PROJECT NAME:NORTH STAR GREAT BLUE HERON COLONY ASSESSMENT

The Master Service Agreement For Provision of On-Call Ecological Services (the "Agreement") dated
January 1, 2019 between the Board of County Commissioners of Pitkin County (the "County") and Peak
Ecological Services, LLC PO Box 827, 301 Boulder Canyon Drive Nederland, CO 80466 (the
"Contractor"), shall include the following services.
1. Contractor's Obligations. Contractor shall complete the following.
1.1 Monitoring
The major parameters of interest for long term monitoring of great blue herons are colony size (i.e., the
number of active nests), nesting success (i.e., the proportion of nests successful in fledging young, or
conversely the level of abandonment) and nesting productivity (i.e., the number of young fledged per
successful and per active nests). The Contractor proposes a dual effort to: (1) more accurately monitor
the success of the heronry and, (2) investigate the proximate cause of the apparent heronry decline. The
monitoring protocol to be used to evaluate heronry success is based on the one established by Vennesland
and Norman(2006). Under this protocol,the heronry would be visited by a CWS biologist at least every
other week during the breeding season beginning with arrival at the heronry in late March or early April.
Data collected will include location, species, and number of nest trees; total number of nests; number of
active nests; activity at nest; failed nests; number of young; age of young; number of young fledged;
number of successful nests;and evidence of predation.An important part of the protocol is an assessment
of the heronry in terms of nest stand health,potential replacement stands,existing and potential threats to
the persistence of the heronry, and recommendations to improve conditions for herons in the North Star

area. In order to investigate factors contributing to the heronry decline, CWS will observe interactions
between river-based recreationists and nesting and foraging herons. Data collected will include type of
recreation(e.g.,paddle board,kayak,tube,etc.),number in the party,and noise level(e.g.,playing music,
talking quietly or loud, etc.). CWS biologists will also observe the heronry for signs of avian and
mammalian predation.
If it is determined that herons are not nesting at NSNP in 2019, a pedestrian survey of the river reach
south of the property will be conducted to determine whether the heronry has moved and remains active.
This survey will be conducted from NSNP to Difficult Campground(-2.6 mi).
1.2 Reporting
Deliverables will include a Heronry Monitoring Report which will describe the field work methodology
and provide results and conclusions. The Contractor will also include GIS maps depicting survey
locations; maps of observations including nest trees,active foraging areas,predation events, and signs of
production(e.g.,egg shells,guano,etc.); GPS data; and photographs.A detailed list of recommendations
to improve conditions at NSNP for heron nesting and foraging will be included in the report. The
Contractor will also provide OST all GIS shapefiles, GPS data, and raw data collected during 2019
surveys in order to facilitate future studies.

2. Compensation and Expenses, Invoicing, Payment and Offset. The County shall compensate
Contractor for its services in accordance with the Project Budget and Schedule set out in Paragraph 1
of this Task Order. It is expressly understood and agreed that in no event will the total compensation
and reimbursement to be paid hereunder exceed the sum of seventeen thousand four hundred and
eighty dollars and eight cents ($17,480.08) for all services rendered. By Task Order or Task Order
Amendment, the County and Contractor may reallocate the budget among project tasks if the total
budget amount remains unchanged. Contractor shall invoice for the project monthly based on hours
worked, with payment expected within thirty (30) days of invoice, but any payment by the County
may be offset by any amount the Contractor owes the County for any reason.
Any invoices not sent in the following manner may have payment delayed. All invoices for this Task
Order shall reference Task Order 008.2019 A-15 and North Star Great Blue Heron Colony Assessment.
Invoices shall be sent electronically in PDF format to lindsey.utter@pitkincounty.com and
gary.tennenbaum@pitkincounty.com with a copy to kim.arensdorf@pitkincounty.com..
3. Pitkin County's Obligations. Pitkin County shall administer this contract through a County
Representative. Gary Tennenbaum & Lindsey Utter, Planning & Outreach Manager will manage the
project as the County's Representative. The services provided and products delivered by the
Contractor under this contract will be subject to review by the County's Representatives,or a designee,
for compliance with Contractor's obligations prior to final payment.
4. Formation of Task Order. This Task Order is issued in accordance with the provisions of the
Agreement. Contractor agrees to provide services subject to the terms of this Task Order and for the
avoidance of doubt this Task Order consists of the terms set out in the Agreement. In all other respects
the Agreement is in full force and effect and remains unchanged by this Task Order.
