PROJECT NAME:NORTH STAR HERON COLONY ASSESSMENT

The Master Service Agreement for Provision of On-Call Ecological Services (the "Agreement") dated
May 26,2017 between the Board of County Commissioners of Pitkin County(the"County") and Western
Ecological Resource, Inc. 711 Walnut Street Boulder, CO 80302 (the "Contractor"), shall include the
following services.
1. Contractor's Obligations.
Contractor shall establish and implement a formal heron colony monitoring protocol for the North Star
Nature Preserve Great Blue Heron Colony.
Heron monitoring at North Star has been conducted for many years by volunteers in the absence of a
formal protocol. As such,the existing database must be considered to be somewhat fuzzy regarding
nesting productivity and success. Colorado Wildlife Science (CWS)proposes to establish and
implement a formal monitoring protocol based on the one established by Vennesland and Norman
(2006). Under this protocol, each segment of the heronry will be visited by a CWS biologist at least
every other week during the breeding season beginning with arrival at the heronry in April. Data will be
collected using standardized methodologies per Vennesland and Norman(2006). Data collected will
include location,total number of nests,number of active nests, activity at nest, failed nests,number of
young, age of young,number of young fledged,number of successful nests, and evidence of predation.
CWS will provide an assessment of the heronry in terms of nest stand health,potential replacement
stands, existing and potential threats to the persistence of the heronry, and recommendations to improve
conditions for herons in the North Star Nature Preserve area.

2. Compensation and Expenses, Invoicing, Payment and Offset. The County shall compensate
Contractor for its services in accordance with the Project Budget and Schedule set out in Paragraph 1
of this Task Order. It is expressly understood and agreed that in no event will the total compensation
and reimbursement to be paid hereunder exceed the sum of five thousand six hundred nintey seven
dollars and zero cents($5,697.00)for all services rendered.By Task Order or Task Order Amendment,
the County and Contractor may reallocate the budget among project tasks if the total budget amount
remains unchanged. Contractor shall invoice for the project monthly based on hours worked, with
payment expected within thirty(30) days of invoice,but any payment by the County may be offset by
any amount the Contractor owes the County for any reason.
Any invoices not sent in the following manner may have payment delayed. All invoices for this Task
Order shall reference Task Order 117.2017 C-17 and North Star Heron Colony Assessment. Invoices
shall be sent electronically in PDF format to gary.tennenbaum@pitkincounty.com and
fran.soroka@pitkincounty.com.
3. Pitkin County's Obligations. Pitkin County shall administer this contract through a County
Representative. Gary Tennenbaum, Open Space & Trails Director will manage the project as the
County's Representative. The services provided and products delivered by the Contractor under this
contract will be subject to review by the County's Representatives, or a designee, for compliance with
Contractor's obligations prior to final payment.
4. Formation of Task Order. This Task Order is issued in accordance with the provisions of the
Agreement. Contractor agrees to provide services subject to the terms of this Task Order and for the
avoidance of doubt this Task Order consists of the terms set out in the Agreement. In all other respects
the Agreement is in full force and effect and remains unchanged by this Task Order.

To request paper or electronic copies from Pitkin County
To request delivery from us of paper or electronic copies of the notices and disclosures
previously provided by us to you electronically, you should request those documents from Pitkin
County under the Colorado Open Records Act by contacting the Pitkin County custodian who
sent you the document for signature. .
To withdraw your consent with Pitkin County
To inform us that you no longer want to receive future notices and disclosures in electronic
format you may:
i. decline to sign a document from within your DocuSign account, and on the subsequent
page, select the check-box indicating you wish to withdraw your consent, or you may;
