Contractor's Obligations. Contractor shall provide a structural assessment per the attached SGM TO. 2. Compensation and Expenses, Invoicing, Payment and Offset. The County shall compensate Contractor for its services in accordance with the Project Budget and Schedule set out in Paragraph 1 of this Task Order. It is expressly understood and agreed that in no event will the total compensation and reimbursement to be paid hereunder exceed the sum of one thousand,two hundred and fifty dollars and zero cents ($1,250.00) for all services rendered. By Task Order or Task Order Amendment, the County and Contractor may reallocate the budget among project tasks if the total budget amount remains unchanged. Contractor shall invoice for the project monthly based on hours worked, with payment expected within thirty(30) days of invoice,but any payment by the County may be offset by any amount the Contractor owes the County for any reason. PROJECT: 109 Basalt Mountain Road SGM JOB NO. 2021-118.002 PURPOSE: Structural Condition Assessment BY: John Partch, P.E. WEATHER: Clear ASSESSMENT PROCEDURE: Our investigation and observations have been conducted as a preliminary assessment of the residence at 109 Basalt Mountain Road, Garfield County, CO in accordance with recommended assessment procedures of the American Society of Civil Engineers standard: Guideline for Structural Condition Assessment of Existing Buildings. A preliminary assessment is intended to provide initial data for estimating the structural adequacy of an existing building and establish if there is a need for a more detailed analysis. The basic components include review of available documents, site observation, preliminary analysis, and preliminary findings and recommendations. The site observation is conducted to assess the structural condition of the building and make note of modifications, deterioration, damage, weakness, settlement, or unusual structural features. Preliminary analysis entails estimation of whether the building components have adequate capacity, damage assessment, and identification of structural deficiencies. Findings and recommendations are discussion of the observations and recommendations for further actions. DOCUMENT REVIEW: Available building records reviewed included the county assessor's records which identify the original date of construction as 1982. SITE OBSERVATIONS: Site observations were conducted around the exterior of the residence as well as within the living spaces, garage, and the crawl space. The residence is a single story wood frame building on a concrete foundation. The north, east, and west sides of the building are partially buried with concrete retaining walls forming the exterior of the building. Exterior observations found no significant signs of structural distress, damage, or deformation. Minor cracking of the synthetic stucco siding was observed in a handful of locations with no apparent signs of movement or structural distress (photo and document log #'s 6, 9, 10). Interior observations within the living area found no significant signs of structural distress or deformation. A couple of cracks in the drywall ceiling in the hallway area were observed along joint lines in the underlying drywall. The cracks are minor with no apparent signs of structural movement(photo and document log #20). The floor framing observed in the crawl space was wooden I-joists with timber beams. Observations in the crawl space did not find signs of damage, deformation, or distress (photo and document log #14). Observations in the garage area did reveal some cracking of the exterior concrete foundation walls, the concrete slab floor, and a caulked expansion joint in the north foundation wall (photo and document log #'s15-19). The cracks in the east foundation wall are narrow and relatively uniform in width. The cracks in the floor slab observed originate at an interior corner of the slab. Signs of differential movement of the slab was not observed. An expansion joint was observed at the west end of the north wall of the garage with an asphaltic sealant. The joint observed is consistent with a phased construction and indicates that the garage was likely built sometime after the original residence. The joint is relatively uniform in width and signs of differential movement were not observed. The expansion joint is aligned in close proximity with a crack in the synthetic stucco siding observed from the exterior of the north wall. Page 1 of 6 SGM Inc. GSGM 118 West Sixth Street,Suite 200 Glenwood Springs, CO 81601 STRUCTURAL CONDITION ASSESSMENT REPORT ANALYSIS: No significant signs of structural distress, damage, or deformation were observed. The cracks in the synthetic stucco appear consistent with typical minor cracking due to thermal expansion and contraction. The most noted crack on the north wall is in rough alignment with an expansion joint in the foundation wall which likely allows for differential thermal movement of the building and led to the stucco distress at that point. Concrete of the retaining walls forming the exterior foundation of the garage exhibit some minor cracking that is consistent with typical shrinkage cracking or flexural stress cracks from bending stresses and deflection in the wall due to the lateral earth pressures. The cracks were narrow and uniform and do not appear to be a sign of foundation settlement or movement. Cracking of the floor slab in the garage is concentrated around an interior corner where a concrete wall juts into the back of the garage. The cracks are typical of shrinkage cracking in slab on grade floors that form during the initial curing of the concrete. Differential movement of the slab was not observed. The cracks observed are commonly found in brittle building materials such as synthetic stucco and concrete and appear to be due to normal thermal and bending stresses and deflections. No signs of structural distress, deformation, damage, or deficiency were observed. FINDINGS AND RECOMMENDATIONS: To summarize our findings are: Minor cracking of synthetic stucco, concrete retaining walls, and concrete slab floors was observed. No significant signs of structural deformation, distress, or damage was observed. The cracks observed are typically observed in the materials used and do not appear to indicate any structural damage or deficiency. Our recommendations are: The cracks in the synthetic stucco should be repaired to maintain the integrity of the siding and help prevent moisture infiltration. Repairs should incorporate expansion joints at points of potential differential movement such as the foundation expansion joint, corners, and at the minimum spacing as recommended by the synthetic stucco manufacturer's guidelines. This report is based on our site observations, research of available records, and experience with structures of this type in this area. Our observations were limited by the presence of backfill, finish materials, and physical constraints. Unseen defects or conditions may exist that could affect the structural integrity of the structures observed. The observations, interpretations and conclusions herein have been conducted to the standard of care ordinarily practiced by other engineers in this area at this time.
