The Financial Consulting Services Master Services Agreement (the "Agreement") dated October 1, 2018
between the Board of County Commissioners of Pitkin County(the"County")and Ricondo&Associates,
Inc., 20 N. Clark Street Suite 1500, Chicago, IL 60602 (the "Contractor"), shall include the following
services:
1. Contractor's Obligations. Contractor will prepare a supplemental FBO Analysis for purposes of
evaluating additional options for delivery of FBO services at the Aspen-Pitkin County Airport (the
"Airport")including:
a) Option#1—FBO Constructs and Manages Eastside FBO,County Constructs and Manages
West Side FBO
i) East Side
(1) Minimum 10,000 sf Terminal Building
(2) Minimum 7,000 sf Maintenance Hangar
(3) Minimum 22,000 Aircraft Hangar
(4) New Fuel Farm (Minimum of 300,000 gallons jet fuel and minimum 40,000 gallons of
AVgas)
ii) West Side
(1) Minimum 5,000 sf Terminal for locals and Chartered flights
(2) County subcontracts for fueling services
(3) Minimum of 50 patio shelter units

Contractor will develop 10-year financial pro-forma analyses for Options#1-4 described above using the
Financial Pro-Forma for the traditional FBO (high, medium, and low scenarios) developed through the
April 2021 ASE FBO Analysis. The County will provide the following information / data to assist
Contractor with developing 10-year financial pro-forma analyses for Options#1-4:
a) East Side improvements—confirmation that the building sizes referenced in this section 1 for the
terminal building, maintenance hangar, and aircraft hangar are the same as the Kimley-Horn
August 2020 estimate prepared for the County. If building or facility size has changed since
August 2020,the County will provide Contractor with updated cost estimates.

b) New Fuel Farm—a cost estimate for construction of the 300,000-gallon Jet-A and 40,000-gallon
Avgas fuel farm facility. This storage capacity is greater than the Kimley-Horn August 2020
estimate.
c) West side improvements-- cost estimates for construction of:
i. 5,000 sf Terminal
ii. 50 patio shelter units
iii. apron tie downs—if ASE needs a diagram produced depicting the layout of these, Ricondo
will need to dedicate its CAD staff to plot as well as new facilities noted above for the west
side improvements.
d) Staffing assumptions —number of personnel, annual salary, and annual miscellaneous expenses
for Options#1 and#2.
Contractor will provide the following deliverables to County:
a. Financial Pro-Forma Analysis. Contractor shall prepare a 10-year financial pro-forma
analysis for Options #1-4 as described in this Task Order in Microsoft Excel and pdf
format.
b. Microsoft PowerPoint Presentation. Contractor to prepare summary Microsoft
PowerPoint Slides (maximum of 8) describing each option and aggregate projected
financial returns to County for Options 1-4.
Contractor will conduct 2 virtual meetings with Client to present its findings. No travel or other out-of-
pocket expenses are anticipated to be incurred by Contractor through this Task Order.
2. Compensation and Expenses,Invoicing,Payment and Offset.The County shall compensate Contractor
for its services in accordance with the Project Budget and Schedule set out in Paragraph 1 of this Task
Order. It is expressly understood and agreed that in no event will the total compensation and
reimbursement to be paid hereunder exceed the sum of Twenty-Nine Thousand and no cents
($29,000.00) for all services rendered. By Task Order or Task Order Amendment, the County and
Contractor may reallocate the budget among project tasks if the total budget amount remains
unchanged. Contractor shall invoice for the project monthly based on hours worked, with payment
expected within thirty (30) days of invoice, but any payment by the County may be offset by any
amount the Contractor owes the County for any reason.
Any invoices not sent in the following manner may have payment delayed. All invoices for this Task
Order shall reference Task Order and Contract Number. Invoices shall be sent electronically in PDF
format to dan.bartholomew@aspenairport.com
3. Pitkin County's Obligations. Pitkin County shall administer this Task Order through a County
Representative. Dan Bartholomew, Director of Aviation, will manage the project as the County's
Representative. The services provided and products delivered by the Contractor under this contract
will be subject to review by the County's Representatives, or a designee, for compliance with
Contractor's obligations prior to final payment.
4. Formation of Task Order. This Task Order is issued in accordance with the provisions of the
Agreement. Contractor agrees to provide services subject to the terms of this Task Order and for the
avoidance of doubt this Task Order consists of the terms set out in the Agreement. In all other respects
the Agreement is in full force and effect and remains unchanged by this Task Order.
