PUBLIC COMMENT No public comment. BOARD COMMENT Hunter Creek Extension Board members all voiced similar options that the completed trail is a great public asset completing a crucial connection between the Rio Grande Trail and the Hunter Creek Trail. Signage was suggested to acknowledge the partnership that created the trail extension—Pitkin Community Development, City of Aspen Parks and Pitkin OST. Also noted was the trail corridor's blending into the private land and pond evoking an inviting park setting which could encourage trespassing. Staff responded the area is currently signed notifying `private property',but will monitor the area and make adjustments as needed. Rio Grande Trail and Roaring Fork Gorge Master Plan Upper RGT (Stein Park to Aspen wastewater plant area)was resurfaced recently and Board members complimented staff on the quality of the new surface. A new surface material was used and public comments have been very favorable. Pitkin County Landfill's crusher fine product was used watered well and rolled to compress. All the work was done in-house with the Road& Bridge crew. Surface life should be about 3 years with yearly compaction. Estimated cost around$20 thousand. Gary Tennenbaum entered regular session at 8:20 a.m. Tai Jacober entered regular session at 8:25 a.m. Red Ridge Ranch Open Space Howie Mallory commented he had attended the recent Red Ridge Ranch Open Space Interim Management Plan public meeting held in Basalt Town Hall. Roughly 40-50 people attended. He extended compliments to Gary Tennenbaum for skillfully leading the meeting and defusing public concerns and misperceptions. Some of those concerns were public access and how it may impact the neighborhood whether it be trespassing,parking, privacy and in general the effects of changing ownership from private to public. 05/16/2013 OSTB Regular Session and Joint BOCC Regular Session Minutes Page 1 of 4 Board question: Access signage off Hookspur Lane crossing over the Rio Grande Trail—since the public meeting, RFMBA sent email to members and newspaper articles about trespassing the problem has basically stopped the problem. Signage will be addressed in the interim plan. Staff will be working with RFTA and BLM about signing access information and designated routes during the interim plan process. Footnote: The normal process for adopting management plans has been delegated to OSTB, but the process becomes more intricate when other municipalities are partners. Sky Mountain Park is a recent example. The Red Ridge Ranch OS management plan will need to be adopted by both the Pitkin and Eagle County's Boards of County Commissioners. Windstar CE Concern was expressed about the recent newspaper articles and letters to the editor in regard to the Windstar property sale. The Board requested staff set aside future time to be informed about the circumstances of the sale and the status of the conservation easement. Dale responded the County Attorney, John Ely is reviewing the legal issues. When the attorney's office response is received the matter will be reviewed most likely in executive session. John Ely entered regular session at 8:32 a.m. Two Shoes/Sutey Administrative Land Exchange Hawk Greenway reported some private citizens submitted non-supportive comments within the Bureau of Land Management's (BLM) public response period. Dale added the comments were well done. A copy of this memorandum is attached hereto and made part of this record as "Exhibit A". All OST current active projects can be accessed on-line and the public can submit comments online. http://www.pitkinostprojects.com Roaring Fork Gorge Management Plan:The plan will encompass six different properties: Red Butte Ranch Open Space,Airport Ranch, and the Denver/Rio Grande Railroad corridor, Mills, Stein Park and Stein Riverside Park. We are currently in the Inventory Phase. User group charrettes(run/walk/hike/nordic, commuters, road bikers, ABC/North 40/Burlingame, equestrians, anglers, boaters)will take place during the month of June. Rio Grande Trail in Woody Creek:This project includes a dual-surface trail and bridge over Woody Creek proper. The planning on this project started in 2010 and has involved working with the community and CDOT, which will administer grant funding for the project. Construction anticipated in fall 2013. Gold Butte Management Plan: The Gold Butte property is closed to public access while a ' management plan is developed with a steering committee of local climbers. Opening the property to the public anticipated in summer 2013. Red Ridge Ranch Management Plan:Previously known as the Saltonstall property,this 145- acre tract was acquired through a partnership between Pitkin County, Eagle County,Town of Basalt, Great Outdoors Colorado and the Mid-Valley Trails Committee. We are in the process of getting an interim management plan done this summer. The property is currently closed to the public; access will be defined by the plan. Lindsay Parcel Open Space: The City of Aspen and Pitkin County recently purchased an adjacent property to Smuggler Mountain Open Space. The property is located between Lani White Trail and the Hunter Creek/Vereena Mallory Trail along Hunter Creek. This property is approximately 7 acres, adjacent to existing open space parcels. The city and county are in the process of developing a management plan for the parcel and are requesting public feedback via a web-based survey. Brush Creek Trail Bridge No. 2: A realignment of lower Brush Creek Trail is under construction in anticipation of installation of a new bridge over wetlands and Brush Creek. Preparation of two sections of the former Maroon Creek pedestrian bridge, which will be used on 05/16/2013 OSTB Regular Session and Joint BOCC Regular Session Minutes Page 3 of 4 • the trail, is under way at the Brush Creek Intercept Lot. The trail is currently closed and users are being detoured onto Brush Creek Road. Completion anticipated by June 30, 2013. Elk Park Final Design:Elk Park is located in Redstone, Colo. The site is located across Highway 133 from the historic Coke Ovens, along the Crystal River, and is connected to downtown Redstone via a pedestrian bridge. The conceptual Elk Park plan was part of the Redstone Parks and Open Space Management Plan. County staff has worked with a steering committee of Redstone residents to develop a Final Plan. OST is currently finishing construction documents. Construction is expected to begin in 2014,with razing of an existing cabin on the parcel anticipated in 2013. Grace-Shehi Meadows: Bike Park in Grace Shehi Meadows: This property,near Basalt High School, is owned jointly by Pitkin County Open Space and Trails and the Town of Basalt. A management plan was completed last year;the bike park is one element of that plan. An RFP is out for its design and construction. We will seek volunteers to help build the bike park this summer. Roaring Fork Gorge Management Plan Outreach Update Lindsey Utter proceeded with her presentation as summarized in her memorandum of interest to the BOCC dated 6/04/2013. A copy of this memorandum is attached hereto and made part of this record as "Exhibit B". Budgetary impacts are estimated to be $30,000 for the project's entire marketing/outreach. Roughly $20,000 will be spent over the next two months promoting the user charrettes,website, and survey via print,radio and video ads. The $20,000 also includes a full wrap of the Aspen Times to promote the project and kick-off the draft comment period. We estimate around $10,000 in print and radio ads during the two month draft comment period. BACKGROUND: The Roaring Fork Gorge Management Plan will encompass the detailed inventory, analysis and planning for six different properties: Red Butte Ranch Open Space,Airport Ranch,the Denver/Rio Grande Railroad corridor,Mills, Stein Park and Stein Riverside Park. Gold Butte and Wilton Jaffee Sr. Park are both located in the planning area and each have their own management plans with which we will be sure to coordinate with. Pitkin County's ownership of lands in the Roaring Fork Gorge planning area began when rail service into Aspen ended. In 1968 the Rio Grande right of way above Woody Creek was cleared of track and donated to the County. Decades before"rails to trails"was formalized into federal law,this section of the old grade became our first significant County trail asset. In 1993 this acquisition was complemented by our purchase of the Peapke Ranch, which provided both additional runway space as well as County ownership of the lower river gorge. Several years later, CDOT conveyed the "Mills"property jointly to the County and City in compensation for its roundabout takings of Marolt and Moore Open Spaces. And finally, pieces of the Stein Ranch comprising the upper gorge were conveyed to the County as part of three consecutive land use approvals culminating this year with the Gold Butte climbing area. As seen in our maps,the County Open Space Department now administers nearly the entire scenic 4 mile canyon between Stein and Jaffee Parks. Staff has begun the process,working with City of Aspen staff,to conduct a thorough inventory of the six properties,mapping all the existing conditions. We plan to meet with all the different user groups and communities that currently utilize the properties in the Gorge, (Boating,Angling, Climbing/Ice Climbing, Road biking, Mountain biking,Equestrians, Bike Rental Shops,Hiking/Running/Walking, Commuters,Nordic users, etc.), as well as the adjacent property owners and residents. Our goal of these meeting is to learn and map how these groups currently use the Gorge area and to understand any requests they have for the future planning and management of this area. EXHIBIT B 1 6/4/2013 OSTBBOCC Joint Regular Session Minutes Advertising and email outreach has started for the User Charrettes in June. The following meetings will be Open Houses held from 4pm to 6pm in the Rio Grande Meeting Room: Walk/Hike/Run/Nordic Ski- June 6 Commuters - June 12 Road Biker-June 13 Mountain Bike/Cross Bike-June 20 Equestrians - June 24 Anglers -June 25 Boaters-June 27 A meeting for Adjacent Residents is scheduled from 4pm to 6pm in the Aspen CMC Art Gallery Room on June 19`h. We have a project website located at: www.pitkinostprojects.com We are also using a MindMixer web service instead of a survey monkey and we will have a link from the project site to the mind mixer site. We will be running ads in the Aspen newspapers twice a week for two weeks and then once a week for 6 weeks promoting the meetings and the online sites. We will also be running 60 second spots on KSPN and KSNO and 30 second underwriting spots on Aspen Public Radio 3 times a week for 8 weeks. We will also plan to do a wrap of the Aspen Times (four full pages)to kick off the two month draft comment period. Staff will explain these sites, all of the outreach and advertising for the next two months and goals of the charrettes during the joint meeting.
