HomeMy WebLinkAbout2015.11.19 OSTB Reg Min_S MINUTES OPEN SPACE AND TRAILS BOARD REGULAR SESSION November 19, 2015 Third Street Center—Board Room 520 South Third St., Carbondale OSTB Present: Graeme Means Howie Mallory Hawk Greenway Tim McFlynn, Tai Jacober, Dist. 1 Dist. 2 Dist. 3 Dist. 4 Dist. 5 Chair Absent Staff Present: Gary Tennenbaum, Paul Holsinger, Suzanne Wolff, Cindy Houben, John Ely, Matt Adeletti, Fran Soroka BOCC Present: Michael Owsley Howie Mallory called the meeting to order at 9:30 a.m. PUBLIC COMMENT No members of the public were in attendance. As part of public comment the board and staff discussed Kevin Wright's letter submitted November 15, 2015 addressed to the OSTB, County Commissioners and staff. Mr. Wright's letter expressed his concerns and observations about the impact of recreation on the valley's deer and elk populations. It was decided Gary Tennenbaum would bring to the next meeting a draft letter to Mr. Wright explaining OST's missions and inviting Mr. Wright to share his wildlife winter habitat knowledge and to participate with the board at a future meeting. There was some discussion about the need to bring back a naturalist staff position, but Gary reminded the board that naturalist services are contracted. The discussion then evolved into a broader topic about the management of Federal Lands, the growing management role that OST is taking on and the need to develop a comprehensive policy. There was discussion to create symposium about recreation and wildlife, and to readdress all Open Space & Trails missions. Cindy Houben entered at 9:45 a.m. Matt Adeletti entered at 10.•00 a.m. APPROVAL OF THE MINUTES Tim McFlynn moved to approve the OSTB regular session minutes of November 5, 2015 as amended and the executive session minutes of the same date as presented. Hawk Greenway seconded. Motion passed(4-0) John Ely entered at 10:12 a.m. STAFF AND BOARD COMMENTS Gary reported on several projects. North Star Preserve interpretive signage action item is moving forward. OST staff, Aspen Center of Environmental Studies (ACES) and City of Aspen will be reviewing the request for proposals and selecting a contractor. Aspen Valley Land Trust will be 11/19/2015 OSTB Regular Session Minutes Page 1 of 2 kept in the loop. The Hunter Creek—Smuggler stewardship agreement with the Forest Service is being developed. This agreement will include management at the Wildwood Lane put-in. When consummated OST will be able to sign and restore this area. Also being developed is an Intergovernmental Agreement(IGA)between the Pitkin County Sheriff Department and the Forest Service which will enable Pitkin County to enforce on Forest Service lands within the County. [This will be done by May 11 Tim McFlynn brought up the topic of OSTB meeting frequency, the need for an electronic meeting policy and for the board to strive for shorter efficient meetings. It was decided to discuss these topics when all board members and the director are in attendance. Tim also reported the 25th Anniversary Party was a wonderful gathering with 230 attendees. Almost all the expenses have been paid. Tim is composing a `Thank You' ad for the local papers and an email blast"Thank You' with photos mentioning sponsored by `Friends of Open Space'. Howie and attendees all complimented Tim. Hawk Greenway invited the OSTB to consider requesting from the BOCC a letter to Colorado's Congressional delegation petitioning the representatives to adequately fund federal land agencies. It was discussed that the 2016 March joint meeting would be an appropriate time to discuss with the BOCC and bring a suggested draft letter.
