Contractor's Obligations. North Star Nature Preserve (NSNP) is one of only two OST properties with the "Nature Preserve" designation. As such, the management priority at NSNP is its ecological systems. Management for biological diversity and ecosystem processes,however,are often affected by anthropogenic pressure and conflicts with recreation management. Consequently, a greater understanding of how recreation is affecting river dependent wildlife at NSNP would facilitate management decisions in the future. River based recreation at NSNP has increased tremendously over the last 10 years. Stand up paddle boarding,tubing,rafting, and other uses may be negatively affecting wildlife that depend on the Roaring Fork River riparian system at this important Nature Preserve.In order to gauge this impact,the Contractor will evaluate current American beaver activity and habitat at NSNP in terms of its current status, likelihood of persistence over time, and potential effects of recreational activity on occupancy, production, and recruitment. The beaver population at the NSNP has been steadily increasing over the past two decades. This is a positive development since the presence of beavers enhances the heterogeneous complex of wet meadows 1 Master Service Agreement#: 117.2017 Rev:2018-01-17 btf and riparian shrublands, and increases species richness on the landscape. A landscape with an active beaver population results in more water storage in the spring and the ability to support higher streamflow in late summer.Beavers,however,can be sensitive to disruption of their denning and foraging areas.Thus it is important, in an adaptive management context where active recreation is present, to identify these areas so that managers can endeavor to insulate them from anthropogenic disturbance. Pedestrian surveys by two observers will be conducted on either side of the Roaring Fork River through the Preserve. Observers will record all beaver sign including beaver dams, stick lodges, bank lodges, foraging areas, scent mounds, and other activity signs such as chewed trees and mud slides. All lodges and foraging areas will be documented via sub-meter GPS and mapped for PCOST management. Following the field survey,a report will be provided to PCOST that will include an assessment of beaver occupancy, activity and habitat at NSNP; a description of the field work; results; interpretation of the results;GIS maps depicting survey locations,location of beaver structures,foraging areas and other sign; and recommendations to buffer areas important to beaver ecology. Contractor will also include GIS shapefiles, GPS data, georeferenced digital photos, and raw data collected. The beaver study would be completed during July 2018 and the report produced before the end of the year. Budget Estimates: Professional Time $ 3,759.50 Expenses 113.60 Project Management 12% 464.77 Total $ 4,337.87 2. Compensation and Expenses, Invoicing, Payment and Offset. The County shall compensate Contractor for its services in accordance with the Project Budget and Schedule set out in Paragraph 1 of this Task Order. It is expressly understood and agreed that in no event will the total compensation and reimbursement to be paid hereunder exceed the sum of four thousand three hundred thirty-seven dollars and eighty-seven cents ($4,337.87) for all services rendered. By Task Order or Task Order Amendment, the County and Contractor may reallocate the budget among project tasks if the total budget amount remains unchanged. Contractor shall invoice for the project monthly based on hours worked, with payment expected within thirty (30) days of invoice, but any payment by the County may be offset by any amount the Contractor owes the County for any reason. Any invoices not sent in the following manner may have payment delayed. All invoices for this Task Order shall reference Task Order 117.2017 C-22 and North Star-Beaver Surveys. Invoices shall be sent electronically in PDF format to gary.tennenbaum@pitkincounty.co with copy to fran.soroka@pitkincounty.com. 3. Pitkin County's Obligations. Pitkin County shall administer this contract through a County Representative. Gary Tennenbaum, Director Open Space & Trails will manage the project as the County's Representative. The services provided and products delivered by the Contractor under this contract will be subject to review by the County's Representatives, or a designee, for compliance with Contractor's obligations prior to final payment. 4. Formation of Task Order. This Task Order is issued in accordance with the provisions of the Agreement. Contractor agrees to provide services subject to the terms of this Task Order and for the 2 Master Service Agreement#: 117.2017 Rev:2018-01-17 btf avoidance of doubt this Task Order consists of the terms set out in the Agreement.
