CALL TO ORDER: Chair Kelly McNicholas Kury called the regular meeting of the Board of
County Commissioners to order at 12:00 p.m.
COMMISSION MEMBERS PRESENT: Commissioners Greg Poschman, Kelly McNicholas
Kury, Steve Child, Patti Clapper and Francie Jacober.
COMMISSION MEMBERS ABSENT: None

Motion: Commissioner Clapper moved approval of the minutes of April 14, 2021.
Commissioner Poschman seconded the motion. Motion passed with five yea votes.

seconded the motion. Motion passed with five yea votes.
Ordinance of the Board of County Commissioners Authorizing the Adoption of Phillips
River Access as Pitkin County Open Space & Trails – Paul Holsinger

Motion: Commissioner Clapper moved to continue the Ordinance to June 9, 2021.
Commissioner Poschman seconded the motion. Motion passed with five yea votes.

Ordinance No. 020-2021 of the Board of County Commissioners Authorizing an
Agricultural Lease of the Glassier Open Space Between the Board of County
Commissioners and Marigold Livestock Company – Paul Holsinger
Motion: Commissioner Clapper moved approval of the Ordinance as written. Commissioner
Child seconded the motion. Motion passed with four yea votes. One nay vote cast by
Commissioner McNicholas Kury.

Department of Transportation (CDOT) and Open Space and Trails (OST) Right of Way
Lease for North Star Nature Preserve – Dale Will, Jessie Young
Motion: Commissioner Child moved approval of the Ordinance as written. Commissioner
Poschman seconded the motion. Motion passed with five yea votes.
Ordinance No. 022-2021 of the Board of County Commissioners Approving Colorado
Department of Transportation (CDOT) and Open Space and Trails (OST) Right of Way
Leases for Penny Hot Springs – Dale Will, Jessie Young
Motion: Commissioner Poschman moved approval of the Ordinance as written. Commissioner
Jacober seconded the motion. Motion passed with five yea votes.

Emma Fields, LLC Special Review Use, Activity and Site Plan Review – Leslie Lamont
Motion: Commissioner Poschman moved to continue this item to May 26, 2021. Commissioner
Clapper seconded the motion. Motion passed with four yea votes. Commissioner Jacober left the
meeting.

Action: Commissioner Clapper moved to adjourn the regular meeting of the Board of County
Commissioners at 7:27 p.m. Commissioner Child seconded the motion. Motion passed with
four yea votes.
