Basis for Proposal Proposal is based on the preliminary design drawings produced by Menendez Architects, with a Print Date of 12/23/20, for a new ±6,125 square foot pre- engineered metal building, with exception that Owner would like additional fenestration and parking is to be resolved. The new building replaces the existing MRF building but retains and re-uses the existing building foundation. The existing building slab will be removed and replaced with a new slab or will be kept in place and a new slab poured over the existing. Mechanical systems requirements are modest and consist of electric infrared heaters (if permitted in HHW occupancy) and large fan. There are no Owner requirements for toilet rooms. The Building Department official has determined that the existing toilet room in the Scale House building may serve the new facility. The proposal assumes the Building Department will accept the Architect's following building code determinations: the HHW part of the Building will be classified as an H-3 Occupancy; the Drop & Swap portion of the building will be classified as an S-1 occupancy; both uses will be permitted within the same building with a fire rated wall separation between them; the HHW will not be required to be in a separate building; Building Type will be accepted as a Type II-B; an on-site wastewater treatment system, or storage tank system will not be required. Architect shall work from Owner supplied survey of existing building foundation as a background for building footprint and dimensions Menendez Architects, P.C. will provide architectural services as herein outlined: Basic Architectural Services — Stipulated Sum of $48,000 Services will include the following: • Programing: Completed • Code Analysis: Completed • Conduct site analysis: Completed • Preliminary Design: Completed Pitkin County Solid Waste Center HHW and Drop&Swap Building [1 ] MENENDEZ ARCHITECTS • Design Development: Refine the approved Schematic Design; develop clear, coordinated description of all aspects of the design. Deliverables will include, Site Plan, Floor Plan, Roof Plan, Exterior Elevations, Building Sections, Wall Sections, Design Details as necessary, outline Schedules (Window, Door, and Room Finish). Design Development level Foundation design and drawings • Construction Documents: Prepare drawings and specifications that set forth the detailed requirements for the construction of the project. Deliverables will include Title Sheet, Building Code Summary, Site Plan, Floor Area calculations, Floor Plans, Roof Plan, Exterior Elevations, Building Sections, Wall Sections, Details, Room Finish Schedule, Door Schedule, Window Schedule. Foundation design and drawings • Coordination: Coordination of Architect's work with that of the consulting engineers' work including civil, PEMB supplier, structural, and MEP • Entitlements: Interface with Pitkin County building and planning departments. Submit the project documents for plan review and address plan review comments related to architectural and structural disciplines. Architectural Construction Phase Services — Time & Materials Basis. For Budget purposes allow $7,000 Services will include the following: • Review PEMB shop/engineering drawings • Minimal participation in site visits and Owner-Architect-Contractor meetings. We anticipate same level of participation as with the O&M Building project. • Respond to contractor's Requests for Information. • Review and take action on submittals presented by contractor. • Assist with project close-out Civil Engineering Services — Stipulated Sum of $8,500 Civil engineering services will be required for Grading, Drainage, and Erosion Control Plan. Costs assume that fire suppression tanks can be located within the recently surveyed area and outside of a travelled way. The following civil engineering services are included in the Proposal: • Grading, drainage and erosion control plan • Design of storm water BMPs, retention/detention storage area(s), roof downspout collection, and surface drains • Summary drainage report • Design water storage tanks, hydrant and fire sprinkler connection piping (design and selection of pumps is not included. This shall be part of the design-build fire protection system) Structural Engineering Services— Stipulated Sum of $32,050 Structural engineering services will be required for modifications to the existing foundation and new retaining wall design. The PEMB engineering shall be provided by the PEMB manufacturer as part of the PEMB package. The following structural engineering services are included in the Proposal: Pitkin County Solid Waste Center HHW and Drop&Swap Building [2] MENENDEZ ARCHITECTS • Field visit to witness potholing of foundations. Structural engineer would like to view interior condition of foundation at Grid Line 1 or 4 at any of the piers. Cutting of the slab, digging and patch shall be provided by Contractor • Prepare a suggested layout for the pre-engineered metal building based on preliminary foundation retrofit design. On this layout, the engineer will indicate the preferred base plate configurations and lateral bracing methods and locations. In this manner, the PEMB can be priced and configured as best to prioritize the re-use and retrofit of the foundation. We are anticipating a slab overlay with tie beams (requiring cuts at frame lines) and additional pedestal work on the tall side at 1 line • Foundation design based on engineered reactions and base plate layouts prepared by the metal building manufacturer • Design of loading dock and retaining wall modifications • Construction Phase services including review of PEMB shop drawings; mix designs; rebar shop drawings; respond to RFIs; one site visit MEP Engineering Services — Stipulated Sum of $16,500 Mechanical, Electrical and Plumbing (MEP) engineering services will be required. The following MEP engineering services are included in the Proposal: • Design and construction drawings and specifications for mechanical, electrical and plumbing systems • Mechanical and energy compliance reports • Construction phase services consisting of review of submittals and responding to RFIs. No site visits are included Reimbursable Expenses: In addition to the Basic Service Fees, the Architect shall be reimbursed 1.1 times the actual cost for the following out-of-pocket expenses, necessarily incurred: • Transportation and living expenses in connection with out-of-town travel. • Delivery, messengers and courier services. • Expenses of printing and other forms of reproductions of drawings and documents. • Fees paid for all necessary approvals and permits from all governing authorities. • Services of consultants not specifically included in Proposal • Renderings and/or mock ups as may be requested by Owner Exclusions: The following services may be needed for the project and shall be provided by Owner or Shaw Construction, unless otherwise noted: • Survey (required, less than one year old, to Pitkin County standards). HCE will need to add the electrical, and any other, easement information to the survey. This will be helpful in locating fire protection water tanks • Geotechnical engineering services. We have a soils report from previous work performed on the building and vicinity so a full new report is not needed but we will want the same soils engineering firm that prepared the Pitkin County Solid Waste Center HHW and Drop&Swap Building [3] MENENDEZ ARCHITECTS report to observe the potholes, to be done inside the building, and update the recommendation. In addition, more information may be required for drainage design • Fire protection system (required). This shall be a delegated design service provided by the fire protection contractor • Land-Use work. County has determined none is required • Engineering of soil nailing, slope stabilization, temporary or permanent shoring, etc. design. • Engineering of deep foundation system • Potable water system service engineering • Geological study • Traffic study • Civil engineering construction review. If site meetings are required during construction, the time will be invoiced as an Additional Service at $170 per hour • Civil as-built drawings • Engineering of Pre-Engineered Metal Building (PEMB).
