Hawk Greenway called the meeting to order at 9:10 a.m.
PUBLIC COMMENT
Ruth Harrison brought suggestions to the Board. 1) Allow a dog off-lease area on the Lower
Hunter Creek Trail area to Lani White Trail entrance; 2) Have Rangers pick up dog waste on
trails; and 3) Limit Rangers truck driving on Smuggler Road.
Ruth Harrison exited regular session at approximately 9:15 a.m.
Open Space Master Plan Code Discussion
Direction from OSTB was for Dale Will, Cindy Houben and John Ely to collaborate and
incorporate the OSTB's suggestions into the meeting's presented draft '2-40-170: Open Space
Preservation Master Plan' and submit for the next Planning and Zoning (P&Z) meeting in
March. The P&Z packet submission will also be distributed to the OSTB member before P&Z
adoption.
1. (a) General—Rewrite introductory paragraph
2. (b) Standards for Open Space Preservation Master Plans - Include specific visual impact
standards.
3. Include a geographical boundary map.
John Armstrong exited regular session at approximately 9:30 a.m.

APPROVAL OR THE MINUTES
The OSTB regular and executive session minutes of February 6, 2014 were discussed and
corrections were noted by staff.

Tim McFlynn moved for the OSTB regular and executive session minutes of February 6,
2014 be approved as corrected. Howie Mallory seconded. Motion passed(4-0)
BOARD COMMENTS
Tim McFlynn asked if equestrians are participating in the Glassier Open Space Management
Plan steering committee and Staff answered affirmatively.
Tim reported he had spoken with property owner of the Sopris Archaic Archeological Preserve
Conservation Easement and the owner expressed concern whether OST property signage and
fencing would be installed at the site. Dale responded that the site's primary protection is that the
site is located on private gated property.
Howie Mallory comments were in regard to the Basalt Parks, Open Space and Trails Master Plan
(BPOST) and how staff perceives interfacing with Basalt. Gary Tennenbaum responded OST
continues to work closely with Basalt on our joint properties, trails,joint projects and future
collaboration projects. The BPOST Master Plan has provided the Town a vision on how to
direct their funding. The plan emphasizes internal park/trails improvements and connecting both
sides of Basalt.
Graeme Means requested time to review OST funding with Staff. Dale offered scheduling a
lunch time meeting.
Board Retreat: March 6th meeting will discuss retreat topics. Potential retreat meeting dates May
1st or May 15`h

Revisit the '2012 Retreat- Program Wish List'
OST's 25`h anniversary in 2015
Public Comment response: Several Board members brought up how to respond to today's public
comment by Ruth Harrison. Dale suggested staff would summarize points presented by the
individual public commenter and respond to those specific points with information where dogs
are allowed off-lease.
EXECUTIVE SESSION
The OSTB moved to enter executive session in accordance with CRS 24-6-402(4) (a) and (e) for
the purpose of discussing acquisitions and negotiations at 10:30 a.m. The OSTB adjourned
executive session at 1:30 p.m.
