His appointment will be affirmed by the Pitkin County Board of County Commissioners next week by resolution. PUBLIC COMMENT Commissioner George Newman commended Janet Urquhart for uncovering historic photos of the Emma Store property. Joint Meeting with Basalt Parks, Open Space and Trails Board Basalt Parks, Open Space, and Trails Master Plan Susan Philp and Basalt POST members reviewed with OSTB the Basalt Parks and Open Space, and Trails Master Plan, as outlined and made part of this record as Exhibit A. Philp expressed the town's desire to work with OST on amenities at Basalt Avenue and the Rio Grande Trail and wayfinding for the Arbaney-Kittle Trail. Grace-Shehi Meadows Open Space Gerry Terwilliger of the Midvalley Community Garden Collective gave an update on the community garden at Grace-Shehi. Chris Woods indicated Crown Mountain Park is planning a community garden, as well. 2/06/2014 OSTB and BPOST regular session minutes Page 1 of 3 Basalt Seed Garden Lisa DiNardo gave an update on Basalt's plan for a seed garden and forest food garden. Town Update Basalt is working on a strategic plan that emphasizes Pan and Fork restoration and rivers. Philp brought up how the town and OST can work together to improve enforcement on public lands. Gary Tennenbaum gave an update on the Glassier/Red Ridge management plan process. Susan Philp, Gerry Terwilliger, Lisa DeNardo, Brian McNellis, Chris Woods, Cindy Bruce, Suzanne Jackson, Julie Kolar and Denise Latousek exited the joint regular session at 10:20 a.m. Open Space and Trails Board Regular Session APPROVAL OF THE MINUTES Tim McFlynn moved to approve the minutes for the regular OSTB session of Jan. 9, 2014 as corrected. Tai Jacober second. Motion passed. 3-0. OSTB meeting structure See board action below. Open Space Master Plan Dale Will gave a recap. He would like to take the master plan land-use code amendment to the county Planning and Zoning Commission in March. The board agreed to continue the discussion and make a recommendation when all five members are present. 2013 Conservation Easement Program Paul Holsinger reviewed the program and reported there were no major violations. He predicted the program will top 15,000 acres conserved through easements in 2014. Agricultural Lease Program Program introduced; OSTB made suggestions. Staff plans to bring back lease program to OSTB within next 60 days. BOARD COMMENTS Tai Jacober urged staff to cut introductions to topics down to speed up the proceedings. Hawk Greenway questioned staff update about commercial permitting. Dale Will said the topic will be discussed at the next board meeting, to be held Feb. 20, 2014 at Woody Creek Community Center. BOARD ACTIONS OSTB Minutes Structure Hawk Greenway moved to direct staff to take abbreviated, action-only minutes of board meetings and to maintain audio recordings of meetings permanently. Tim McFlynn second. Motion passed.
