Hallam St. 711 Walnut Street Aspen, CO 81611 Boulder, CO 80302 Phone: (970) 920-5355 Phone: (303)449-9009 gary.tennenbaum@pitkincounty.com david@westerneco.com PROJECT NAME:NORTH STAR-VEGETATION TYPE MAPPING&FLORISTIC INVENTORY START DATE: June 1,2018 END DATE: December 31, 2018 The Master Service Agreement for Provision of On-Call Ecological Services (the "Agreement") dated May 26,2017 between the Board of County Commissioners of Pitkin County(the"County") and Western Ecological Resource, Inc. 711 Walnut Street Boulder, CO 80302 (the "Contractor"), shall include the following services. 1. Contractor's Obligations. The purpose of this study is to map and qualitatively describe the vegetation types on the North Star Nature Preserve(Preserve)to provide information for the management of the vegetation resources. Special attention will be devoted to identifying non-native communities and native communities degraded by non-native plants. Vegetation types at the Preserve have not been comprehensively mapped and some communities on the hillsides have not been well described. Baseline information such as vegetation type mapping and descriptions directly relate to management actions, whether for the designation of wildlife Management Indicator Species (MIS), prioritizing areas for restoration, or identification of large stands of undesirable vegetation. To verify the preliminary vegetation type map, Contractor will complete pedestrian surveys of the Preserve in order to identify the dominant plant species of each mapped polygon unit and be able to properly classify each polygon per the U.S.National Vegetation Classification(USNVC)hierarchy. Examples of vegetation types to potentially map and describe include Aspen Forest(Populus 1 Master Service Agreement#: 117.2017 Rev:2018-01-17 btf tremuloides),Narrowleaf Cottonwood Forest(Populus angustifolia),Mountain Big Sagebrush Shrublands (Artemisia tridentata subsp. vaseyana),Mixed Mountain Shrublands, Douglas Fir Forests, Willow Shrublands (Salix spp.),Herbaceous Wetlands, and areas dominated by the introduced reed canarygrass (Phalaris arundinacea). Representative data points within each vegetation mapping unit will be recorded which will contain, at a minimum,names of the dominant taxa,their approximate cover values (or another suitable measure of abundance),vegetation stratum, geographic coordinates, date of observation, and name(s)of those who made the observation. Each data point will also be accompanied by a representative photograph(s). The Vegetation Type Map will adhere to the USNVC classification system. The mapping will be to the alliance level with a minimum mapping unit of/4 acre for upland sites and 1/10 of an acre for wetlands. The mapping will include a list of overstory and understory vegetation, documenting all of the dominant plant species per polygon. The resulting map will be provided in digital format,both as a pdf and in a GIS shapefile or geodatabase. In addition, Contractor will update the plant species list for North Star that was initiated in 2017 and provide a revised Vascular Plant Checklist in pdf format. Contractor will provide detailed descriptions of each vegetation community in terms of its floristic composition, followed by a description of its current condition and implications for management including: a)Diversity(Is the diversity of species suitable for the community?) ; b) Structure(Is the structure [age class distribution of species,presence of appropriate stratification—trees, shrubs, herbaceous layers] appropriate for the vegetation community?); c) Presence/absence of non-native species (Do noxious weeds threaten the persistence of the native plant community?); d)Plant health/ vigor(Are the plants free of disease or other afflictions that threaten the ongoing existence of the plan community?) The plant community descriptions,Vegetation Type Map, field data point data, and Vascular Plant Species Checklist will be provided to PCOST in a Vegetation Community Description Report. The field work would be completed in July 2018 and the report delivered before the end of the year. Budget Estimates: Professional Time $ 13,431.20 Expenses 1,596.20 Project Management 12% 1,803.29 Total $ 16,830.69 2. Compensation and Expenses, Invoicing, Payment and Offset. The County shall compensate Contractor for its services in accordance with the Project Budget and Schedule set out in Paragraph 1 of this Task Order. It is expressly understood and agreed that in no event will the total compensation and reimbursement to be paid hereunder exceed the sum of sixteen thousand eight hundred thirty dollars and sixty-nine cents ($16,830.69) for all services rendered. By Task Order or Task Order Amendment, the County and Contractor may reallocate the budget among project tasks if the total budget amount remains unchanged. Contractor shall invoice for the project monthly based on hours worked, with payment expected within thirty (30) days of invoice, but any payment by the County may be offset by any amount the Contractor owes the County for any reason. Any invoices not sent in the following manner may have payment delayed. All invoices for this Task Order shall reference Task Order 117.2017 C-26 and North Star-Vegetation Type Mapping&Floristic 2 Master Service Agreement#: 117.2017 Rev:2018-01-17 btf Inventory.Invoices shall be sent electronically in PDF format to gary.tennenbaum@pitkincounty.co with copy to fran.soroka@pitkincounty.com. 3. Pitkin County's Obligations. Pitkin County shall administer this contract through a County Representative. Gary Tennenbaum, Director Open Space & Trails will manage the project as the County's Representative. The services provided and products delivered by the Contractor under this contract will be subject to review by the County's Representatives, or a designee, for compliance with Contractor's obligations prior to final payment. 4. Formation of Task Order. This Task Order is issued in accordance with the provisions of the Agreement. Contractor agrees to provide services subject to the terms of this Task Order and for the avoidance of doubt this Task Order consists of the terms set out in the Agreement.
