John added the Council would consider a separate trail system for 'fat tire bikes', but such a system does not currently fit within the Nordic Plan's goals at this time. Burlingame Park 1 open lawn area development The `Conceptual Plans for Burlingame Parks 1 & 2' were utilized in the discussion and are made part of this record as `Exhibit A'. Roughly 0.34 acres of the proposed Park 1 resides within the Pitkin County OST property known as Red Butte Ranch Open Space and is encumbered by a conservation easement held by Aspen Valley Land Trust(AVLT). Discussion was a follow-up from OSTB's 1/8/15 meeting. Austin Weiss reviewed the trail connectivity that the Burlingame location offers. The Park 1 area will be unique area in the community providing a flat area for passive activities and offering a overlook area. Interpretive signage will be installed away from the overlook. AVLT has provided formal approval for both Park 1 and for the trail. Alternative water conserving turf blends have been identified to minimize the amount of irrigation required. Tom Rubel described their department's water ethic which uses a computerized irrigation system equipped with weather station and 3 inch height mowing to decrease water needs. The irrigation pond will be a lined and sealed storm water storage pond pump aerated and will contain water year-round. The City has not determined if there will be grey-water content. The pond will irrigate Park 1 and all 1/22/2015 OSTB and COA OSTB Joint Regular Meeting Minutes Page 1 of 5 of Burlingame Phase 2 landscaping. Historic water right amounts will released to flow down to the river. Graeme Means suggested the Burlingame Loop Trail intersection at the Park become a `Y' intersection. Board members and City staff agreed that this was a beneficial suggestion. Hawk Greenway expressed concern about the developments visual impact from across the gorge on the Rio Grande Trail. Howie Mallory noted Ridgeline RO1 and RO2 buildings when built may also have visual impacts from the Rio Grande Trail. Jeff Woods replied if visual impacts become an issue then the ridgeline can be mitigated with additional landscaping. Pitkin OSTB Action Burlingame Park 1 Tim McFlynn moved for Pitkin County OSTB to authorize the use of Burlingame Park lon Red Butte Ranch Open Space utilizing water conserving turf blend and installation of appropriate educational and interpretive signage. Tai Jacober seconded. Howie Mallory abstained. Hawk Greenway voted 'No' because he does not approve converting open space lands to parks without a Board site visit. Motion passed(3-1) City of Aspen OSTB Action Burlingame Park 1 Gyles Thomely moved for the City of Aspen OSTB to approve the construction of the Burlingame Park 1, that appropriate 'no dog allowed' signage will be installed and to incorporate a `Y' intersection where the Burlingame Loop Trail intersects the Park 1 area. Motion passed(5-0) Cozy Point Ranch Planning Process Austin Weiss and Jeff Woods used a power point presentation to steer the discussion. The presentation slide 'Cozy Point, Aspen Mass and Mills Property Conceptual Land Use Aerial View' is included in this record as Exhibit B. Presentation began with a Cozy Point Ranch (CPR)vicinity view illustrating CPR's location in relation to neighboring open space properties Cozy Point South, Mills, Aspen Mass, and Sky Mountain Park and the existing trail systems linking these public properties together. These relationships become an important dynamic that COA OS wants to address in their planning process. Austin Weiss then projected a google map view of the Roaring Fork Gorge area from CPR to Stein Park and from this viewpoint pointed out the existing trails and upcoming trail projects and how they can interconnect. Austin noted missing links within the trail system: 1) along Hwy 82 connecting the intercept lot to the Airport Business Center(AABC) noting the intercept potential as alternate commuter route into Aspen; 2)potential to connect Mills, CDOT parcel, Aspen Mass to the Sky Mountain Park portals on Cozy Point South. Jeff Woods spoke about potential planning opportunities that are being considered for CPR. Jeff spoke of the plan's overall goal is to bring back the bucolic beauty of agriculture blending in with the native landscape. By doing so would create a beautiful landscaped entrance into the Aspen and Town of Snowmass communities. 1/22/2015 OSTB and COA OSTB Joint Regular Meeting Minutes Page 2 of 5 Key planning zones were identified using Exhibit B as a visual: 0 Existing facility structures are seen as CPR's core features. 0 Northern open space area has numerous opportunities for enhanced equestrian opportunities such as equestrian cross country course with fixed jumps, extending trails around the property and connecting to Sky Mountain Park through the southern portion of the property. City staff has examined a Brush Creek Road crossing an at this point feel a separated crossing would be the safer than an at-grade road crossing. 0 The planning process offers opportunities for Brush Creek restoration and wetlands enhancement. 0 CPR offers opportunities to be the centerpiece for community activities to Sky Mountain Park's trail system and potential commuter bike trail opportunities connecting all these trail systems to the AABC and Aspen. 0 Exploring ideas for sustainable agriculture: community garden, high country agricultural think tank, additional greenhouses. 0 Potential bike single track skirting the property length to the north making connections to the property's northern boundary has been identified in some of the developing trail planning efforts. 0 CPR's agricultural heritage can be preserved into the future by increasing agricultural opportunities. 0 Potential planning opportunities for Aspen Mass with a hay meadow and single track around the area. CDOT retention pond opportunity to enhance with restoration work. Possible bicycle skills area. Potential for creating a trailhead parking area for trail users connecting to Aspen Mass Trail along the backside of the intercept lot plus providing trail access to Sky Mountain Park and Cozy Point Ranch. This trailhead parking area also identifies a potential trail leading to the AABC. 0 Enhance the CPR property beauty along Highway 82 with cottonwood screening. Austin Weiss concluded the presentation and offered that the CPR planning process is well timed to mesh with Pitkin County's planning efforts on the Roaring Fork Gorge Management Plan and Rio Grande Trail Management Plan. Jeff Woods added their staff perceives the planning process will be a two-year process. Jeff continued that the planning process will be a team effort drawing resources from a combination of COA staff, agricultural experts, equestrian facilities experts, neighbors, and ACES. Starting with looking at the existing infrastructures and what is needed to keep it running while looking for areas to improve the infrastructure. City staff welcomed board idea participation. Pitkin Board Comments: 1/22/2015 OSTB and COA OSTB Joint Regular Meeting Minutes Page 3 of 5 Tim McFlynn asked for clarification on how the public can 'stay in the loop' as the CPR planning process moves forward. The City's planning process is evolving,but staff expressed it is critical to the planning process for all stakeholders be represented as the plan develops. COA staff foresees meeting individually with all the different stakeholders, grouped stakeholder meetings and larger public meetings initially over the next six months. Additionally City staff will need to work with Pitkin County Community Development. As an original participant involved in the acquisition of Cozy Point Ranch, Tim McFlynn commented the original acquisition vision purpose was to keep the landscape's western agricultural heritage as a gateway to Aspen and Town of Snowmass Village. Tai Jacober expressed appreciation for COA's presentation and for proceeding with a management plan for Cozy Point Ranch. Tai commented CPR is the best resource at the entrance to Aspen. He also urged boards and staff to remember CPR is in Pitkin County outside of Aspen and access to this resource will be primarily by car and to plan accordingly. Tai continued that Pitkin County staff does a great job reaching out to the public making it clear to the public how they can participate and he encouraged the COA staff to focus on ways to provide clear direction for the public on how they can participate in the planning process. Public Comment: Dave Nixa(Pitkin County Healthy Rivers and Streams Board) Mr. Nixa encouraged COA to include Town of Snowmass Village Water& Sand District in the planning discussions. HRSB has identified Brush Creek as highly contaminated above TOSV and as the creek traverses the valley it is impacted by the water treatment plant, golf course operations and various agricultural operation which all add nutrients to the water. The planning effort is a great opportunity to collaborate and strive for improved water quality before entering the Roaring Fork River which will benefit the community and Pitkin County. Jerry Scheinbaum(Brush Creek Metro District, President) Mr. Scheinbaum expressed BCMD's concern that increased CPR activities will increase traffic and parking demands especially when events occur. He suggested a traffic light at Juniper Hill Road and Hwy 82. Jeff added that the COA is planning on doing a traffic analysis for the plan. COA is also examining ways not the cross Hwy 82 from the intercept lot to Cozy Point South. Carol Dopkin(Roaring Fork Valley Horse Council, President) Ms. Dopkin thanked COA staff for including the RFVHC in their initial discussions. Ms. Dopkin continued that the RFVHC is very excited about enhancing the existing equestrian trails and the prospect for a cross-country equestrian course. She added the RFVHC looks forward to continued inclusion in the CPR planning process. Ms. Dopkin closed with a personal comment that there is nothing more beautiful than a hay field and at harvest time the sight of the sun shining on the hay bales. Also commenting hay is essential to equestrian operations. Jeff added staff sees hay as a significant component to overall landscape and staff actually show an expansion of hay opportunities on adjacent lands and are discussing with adjacent property owners. Additionally there are other approaches for hay operations like hay and agricultural crop rotation. 1/22/2015 OSTB and COA OSTB Joint Regular Meeting Minutes Page 4 of 5 City Board Comments: Phillip Jeffreys addressed the public attending the meeting that the City of Aspen Open Space Board is very excited about the CPR planning process and encourage staff to take their time and to do the outreach needed. Howie Mallory commented the Cozy Point Ranch property becomes a hub into Aspen, TOSV and in the reverse to the lower valley. Monroe Summers started the planning vision for this management plan. Howie encourage those attending to continue to participate. Jeff Woods added that Aspen Valley Land Trust(AVLT)holds a conservation easement over the property and as partners they also are excited to participate in the planning process.
