Contractor's Obligations. Contractor shall provide the work as described below: A. Project Description This project consists of planning and landscape architecture design work and existing conditions surveying of Redstone Park. The Survey will cover the three parcels that comprise Redstone Park including utility locates, as well as river cross section data collection and floodplain topographic data collection. The final survey deliverable will be a map and cad file that can be used for future design of park improvements and hydraulic modeling of channel and bank improvements for a floodplain development permit. The park design deliverables are outlined below in the work plan to include final design for the entirety of the park with bid level construction documents for the portions of the park above the levee. B. Work Plan Task 1 —Existing Conditions Map Show 1' topography, all existing improvements, trees, current edge of water, floodplain per FEMA mapping on and adjacent to the properties. River and floodplain survey as needed to develop future hydraulic modeling for changes to the river bank/levee along Redstone Park. SGM surveyors will survey the utility line locates for the existing conditions map. • Total Fee for Task- $10,500. Task 2 —Park Improvements Design (DHM) DHM will take ideas developed as part of the Redstone Parks and Open Space Management Plan, as well as any new ideas that fit into the context of Historic Redstone brought forward by DHM or the steering committee, to; 1. Create a final design direction for the entirety of the park including on-river improvements on and below the levee 2. Develop bid ready construction documents for the portions of the park above the levee DHM will work collaboratively with the steering committee (estimated 10-15 members), stakeholder groups, and OST Staff. This phase of the Redstone Park Design will include programming/conceptual design for all of Redstone Park, and final design with bid ready construction documents for the `above levee' portions of the park. Phase I includes park area from the crest of the levee east to the edge of Redstone Boulevard, and for convenience will be referred to as the `upland area.' A Phase II bid ready construction set will be developed for the on and below levee portions of the park when budget becomes available, but this detailing and documentation is excluded from this task order. The plan will build on the concepts generated in the 2010 Redstone Parks and Open Space Management plan, which focused on refining the pavilion and woodland grove concepts (on the Meredith parcel) and create an access plan. Detailed tasks and work items are identified on the attached spreadsheet. • Total Fee for Task- $34,000 Task 3 —Structural and Civil Engineering (SGM) Foundation design and details for park structures. Allowance for incidental civil and utility design. Allowance for ongoing project management of task order(coordination, invoices, etc.). • Total Fee for Task- $6,500 Task 4—Irrigation Design (Hydrosystems-KDI) Schematic and Final irrigation design and plans. • Total Fee for Task- $3,000 C. OST Will Provide the Following Items: • Memorial inventory, image collection, condition reporting. • Summer 2020 brainstorming/visioning survey responses. • Assistance with organizing the steering committee and meetings with other community groups as needed, meeting facilitation and documentation. o OST will manage venue logistics, steering committee communication,refreshments, etc. o Design team(DHM)will provide graphic materials (maps, images, design plans) for the meetings. o OST and DHM will collaborate on meeting agenda o Design team(DHM)to attend 4 steering committee meetings. o Design team(DHM)to participate in two community group meetings (e.g. RCA, OSTB). o OST will compile and distribute notes/meeting outcomes as necessary. 2 Master Service Agreement#: 002.20 Rev:2018-10-10 btf • Assistance with collecting public input on the draft plan, including distribution of materials to the public, receiving public feedback, compiling and summarizing feedback. • Organize Application Package for Location and Extent Review prior to construction. • Geotechnical soils evaluation(if needed for structures). D. Assumptions: • Planned upland park improvements (included in this scope)will not negatively affect the floodway capacity and will not necessitate additional permitting or modeling • Phase I technical documentation permitting will be possible with a Letter of No Rise related to work on the flood plain • Full grading of project site will not be necessary—assumes grading limited to specific areas around the top of levee,pavilion/park entry/playground, and Meredith parcel • Irrigation system includes laterals/zones/head layout only (re-use controller, POC equipment) • Irrigation specifications will be per OST standards/preferences, and identified by reference on the irrigation drawings • Irrigation designer will not need to visit the site • New or permanent light fixtures will be limited to existing electrical service capacity • Water/sewer services will not be replaced or extended • Playground equipment will be re-used(if moved/altered) (e.g. scope does not include custom design of playground features). • Estimate of cost will be developed by plan takeoffs and OST/SGM/DHM team's unit cost database and provided at Draft Plan; updated at Final Bid Plans E. Exclusions and Limitations • Subsurface Utility Engineering (SUE) investigation • Mechanical, Electrical or Plumbing engineering • Stamped civil site drawings (electrical routing to be shown on site plan and permitted by sub- contractor) • Construction documentation detailing on-levee, river-bank, and river-channel improvements • Digital modeling (Civil3D or sketchup) • Geotechnical investigation and engineering • ROW or access engineering/permitting • Detailed cut/fill calculations (estimate volumes will be provided by average area method) • Custom shelter/pavilion design(scope presumes prefabricated pavilion) • River modeling/permitting • Wetlands investigation/mapping/permitting • Specifications manual (specification notes to be provided on drawings) • Construction administration/observation 2. Compensation and Expenses, Invoicing, Payment and Offset. The County shall compensate Contractor for its services in accordance with the Project Budget and Schedule set out in Paragraph 1 of this Task Order. It is expressly understood and agreed that in no event will the total compensation 3 Master Service Agreement#: 002.20 Rev:2018-10-10 btf and reimbursement to be paid hereunder exceed the sum of fifty four thousand dollars and zero cents ($54,000.00) for all services rendered. By Task Order or Task Order Amendment, the County and Contractor may reallocate the budget among project tasks if the total budget amount remains unchanged. Contractor shall invoice for the project monthly based on hours worked, with payment expected within thirty (30) days of invoice, but any payment by the County may be offset by any amount the Contractor owes the County for any reason. Any invoices not sent in the following manner may have payment delayed. All invoices for this Task Order shall reference Task Order 002.20 C-6 and Redstone Park Survey and Design. Invoices shall be sent electronically in PDF format to kim.arensdorf@pitkincounty.com. 3. Pitkin County's Obligations. Pitkin County shall administer this contract through a County Representative. Jessie Young, Senior Planner will manage the project as the County's Representative. The services provided and products delivered by the Contractor under this contract will be subject to review by the County's Representatives, or a designee, for compliance with Contractor's obligations prior to final payment. 4. Formation of Task Order. This Task Order is issued in accordance with the provisions of the Agreement. Contractor agrees to provide services subject to the terms of this Task Order and for the avoidance of doubt this Task Order consists of the terms set out in the Agreement. In all other respects the Agreement is in full force and effect and remains unchanged by this Task Order.
