Contractor's Obligations. Contractor shall complete the following. 1.1 Vegetation Surveys Prior to field reconnaissance, the Contractor will review any quantitative vegetation data and vascular plant checklist provided in 2000 Management Plan, enter the data into a master database, and prepare necessary field data forms and maps. The Contractor will review additional reports and data to be provided by Open Space and Trails (OST) concerning any vegetation management or studies that have occurred at Moore since the last management plan. The Contractor will coordinate with other interested organizations about past studies and management actions that may have taken place. The vegetation field work would comprise four components: 1) quantitative monitoring of the permanent vegetation cover/richness transects set up by Tasker in 1999; 2) assessment of overall plant community health,particularly for the mountain big sagebrush shrublands; 3) updated floristic inventory and a vegetation type map and 3) an invasive weed assessment. The results of these vegetation surveys will help evaluate the overall ecological health of Moore and will be directly applicable to current and future management actions. 1 Master Service Agreement#: 008.2019 Rev:2018-10-10 btf • Vegetation Transects. Vegetation cover will be quantified using a line point-intercept method (Mueller-Dombois 1974) along the four(4) permanent vegetation transects originally established in 1999.In addition,data on species richness will be collected by identifying and listing all vascular plant species present in a two-meter-wide by 50-meter-long quadrat centered along the cover transect. This is the standard method for baseline vegetation monitoring currently being used in the county. While Moore Open Space is relatively small in size, it does support high quality sagebrush shrublands,which have not been quantitatively analyzed in many years. In addition,the data obtained from the standard sampling methodology will become part of a larger vegetation data set which can used to gauge the health of sagebrush shrublands over the whole of OST managed lands. • Vegetation Health Assessment. A qualitative assessment of the health of the different vegetation communities will be made including addressing: o Species diversity- Is the diversity of plant species suitable for the community? o Structure - Is the age class distribution of dominant life forms appropriate for the community or is further management action needed to improve overall vegetative health? o Non-Native Species/Noxious Weeds - Do non-natives including noxious weeds threaten the persistence of the native plant community? o Plant Vigor - Are the dominant plants free of disease or insect outbreaks that threatened the long-term persistence of the plant community? • Floristic Inventory and Vegetation Map.The Contractor will visit the property several times during the growing season and inventory the vascular plant species present. The Contractor will integrate our findings into previous checklist and provide a Final Updated Floristic Inventory for the property. The Contractor will also create a vegetation type map for the property. The vegetation mapping will be in accordance with the US National Vegetation Classification Standards(USNVC 2017). • Invasive Weed Assessment. Concomitant with the other field work, we will map and describe populations of invasive weeds. The Contractor will attempt to answer questions such as: a) are weeds more or less abundant than 20 years ago;b)is the OST weed management program effective in controlling populations of weeds; and c) is the construction of trails and other management actions leading to increased weed establishment? 1.2 Wildlife Surveys Prior to field work, the Contractor will review the existing wildlife data produced in 2000 and any additional reports and data provided by OST concerning wildlife habitat management or studies that have occurred at Moore since the last management plan.A pedestrian survey of the property will be conducted to determine wildlife species composition and habitat use on the property. Wildlife sign to be recorded will include direct species observation, beds, pellets, nests, fur or feathers, burrows, dens, latrines, prey remains,vegetation browse, food caches, and markings on the ground or on tree bark. Data recorded on datasheets will include: date, time, general location, weather conditions, vegetation type, wildlife sign observed, specific location or GPS coordinates of sign, photographs of sign, and incidental wildlife species observed. A species list, species richness, relative abundance, and changes since 2000 will be reported. The results of these wildlife surveys will help evaluate the overall ecological health of Moore and will be directly applicable to current and future adaptive management plans and management actions. 1.3 Reporting Deliverables will include a brief Wildlife &Vegetation Monitoring Report which will describe the field work methodology and provide results and conclusions. The Contractor will also include GIS maps 2 Master Service Agreement#: 008.2019 Rev:2018-10-10 btf depicting survey locations, a vegetation type map, and photographs. For wildlife, the Contractor will additionally include the habitat maps, current habitat effectiveness, and a list of wildlife known and/or likely to occur on the property.For vegetation resources,the Contractor will include a description of each of the vegetation types and their condition, an updated floristic inventory checklist and vegetation type map, an invasive weed assessment, and discuss the results of the quantitative data transects including tables of vegetation cover values, total species richness and species richness of introduced and native plants, and the mean C (coefficient of conservatism). A detailed list of recommendations to ensure the overall ecological health of Moore will be provided in the report, which will be directly relatable to the next iteration of the management plan and adaptive management. The Contractor will also provide OST all GIS shapefiles, GPS data, and raw data collected during 2019 surveys in order to facilitate future studies. Budget (see attached spreadsheet) 2. Compensation and Expenses, Invoicing, Payment and Offset. The County shall compensate Contractor for its services in accordance with the Project Budget and Schedule set out in Paragraph 1 of this Task Order. It is expressly understood and agreed that in no event will the total compensation and reimbursement to be paid hereunder exceed the sum of fourteen thousand nine hundred and thirty four dollars and thirty cents ($14,934.30) for all services rendered. By Task Order or Task Order Amendment, the County and Contractor may reallocate the budget among project tasks if the total budget amount remains unchanged. Contractor shall invoice for the project monthly based on hours worked, with payment expected within thirty (30) days of invoice, but any payment by the County may be offset by any amount the Contractor owes the County for any reason. Any invoices not sent in the following manner may have payment delayed. All invoices for this Task Order shall reference Task Order 008.2019 A-9 and Moore Open Space Baseline Vegetation and Wildlife Surveys. Invoices shall be sent electronically in PDF format to lindsey.utter@pitkincounty.com and gary.tennenbaum@pitkincounty.com with a copy to kim.arensdorf@pitkincounty.com.. 3. Pitkin County's Obligations. Pitkin County shall administer this contract through a County Representative. Gary Tennenbaum & Lindsey Utter, Planning & Outreach Manager will manage the project as the County's Representative. The services provided and products delivered by the Contractor under this contract will be subject to review by the County's Representatives,or a designee, for compliance with Contractor's obligations prior to final payment. 4. Formation of Task Order. This Task Order is issued in accordance with the provisions of the Agreement. Contractor agrees to provide services subject to the terms of this Task Order and for the avoidance of doubt this Task Order consists of the terms set out in the Agreement. In all other respects the Agreement is in full force and effect and remains unchanged by this Task Order.
