntary deed restriction ofthree dwelling units on the Agricultural Facilities Parcel: one existing/historic and two new; maximum of 10,000 square feet. C. Realignment ofthe entry road and construction of a new read to the upper mesa (Homestcads 6&7 and Aspen Valley Ranch Lots 6-9) and construction ofa new "Core Road" on the Agricultural Facilities Parcel. F. Amendments to the building and development envelopes. 9. The BOCC considered this application at duly noticed public hearings on April 23 and June 11,20]4, at which times evidence and testimony were presented with respect to the application. 10. The BOCC finds that it is appropriate to grant an historic incentive of 1,500 square feet of Moor area on the second floor of the Bourg Barn for a locker room in exchange for the 1,500 square feet previously granted for two accessory structures with bathing facilities, which are no longer proposed to be built. 11. The BOCC further finds that it -s appropriate to approve the use of two TDRs for an additional 4,150 square feet of floor area for common non-agricultural facilities on the Agricultural Facilities Parcel - 900 square feet on the second floor of the Bourg Barn for a locker room and 3,250 square feet for the Pool House. 12. The BOCC further finds that it is appropriate to sterilize the Werk Cook Parcel from development in order to preserve important mule deer and elk habitat. and agrees in exchange to modify the 2011 Trail Easement as requested. The Applicant shall complete wildlife habitat enhancement along the hillside trail by removing isolated juniper trees and/or pinyon pine trees, subject to review and approval by Colorado Parks and Wildlife. 8. Within 60 days ofthe date ofthis approval, the Applicant shall submit an earthmoving permit application for the reclamation of the entry road 1 hrough the lower paslure (on Homesteads 2,3 and 4) to a limited ilse ranch road. The permit app:ication shall show all re-grading and revegetation. 9. The Ranch House is considered the principal residential structure on the Agricultural Facilities Parcel. and as such, may be built to the principal building height of 28 feet, 10. 7'he residential floor area on Homestead 1 shall be limited to a maximum of' 5,750 square feet of floor area, as ]ong as the common agricultural facilities for the ranch (agricultural equipment building and hay barn) remain on Homestead 1. if one ofthe agricultural buildings is removed, then residential floor area of up to 7,000 square feet may be developed on Homestead I. Ifboth ofthe agricultural buildings on Homestead 1 are removed, then residential floor area of up to 8,250 square feet may be deve]oped on Homestead 1. Agricultural buildings on the Agricultural Facilities Parcel and Homestead 1 shall be limited to a total of 30,000 square feet. The agricultural equipment building may contain up to 6,600 square fcet, but no other agricultural building shall exceed 5,000 square feet. The Colorado Department of Public Health and Environment has determined that the prohosed central water system for Aspen Valley Ranch does not currently meet the definition of a public water system ' and is not subject to those regulations. Once the development reaches 15 units or serves more than 25 persons for more than 60 days a year, the water system would be considered a public water system and subject to the State Health Department's regulations. With each building permit application. the Applicant shall provide documentation for review by Environmental Hea]th to demonstrats whether or not tile additional development will trigger an application to the State for a public water system. 16. The caretaker dwelling unit on Homestead 1 shall comply with the following: A. Prior to issuance of a Certificate of Occupancy for the caretaker dwelling unit, the Applicant shall obtain and the Housing Office shall record a caretaker dwelling unit deed restriction. Actual floor plans of the unit shall be submitted to the Housing Office with the deed restriction. B. The kitchen shall contain a minimum of a two burner stove witli at least a 5 cubic foot oven that can bake and broil, sink of at least 14"W X 16"D X 5.25"H, and at least a 5.3 cubic foot refrigerator and 0.73 cubic foot freezer. Two off-street parking spaces shall be provided forthe unit. The caretaker dwelling unit must have separately accessible utilities. 'I-his does not preclude shared Util·ties. C. Restrictive Covenant pertaining to the Property. Grantor hereby restri:ts the Property in perpetuity against any and all residential development, as that term is used and defined in the Pitkin County Land Use Code, as the sanic may be amended from time to (ime;' provided, however, that a portion ofthe Property may be used for a public trail. 2. Coverant running with the land: binding effect. The provisions ofthis deed restriction shall constitute a covenant that runs with the title to the Property for the benefit of the BOCC, its successors and assigns and shall be deemed an appurtenance to the title to such land. 3. Permitted uses and activities. As owners ofthe Property, the Grantor retains the right to perform any act consistent with the Land Use Code to the extent such act is not prohibited or Hmited by the requirements ofthis restrictive covenant. These ownership rights include, but are not limited to, the right to exclude any member of the public trespassing on the Property and the right to sell, lease, or otherwise transfer the Property to anyone Grantor chooses. The followin'g shall not be considered residential development: a. fences that comply with the Pitkin County Land Use Code; b. agricultural activities; c. the installation and maintenance of underground utilities; and d. construction and maintenance of a public trail Nothing herein shall be construed to be an approval by Grantee under the Land Use Code for any purpose. 4. Enforcement and monitoring. This restrictive covenant and its terms and representations shall be fully enforceable by Grantee, its successors, assigns and agents in any action at law or equity or both, bi secure compliance, including but not limited to, seeking injunctive relief and/or specific performance requiring the Grantor, its successors or assigns to cease and desist all activity in violation of the terms of this restrictive covenant and to return the Property to its condition prior to any violation. Moreover, Grantee anc] its successors, assigns and agents shall be permitted access to. and to enter upon, the Property at reasonable times solely for the purpose of monitoring, inspection, and if necessary, remediation in order to enforce and assure compliance wjth the terms and conditions of this restrictive covenant. 5. Grantor retains all responsibilities and shal] bear at! costs and liabilities of any kind related to ownership. operation, upkeep, taxes and maintenance ofthe Property, including but not limited to, costs associated with compliance with this restrictive covenant. Venue and jurisdiction. The Owner shall be entitled to replace any Units described in the 1992 Agreement and Amendment No. 1 with new Units provided that such replacement Units are located within the Agricultuial Facilities Parcel, are made subject to this Agreement, and obtain all approvals required by law. Inc. shall have first preference to lease a Unit, provided that such employees satisfy the requirements of the Guidelines as verified by the Authority in advance of occupancy. The maximum allowable rental rate to be charged for each Unit shall be based upon its Category as that term is defined and utilized in the Guidelines. The Category for the purpose of determining the maximum allowable rental rate for replacement Units shall be determined based upon the size o fany such Unit. Each replacement Unit shall qualify for the highest Category available based upon its net liveable square footage. not to exceed Category 4. 4. Minimum Lease Term. Lease agreements executed for occupancy of the Units shall provide for a rental term of not less than six (6) consecutive months and shall be submitted to the Authority for approval prior to execution by tenant and Owner, which approval shall not be unreasonably withheld. A signed copy of the lease shall be provided to the Authority within ten (10) days of signature by Owner and tenant, 5. Maximum Vacancv. Units shall not be vacant for more than forty-five (45) consecutive days between leases. Approval for any additional vacancy period may be requested by Owner from the Authority for repair and/or refurbishment of Units, which approval shall not be unreasonably delayed or withheld. lf a Unit is vacant for more than forty-five (45) days, the Authority may select a tenant as provided in paragraph 2. 6. Condominiumization.Any Unit may be condominiumized and sold to qualified employees in accordance with the standards and criteria within the Authority's Guidelines and subject to prior approval by the BOCC. Buyer qualifications, as well as the maximum sale price, shall be based upon the Guidelines in effect at the time of condominiumization as they apply to each Unit. Individuals employed by either the Aspen Valley Ranch Homeowners' Association, Inc. or employed by the Owners of Homesteads within Aspen Valley Ranch shall be entitled to first priority in the purchase of a Unit. lf no such person is available or qualified the Unit shall be listed for sale by the Authority. A new Occupancy Deed Restriction and Agreement for owner occupied units that complies with Resolution 081-2008 and is approved by the County: Attorney and the Authority shall be executed and recorded upon filing of the Condominium Declaration for such Units. The Units to be condominiumized shall also be required to satisfy the quality and livability standards of the Guidelines in effect at the time of condominiumization and the Authority shall be entitled to inspect the Units prior to recording of the new Deed Restriction in order to confirm compliance with such standards. Furthermore, the terms and conditions of any Condominium Declaration shall be subject to approval by the BOCC in order to ensure that the affordability of the Units is not compromised. which approval shalI not be unreasonably withheld. 7. Demolition and Removal of Units bv BOCC. Should Owner fail or refuse to so demolish and remove such Units, the BOCC shall be entitled to enter upon the Agricultural Facilities Parcel and to remove the units at Owner s expense pursuant to the license agreement dated ,96,# /0 . 2011. by and between Owner, authority andBOCC. 8. Compliance and Inspection. Owner shall provide all information reasonably required by the Authority at any time to determine compliance with this Deed Restriction. Owner shall also allow the Authority and the Pitkin County Building Department to review and inspect the Units each fifth (5% year from the date hereof. Said review and inspection shall be conducted to ascertain compliance with all applicable health and safety requirements of applicable Building Codes. In the event that the Authority finds the Units to be in noncompliance. the Owner shall be required to bring the Units into compliance at its expense. 9. Covenant to Run with Land. This Agreement shall be a binding sen·itude: shall be binding upon Declarant, its successors, transferees, and assigns, in perpetuity; and shall constitute a covenant running with Aspen Valley Ranch, and in particular, the Agricultural Facilities Parcel, as a burden thereon for the benefit thereof, This Agreement shall be specifically enforceable by the Authority and the BOCC, their respective successors or assigns, by any appropriate legal action. including but not ]imited to. injunction, abatement or evietion of noncomplying tenants. Should Owner or its successor fail tc satisfy its obligations under this Agreement within 30 days of a notice demanding such action by the County, the County (including its agents) shall be authorized to enter and perform all necessary work itself, and to assess any and all costs for such work against the entire Aspen Valley Ranch property. The amount so assessed shall be a lien against the Aspen Valley Ranch property until paid and shall have priority over all other liens except general taxes and prior special assessments. The assessment may be certified to the Pitkin County Treasurer and collected and paid over in the same manner as provided for the collection of taxes. 1(). SeverabilitY.The provisions of this Agreement are severable, such that any determination by a court of competent iurisdiction that a specific provision hereof is unenforceable shall not affect the remaining provisions which shall continue to be in full force and effect. Termination of 1992 Agreement and Amendment No. 1. Upon execution and recording of this Agreement, the 1992 Agreement and Amendment No. 1 shall automatically terminate and be of no further force or effect, it being the intent of the panies that the provisions of this Agreement shall supersede and replace the 1992 Agreement and Amendment No. 1, in their entirety. 12. Security Deposit. The Owner has deposited the amount of $25.000.00 with the Authority as security for Owner's compliance with the terms of this Agreement. Before the Authority may utilize the security, the Owner shall be entitled to notice ofthe breach and a reasonable opportunity to cure. 13. Venue/Attornevs' Fees. In the event of litigation involving this Agreement, venue shall be iii the District Court in and for the County of Pitkin, State of Colorado. The prevailing party in any litigation shall be entitled to an award of its costs and reasonable attorneys' fees. The project site is shown on Figure 1. The purpose of this study was to provide SGM with geotechnical information to be used in design of debris flow and flood mitigation on Fan Fl. This study was performed generally as described in our November 13,2013 proposal to Aspen Valley Ranch AH, LLC, Geotechnical design information developed by this study includes; (1) design debris volume, (2) design flow peak discharge and 0) miscellaneous geotechnical design considerations. We also performed a debris flow and flood routing analysi s for the proposed mitigation facilities. This report summarizes our study and presents the geotechnical information developed. SUMMARY OF FINDINGS The proposed mitigation facilities shown on Figure 3 should protect the existing and future structures on Fan Fl from flow events (debris flow or flood) with statistical recurrence times of around 100 years for a nonburned watershed and 10 years for a burned watershed. Geotechnical design information for these flows are presented in this report. CHARACTER OF FAN Fl AND BASIN Bl Fan Fl covers about 5.72 acres and is located in the ranch center area as shown on Figure 2. Several buildings are presently located on the fan and another may be built in the future. Fan Fl has an average slope of 7 percent and extends about 760 feet down slope of the fan head. Drainage Basin Blis tributary to Fan Fl and covers about 28.58 acres. The basin is very steep with an average slope of 43 percent along the longest flow line. The basin has a Melton's number of 1.2 which is usually indicative of a drainage basin capable o f producing relatively frequent debris flows and floods that can have statistical Job No. 113 355A GA*tech recurrence times as short as 25 years. It us our understanding that one or more high sediment concentration flows have occurred on Fan Fl since the ranch started operations in the late 1800's. DEBRIS FLOW AND FLOOD RISK ON FAN Fl Fan Fl is still geologically active and future debris flows and floods should be expected on the fan. The existing and new buildings on the fan could be damaged by future debris flows and floods and there is also some risk of harm to the buildings occupants. The risk is highest on the upper parts of the fan near the fan head and decreases going down slope to the toe of the fan. The current ranch owner has chosen to mitigate the risk for future flows with a statistical recurrence time as long as about 100 years (nonburned watershed) and as long as 10 years (burned watershed). PROPOSSED MITIGATION ON FAN Fl The propose debris flow and flood mitigation facilities are shown on Figure 3. The facilities include: (1) an improved debris channel just down slope of the fan head; (2) debris containment walls on the upper fan; (3) a debris storage area in the mid fan area; (4) a clear water channel through the facility and (5) a clear water outlet works at the south end of the debris storage area. The debris storage area will be excavated into the fan along its aortheast side and will have a compacted earth containment berm along its southwestern side. A concrete box culvert will be built where the western road crosses the improved debris channel in the upper part of the fan. DESIGN DEBRIS VOLUME A design debris volume of 1.21 acre-feet (nonbumed watershed) and 1.23 (burned watershed) were used in sizing the debris storage area for flow event with statistical recurrence time of around 100 years and 10 years respectively. The debris storage area is in the southern part of the mitigation facility and has a storage volume of about 1.42 acre Job No. r 13 355A GNRech -2- feet below an elevation of 7,332 feet. This gives a minimum safety factor of 1.15 for the storage basin. The design debris volumes were based on the empirical debris volume model developed by Cannon and Others (2010). Model input variables are: (1) drainage basin area with slopes steeper than 30 percent; (2) percent basin area burned by wildfire; and (3) rainfall depth. Essentially all of Basin Bl has slopes that are steeper than 30 percent. The NOAA rainfall atlas (National Oceanographic and Atmospheric Administration, 2013) indicates that the 100-year, 1-hour rainfall at the project site is 1.20 inches and the 10- year, 1-hour rainfall is 0.756 inches. A 10-year rainfall is considered appropriate for the burned condition because it takes about 5 to 10 years for a watershed to recovers to its prewildfire condition. DESIGN PEAK DISCHARGE A design flow peak discharge of 400 cG was used in our flow routing analysis, see Appendix A for results. As shown on Figure 4, this peak discharge is a reasonable estimate for the region for flows that have a statistical recurrence time of around 100 years for nonburned and burned watersheds. The field peak discharges shown on Figure 4 were calculated based on flow superelevation at channel bends for several historic debris flows and floods in western Colorado (Cannon and Others, 1995 and Mean, 1977). The model study values on Figure 4 are from the City of Glenwood debris flow study by ESA Geotechnical Consultants (1982). OTHER DESIGN CONSIDERATIONS Other geotochnical design items that should be considered in the design ofthe mitigation facilities are: (1) dynamic impact pressures; (2) erosion control measures; (3) the outlet works grate; (4) the fan head debris channel transition and (5) maintenance. These design considerations are discussed in the following sections. Job No. 113 355A G&Etech -3- DYNAMIC IMPACT PRESSURES Maximum flow dynamic impact pressures that may be used in design of the debris containment walls are presented in Appendix A, Table Al. Our modeling shows that the highest impact pressures are developed by low viscosity debris floods and the maximum dynamic impact pressures on Table Al are for this type of flow. EROSION PROTECTION The need for and type of erosion protection is dependent on flow velocity and fiuid density. Maximum expected flow velocities at the nine cross sections analyzed are presented in Appendix A, Table Al. Our modeling shows that the highest flow velocities are developed by low viscosity debris floods and the maximum velocities on Table Al are for this type of flow. Structural erosion protection such as concrete-lined channels or grouted rip rap should be used where maximum flow velocities exceed 10 fps. Revegetated, permanent erosion control blankets or mats should be used where maximum flow velocities are between 10 and 2 fps. Revegetation alone can be used where flow velocities are less than 2 fps. The erosion control velocity criterion presented above may be modified if the owner is willing to except higher maintenance costs but only in areas where erosion will not jeopardize the safety of the maintenance facilities. OUTLET WORKS GRATE The intent of the outlet works is to convey frequent clear water flows to the creek east of the mitigation facility but not to convey the design debris flow and flood. The grate at the upstream end of the outlet works can be sized using standard storm water drainage criteria. FAN HEAD CHANNEL/DEBRIS CHANNEL TRANSITION Field verification during construction should be made to see that there is a smooth transition capable of conveying the design fiows in the natural fan head channel/improved channel transition zone. Job No. 113 355A GMEtech -4- MAINTENANCE The owner should plan for periodic maintenance of the mitigation facilities. Typical maintenance will involve removal of mud and debris and repair of possible erosion following heavy flow events. FLOW ROUTING MODEL The laminar viscous flow model proposed by (Hunger and Others, 1984) was used to rom the design debris flow and flood through the proposed mitigation facilities. Maximum ftow depths and freeboards at the nine cross sections analyzed are presented in Appendix A. Flow routing information at the nine cross section is summarized in Appendix A on Table Al. Our routing model considered the continuum between low viscosity debris floods and high viscosity debris flows. Summary of Routing Analysis: The routing analysis shows that there is more than two feet of freeboard at the box culvert (see Appendix A, Figure A6). Elsewhere in the open- channel areas there is at least one foot of freeboard at the other cross sections except at Cross Section 7, see Appendix A, Figure A9. In order to achieve a minimum one-foot freeboard in the vicinity of Cross Section 7, the top of the west containment wall should be raised one-foot from elevation 7,337 feet to an elevation of 7,338 feet. The raised section of the wall should be extended 20 feet to the south as shown in APFendix A, Figure Al. Model Input Variables: Input variables used in the modeling were the cross section geometry shown in Appendix A and a peak flow discharge of 400 ofs. The low viscosity design debris flood was considered to have a volumetric sediment concentration of 40 percent, a fluid unit weight of 105 pef and a viscosity of 0.67 lbs-sec/ff. The high viscosity design debris flow was considered to have a volumetric sediment concentration of 55 percent, a fluid unit weight of 121 pcfand a viscosity of 30 lbs-sec/ff. The maximum flow depth shown in Appendix A, Table Al are for the high viscosity debris flow and the maximum flow velocities and dynamic impact pressures are for the low viscosity debris flood. We make no warranty either express or implied. Information presented in this report is based on the debris flow and flood mitigation facilities shown on Figure 3. Ifthe design of the facilities different substantially from the design shown on Figure 3 then we should be notified so that we may evaluated if the design information presented in this report is still applicable. This study does not include assessment of other geologic hazards that may be present in the area. This report has been prepaid exclusively for our client to provide geotechnical design information with respect to debris flow and flood dynamics. A site specific geotechnical study for foundation and earthwork design is not within the scope of this study but is in progress and will be presented in a separate report.
