Responsibility for Transportation Planning

DESCRIPTION OF ISSUE:
The contract with the State of Colorado performs three functions in relationship to the
Department of Transportation's statewide transportation planning effort.
First, it formalizes Mick Ireland as the Chairperson of the Intermountian Regional
Planning Commission (RPC) and identifies the responsibilities of the position, including
participation on the Statewide Transportation Advisory Committee (STAC). Second,
because the RPC does not have a federal tax identification number nor does it have
accounting and administrative services, the chairperson of the RPC needs to assign the
fiscal responsibility to an agency that meets State accounting protocol. In this case it is
Pitkin County. Third, Pitkin County needs to formally accept fiscal responsibility for the
roles and responsibilities of the chairperson of the RPC.
The State will reimburse the County up to $6500.00 in this fiscal year (ending June 30,
2004) for all activities and services related to the responsibilities of the RPC chairperson.
All record keeping will be the responsibility of the County.
There are three signature pages on each copy of the contract. Mick will need to sign
pages 11 and 16. Jack will need to sign page 17. The four contracts are on file with the
Clerk's Office.
RECOMMENED BOCC ACTION:
Approve resolution and sign the regional transportation-planning contract with the State
of Colorado.
