Jobe spoke for a group of dog owners who frequent Jaffee Park. Additional members of this group were present at the meeting. The group submitted a three-point proposal requesting Jaffee Park be designated an"off-leash" area and is included in this record as "Exhibit A". Mr. Jobe spoke for a group of approximately 23 dog owners who frequent Jaffee Park and were responding to OST's recent leash enforcement signage posted at the park. Pam Cathcart, Bland Nesbit and Kim Scheyer each spoke about their continued use and enjoyment of the area over the past decades as an"off-leash" area to walk their dogs, that they have rarely encountered user conflicts, and that the area's constrained topography with water feature are perfect as an"off- leash" area. The Jaffee Park Management Plan specifies that dogs are to be leashed at all time. This summer, OST has received an increasing number of dog complaints which led to posting the leash requirement signage and enforcement. Rising dog complaints targeted the area for increased ranger enforcement. Board Response: Graeme Means thanked the group and explained that for the OSTB to make any policy change would require hearing all sides of the leash law debate. The Board supports current OST policies and enforcement of those policies by the Rangers. Hawk Greenway added that it is becoming a re-occurring theme to have dog owners before the OSTB requesting additional off-leash areas. Hawk added that he was not opposed to working toward a goal to identify additional off-leash areas or dog park on OST property,but the problem is that off-leash areas cannot be provided for in every neighborhood. The Board offered that the City of Aspen, Forest Service and Pitkin 9/04/2014 OSTB Regular Session Minutes Page 1 of 7 County all have existing off-leash areas and OST staff are coordinating with Aspen, Town of Snowmass Village, and others to provide updated, clear public information where dogs are allowed off-leash in the valley. Gary Tennenbaum concurred that off-leash information is being updated for general public consumption. Additionally, OST has looked for possible dog park locations and have concluded the best locations would be in population centers, like within Aspen. Dale Will spoke that OSTB has received similar requests to relax the leash requirements in other areas. The OST policy is to protect the sense of safety and space for all recreational users,protect wildlife and to set clear regulations for the rangers to follow. Dale did not recommend selective location rules. Gary purposed that over the next two months staff would work on updating the public brochure and work with all the jurisdictions to develop a clear picture of current conditions and identify areas that may potentially provide off-leash options. OST will communicate progress to the group members via email. Bill Boineau entered regular session at approximately 9:10 a.m. Matt Adeletti entered regular session at approximately 9:30 a.m. Bill Jobe, Linda Koones, Bland Nesbit, Pam Cathcart, Kim Scheyer, Heather Kemp and Bill Boineau left the regular session at approximately 9:37 a.m. Nancy Shapiro entered the meeting around 9:45 a.m. after the group left and voiced her group support for an"off-leash" area at Jaffee Park. Verena Mallory Trail& Park Tim Mutrie commented that he has been following the articles about AVLT closing the trail. Mr. Mutrie did not agree that the conveyance deeds demonstrate the Benedicts' "clear" intent. Mr. Mutrie asked OSTB and all agencies involved to convinced AVLT to slow down their trail closure timeline. Tim McFlynn thanked Mr. Mutrie for suggesting "slowing down"the closure process and his appearance before the OSTB. Tim Mutrie left regular session around 9:50 a.m. APPROVAL OR THE MINUTES Tim McFlynn moved for the 8/21/2014 OSTB Regular Session Minutes be approved as amended and the 8/21/2014 OSTB Executive Session Minutes be approved as presented. Hawk Greenway seconded. Motion passed(3-0) STAFF UPDATES Elk Park Lindsey Utter reported Elk Park Phase II construction is in progress and going well. Irrigation is being installed, which includes re-configuring the main water line and taps for Redstone and Elk Parks, the restrooms, and installing a water hydrant for the ice rink area. Elk Park will be seeded this fall. Phase I depot construction will go out for bid again this winter. The Scenic By-Way grant funds continue to be available for Phase I construction. 9/04/2014 OSTB Regular Session Minutes Page 2 of 7 RGT-RF Gorge Phase I Construction W/J homeowners association has been very helpful allowing the trail detour and heavy traffic through their community. The rangers have been very helpful with the detour flow. Staff hopes to complete the trail improvements by the end of September. Sky Mountain Park Habitat Improvement Project The project areas will comprise about 105 acres and some areas will be visible from Brush Creek Road. There will be significant pre and post-project monitoring. Project press release has been issued, neighbors have been notified, staff is working with local papers for informational article coverage and contractor bids are being reviewed. Contractor will access via the Droste access and possibly Radar Road. Informational outreach signage will be placed on the trails. Our wildlife biologist will be present and the designated area will be flagged for the contractor. This type of habitat improvement has been very successful on Smuggler Mountain. Anticipated project start will be in October and at that time will include another cycle of public outreach. SMP Trails Graeme asked if it was possible to improve the Deadline Trail's connectivity to trails on the Owl Creek/Sinclair Road side. Unfortunately potential routes would cross private land and those owners have been approached and are uninterested. Raising Highline trail is not an option. Graeme questioned if some trail intersections could be improved with space to pull off the trail (i.e. Skyline & Cozyline and Deadline & Skyline). Staff took note. Hawk Greenway commented Deadline & Highline intersection is dangerous and needs safety improvement. Town of Snowmass Village will be installing trail ending warning signage on Deadline. Hawk also asked if Cozyline &Airline intersection signage could be lowered. Staff has recently updated signage standards and the new signage will be lower than the current temporary signage. Hunting This was SMP's first hunting year and the lottery proved to be very popular. A 4th season public tag (rifle season) was required and five hunters were selected. John Armstrong will meet with them to go over the requirements prior to the hunt. Three hunters are local and 2 are from out of the area. The trails will be closed with only Viewline and Deadline trails open for this non-motorized six day long hunt season (November 12th— 16th) Smuggler Forestry Project Gary utilized area maps to describe the project areas and logistics. Small skid type vehicles will be used to move logs to the landing area. Staff with the contractor will work with the Forest Service to designate project skid trails which will be rendered unusable after the project. The landing area will be used to store the logs and staging to load the logging trucks. The undesignated closed(bandit) Balcony Trail will be impacted during the project and will be signed alerting any users that project work will be crossing the trail. Aspen Center for Environmental Studies (ACES) is the project's main funder and the contracted work will be administered by OST and City of Aspen. Outreach materials are being produced by ACES and OST. To accomplish the project, OST has implemented a unique way to work with the Forest Service's limited funding capabilities by purchasing a timber contract from the Forest Service. The timber is actually being purchased from the Forest Service for less than seven hundred 9/04/2014 OSTB Regular Session Minutes Page 3 of 7 dollars for all the removed timber. The project goals are to start showing what the effects are on the forest's regeneration when the lodge pole is cleared mechanically. In the natural world forest areas would be wiped out from insect infestation or fire. Colorado State University will be conducting pre &post monitoring. Future restorative forestry work in 2016 may involve small scale burn areas in Hunter Creek area. The Board asked if ACES' accumulated costs are available to OST. Gary responded all entities within their capacity are working together. County is buying the timber from the Forest Service because the process to sell to a non-profit is lengthy and cumbersome. All the costs including NEPA costs are available and staff will gather and provide. Hummingbird Traverse &Ditchline Trails Both trail projects have been combined into one contract and is currently out for bid. Weather permitting both trails can be completed this fall. Hummingbird Traverse Trail is a completely new trail in the Hunter Creek valley. Sky Mountain Park's Brush Creek Connector Trail will offer trail surface connection to the Brush Creek Trail and be the first completed segment for the future Ditchline Trail. Glassier Ranch OS The trailer has been removed from the Red Ridge Ranch property. Emma Open Space Our agricultural leaseholder just completed their first potato harvest on the property. The beauty of the flowering plants and the meticulously maintained field was noted by the Board. Approximately 400,000 pounds of potatoes will be harvested from the ten acre field. The leaseholder anticipates an even larger harvest next year. Austin Weiss entered regular session at 10:28 a.m. 2015 Stewardship & Trails Action Plan and Capital Projects Review The discussed 2015 Stewardship & Trails Action Plan and Ten-Year Maintenance & Capital Replacement Plan are attached and made part of this record as "Exhibit B". Roaring Fork Gorge Management Plan implementations for 2015: Biological studies were conducted in 2014. River conservation plan will be developed covering trails, fishing, habitat improvements and any restoration. Additional user surveys will occur for Phase II (end of Phase I improvements to Stein Park). Sky Mountain Park: No major trail construction is planned. The non-permitted ponds constructed by the Drostes' will undergo a planning effort to determine what can be done to return water back to the river and return the pasture area back to native vegetation. The Board suggested involving Healthy Rivers and Streams Board as a partner. Staff is working with Aspen Global Change Institute for Soil Monitoring and Roaring Fork Conservancy on this project. Also in 2015 it will be time to revisit/re-do the vegetation transects that occurred after the property was purchased. Monitoring the success of this year's habitat improvement project will also happen. Sign installations will continue. 9/04/2014 OSTB Regular Session Minutes Page 4 of 7 Tim Mc Flynn brought up the possibility to explore a potential equestrian trail option from Cozy Point to Skyline Trail. Gary responded the SMP Management Plan intended the Cozyline Trail to be a multi-use trail including equestrians, but since the Cozyline opening staff have been concerned the combination of the trail's site lines with the amount of bike usage have made the trail conditions unfavorable for a quality equestrian experience. Gary is considering taking members of the horse community to scope out a potential route off the Cozy Pony Loop around the ridge connecting to what appears to be some old ranch horse trails and connect high-up on the Cozyline Trail (where the site lines are longer) for access to Skyline and avoid the Silverleaf Milkvetch area. The management plan would need to be amended if a viable route is found. The County Engineer is conducting a traffic study for the Brush Creek Road island to locate a safer crossing for access to SMP trails. Aspen is taking the lead on design and creating a proposal for the BOCC consideration. Location and extent permits are already in place. Glassier Ranch OS Management Plan: Staff anticipates starting implementing the plan's action items in 2015. North Star Management Plan: Healthy Rivers & Streams Board has completed some preliminary studies which will be combined with more in depth studies contracted by OST. The renewed expanded management plan will meld the ecology and recreation use components. The consultants will be presenting their findings at the October 23rd joint meeting. General outreach has involved discussions with Roaring Fork Conservancy,Aspen staff and a user survey was conducted this summer. Upper Roaring Fork Trails Plan, Rio Grande Trail Management Plan and Crown trails plan with access signage will all continue into 2015. Staff anticipates action item implementation will start next year for these plans. East of Aspen Trail: A.D.A compliant surface improvements are planned for next year. Emma Townsite: Planning effort will begin next year. A steering committee will be formed. Hunter Creek/Smuggler: Large habitat improvement projects and fuel reduction projects in both locations are planned for 2015. Trail Projects: Lollipop: This trail will be connected to the 10th Mountain Association Bridge. Some re- route work will occur on other trails in the area that are eroding. Castle Creek Trail: Staff will work with the Music School, Public Works and Aspen staff to update the 2007 plan by re-examining current options. Potential construction would take place at the earliest in 2016. Austin Weiss added that one question would be whether to go with a hard surface trail instead of a crusher-fine surface. Hawk asked whether traffic calming pumps (similar to Cemetery Lane) could be incorporated in the design to slow the traffic. Gary added the old plan's traffic survey will need to be updated. Graeme added that road bike users should be considered in the new plan. 9/04/2014 OSTB Regular Session Minutes Page 5 of 7 Trail Resurfacing: Basalt/Old Snowmass Trail, RGT Basalt/Old Snowmass to Pitkin Iron, and a piece of the Brush Creek Trail are planned for 2015. Nordic Ski Operations: Snow Cat purchase is planned. Filoha Meadows: In the County's budget process OST is asking to fund a prescribed burn on Filoha Meadows. The Forest Service will supply the manpower and administer the burn. OST has been asking for the FS to perform this burn over the past seven years and funding continues to be an issue for the FS. Hawk suggested pursuing grants from other entities like the Rocky Mountain Elk Foundation, Big Horn Sheep Foundation and Colorado Parks and Wildlife. He added his concern that by funding federal projects on federal lands OST is enabling Congress not to fund the FS. Gary added CPW has already contributed funding to Filoha habitat improvement. Beyond 2015 the Crystal Valley Property& Trail Management Plan will the start of the trail extension planning and will incorporate properties along the corridor that currently do not have a management plans. Redstone Park Management Plan will incorporate Redstone parks and open space properties including properties that have been purchase since the original management plan. BOARD COMMENTS Graeme commented that he and Howie Mallory are interested in pursuing a discussion with the BOCC for a 'bike friendly County' designation. Graeme requested the discussion be added as an agenda item for the October 7th joint BOCC meeting. Hawk received a call from Buzz Cooper expressing concern about how&where to place a memorial plaque in memory of his son on the Stirling Cooper OS property. Dale added Mr. Cooper's letter to the editor on the topic was recently published in the local papers. Mr. Cooper has been pressuring staff to find and or enhance a access portal to the property. Hawk added Mr. Cooper has also encountered new trail resistance from the FS. Tim McFlynn thanked staff for a busy year of accomplishments. And commented on the Moore River Parcel press release which included the Moore Family's early history as one of the first families to preserve open space by working with OST.
