AIPORT Date: August 13, 2021 The Pitkin County Board of Commissioners 123 Emma Rd., Suite#106 Basalt, CO 81621 Reference: RFP 209-2018 Airport Pavement Deice and Anti-Ice Materials With the contract made and entered into by Nachurs Alpine Solutions (NASi) and Pitkin County in conformance to the above referenced RFP Number, NASi wishes to renew the Airport Pavement Deice and Anti-Ice Materials Service Contract with Pitkin County. Per the terms of the contract, it states that, "At the expiration of the initial term, the contract may be extended for five (5) additional 1-year terms by the express written consent of both parties." This past year, NASi offered Pitkin County a price lock for option year two for Alpine RF-11 at $4.392/gallon, essentially a $0.08/gallon price decrease and for NASi SF at$0.787, essentially a $0.025/Ib. price decrease for assistance during the COVID-19 pandemic due to its impact to your operations. Over the last several months, raw material suppliers of acetic acid and KOH have issued notices of force majeure due to mechanical failures and most recently a chemical plant leak that was devastating with lives lost. These factors have caused historic increases in manufacturing costs, in both acetic acid costs, as well as potassium hydroxide, with the force majeure situation in acetic acid production still not fully resolved. We also continue to see annual 4-6% rail cost increases to deliver raw materials to our plants. Taken together, the raw materials have increased at—20%, and the KOH producers have already indicated that we will see another significant increase on Oct. 1 on top of the last two we have seen, the most recent one being effective June 30, 2021. Freight costs have increased at—25%, and fuel surcharges are much higher, reflecting the cost of refined fuels. The increase over last season's price for Alpine RF-11 deicing product increase is close to $0.40- $0.45/gallon as our costs have risen at historic levels. We have also been advised by KOH suppliers to expect another significant increase in October that will currently equate to an additional increase of $0.26/gallon. This to cover a small portion of this raw material increase, while limiting the increase that Pitkin County will cover. These rates will become effective October 15, 2021 and will remain the same for the extension ending October 14, 2022.
