HomeMy WebLinkAboutbocc.res.001.2022 INFORMAL RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS ("BOCC") OF PITKIN COUNTY, COLORADO,AUTHORIZING SUBMITTAL OF A GRANT APPLICATION TO THE STATE OF COLORADO DEPARTMENT OF LOCAL AFFAIRS RENEWABLE AND CLEAN ENERGY INITIATIVE FOR PHASE 1(A) OF THE AABC INTEGRATED CLEAN ENERGY MICROGRID PROJECT RESOLUTION NO. 001-2022 RECITALS WHEREAS, Pursuant to Section 2.8.4 (Actions) of the Pitkin County Home Rule Charter ("HRC"), all matters not required to be acted upon by ordinance or formal resolution may be acted upon by informal resolution, and; WHEREAS, Pitkin County is requesting funds from the Department of Local Affairs Renewable and Clean Energy Initiative grant program for Phase 1(A) of the AABC Integrated Clean Energy Microgrid Project in partnership with Holy Cross Energy and Roaring Fork Transportation Authority (RFTA), and; WHEREAS, Pitkin County was awarded funding from the Department of Local Affairs Renewable Clean Energy Challenge Program in 2019 for a Feasibility Analysis of an Integrated Clean Energy System throughout the Aspen Airport Business Center Energy Corridor with the purpose of implementing new and emerging technologies to build a resilient and net-zero energy system across four critical public infrastructure systems in the AABC including the Aspen Pitkin County Airport, Pitkin County Public Works, the RFTA Aspen Maintenance Facility and Holy Cross substation, and; WHEREAS, the state legislature passed HB21-1253 Renewable and Clean Energy Initiative that provided $5,000,000 in funding to local government projects to support the development and construction of renewable and clean energy infrastructure, and; WHEREAS, Pitkin County is seeking to fund Phase 1(a) of the AABC Integrated Clean Energy Microgrid Project which will include design and engineering for the entire 6 megwatt(MW) microgrid system, 2 MW of battery storage and integration of the 5 MW Holy Cross solar array which will provide essential energy resiliency in the event of any natural or human-caused outage, and; WHEREAS, Pitkin County will apply for$2,500,000 from the Renewable and Clean Energy Initiative to fund Phase 1(a) and provide a 25% cash match of$855,000, in partnership with the Aspen Pitkin County Airport, Holy Cross Energy and RFTA, and; NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Pitkin County, Colorado that it hereby adopts an Informal Resolution of the Board of County Commissioners ("BOCC") Authorizing Submittal of a Grant Application to the Depaitnient of Local Affairs Renewable and Clean Energy Initiative for Phase 1(a) of the AABC Integrated Clean Energy Microgrid Project and authorizes the Chair to sign the Resolution and upon the satisfaction of the County Attorney as to form, execute any other associated documents necessary to complete this matter.
