Contractor's Obligations. This study will provide PCOST with vegetation data that can be used to update the Sky Mountain Park Management Plan. Specifically, Contractor will evaluate the effects of expanded recreation opportunities (i.e.,new trails)and on-going management such as weed control, seeding of disturbed sagebrush shrublands, and oak mastication treatments on the vegetation resources of this important open space property. Pitkin County OST will be revising their Management Plan for Sky Mountain Park in 2019. Prior to establishment of the Park in 2011 and 2012,Rea Orthner completed a comprehensive resource inventory of the baseline condition of vegetation resources including rare plants(e.g., silverleaf milkvetch), a wetland functional condition assessment,invasive weed mapping, and a baseline condition assessment of the vegetation types through quantitative monitoring of 30 baseline transects. In 2015, Golder repeated the quantitative monitoring of the 30 transects,however there have been no recent updates on the condition of the silverleaf milkvetch populations, several of which are adjacent to new recreation trails; the efficacy of invasive weed control efforts; and the effect of vegetation treatment projects such as reseeding of disturbed sagebrush shrublands and oak mastication conducted in 2015. 1 Master Service Agreement#: 117.2017 Rev:2018-01-17 btf Therefore,this proposal focuses on those resources which have not been examined since the inception of the park in 2012. While monitoring of the baseline transects every 3 or 4 years is commendable, Contractor believes that postponing the quantitative monitoring of the 30 baseline transects for a broader approach will be more valuable to OST at this time. In addition, as OST has proposed additional oak mastication treatments in the future,this study would help to evaluate their success in meeting management objectives. Field reconnaissance will occur several times throughout the 2018 growing season. Prior to commencement of the field studies, Contractor will review existing data and reports,talk with resource management personnel about past and on-going management activities, and prepare necessary field data forms and field maps. In mid-to late-May, Contractor will resurvey the populations of silverleaf milkvetch (Astragalus argophyllus var. martinii), a state sensitive plant species tracked by the CNHP, that occurs on the Mancos Shale Barrens of the Sky Mountain Park Complex. Rea Orthner of Peak Ecological will complete the surveys with the assistance of one field technician. The objective of this effort is to answer questions directly related to the management of the property: (1)Are the populations stable,increasing or decreasing? (2)What are the effects of recreation pressures on this rare plant? (3) Are there additional management actions that OST should be taking to protect this valuable resource? Not only will this study include qualitative observations,but Contractor will also include an element of quantitative data collection, so that future studies can be objective,repeatable, and trends can be discerned. Contractor will also monitor the oak mastication treatment project that was implemented in 2015. This treatment was conducted to enhance the ecological value of this vegetation community. Because OST plans to repeat this effort on an iterative basis to recreate a mosaic of multi-aged shrublands and may be repeating this effort on additional properties in the future,it will be important to scientifically validate the success of this treatment for wildlife habitat and overall ecological health. Contractor will collect both qualitative and quantitative data(i.e.,transect data)in this habitat type and compare it to the pre-treatment transect data collected by Golder. Vegetation cover will be quantified using the "modified"line point intercept method that was used for the 3 permanent baseline vegetation transects sampled by Golder in 2014. This will aid in pre-and post-project data comparisons. In addition, data on species richness will be collected by identifying and listing all vascular plant species present in a two- meter-wide by 50-meter-long quadrat centered along the cover transect. Photo point location from the 2014 oak treatment areas will be identified and a site visit will be performed to replicate site photos in the treatment areas. This will allow for a before and after comparison to visually depict the status and success of the 2015 treatments performed by Pitkin County. The photographs will be formatted into two graphic boards. The first will include an overall photograph of the present restoration area,taken from the hillside across Brush Creek,compared to the area before treatment in 2014. The second board will include before and after photos from 2014 and 2018 taken from the same vantage points in the different treatment areas. The photographs will be accompanied by text, describing items of note in the photographs related to the success of the previous treatments. Colorado Wildlife Science will prepare the past photo point data and photos for their replication and conduct a brief assessment of the habitat response within the treatment areas. Contractor will also visit the Colorado Mountain College native plant restoration project in the disturbed sagebrush shrubland at Seven Star to see if vegetation treatments in 2012 and 2013 had any long-lasting effect on increasing native forb diversity. Contractor will use qualitative observations in this area,but will take a full species inventory of the project area and coordinate with the CMC for a 2 Master Service Agreement#: 117.2017 Rev:2018-01-17 btf field visit. Finally, Contractor will conduct a comprehensive pedestrian survey of the rest of the Sky Mountain Park Complex. Contractor will note the presence and extent of invasive weed species, access the functioning of the fen and other wetlands,reassess aspen stands and their general condition, and look for additional opportunities for restoration. Contractor will keep detailed GPS tracks logs of the site visit areas,photographs, and notes. Contractor will prepare a comprehensive report of our fmdings. The Sky Mountain Park 2018 Vegetation Monitoring Report will include a full discussion of the methods, document the results both in graphical and tabular format, and make comparisons with previous data collected. The report will also contain a full discussion of the effect of expanded recreational opportunities and management projects on the vegetation resources of Sky Mountain Park and provide a detailed list of additional opportunities for ecological restoration. Colorado Wildlife Science will provide a descriptive assessment of the trajectory and response of the oak treatment areas,report whether the treatments have fulfilled the habitat objectives of the effort, and aid with recommendations that can be directly used by OST staff in the revised management plan. The work would be completed throughout the 2018 growing season and would need to commence about mid-May to coincide with the flowering of the silverleaf milkvetch. The rest of the field studies would be conducted later during the summer or early fall, and the report and graphics would be prepared by the end of the year. The County shall compensate Contractor for its services in accordance with the Project Budget and Schedule set out in Paragraph 1 of this Task Order. It is expressly understood and agreed that in no event will the total compensation and reimbursement to be paid hereunder exceed the sum of forty-four thousand seven hundred fifty- seven dollars and sixty-four cents($44,757.64)for all services rendered.By Task Order or Task Order Amendment, the County and Contractor may reallocate the budget among project tasks if the total budget amount remains unchanged. Contractor shall invoice for the project monthly based on hours worked, with payment expected within thirty (30) days of invoice, but any payment by the County may be offset by any amount the Contractor owes the County for any reason. Any invoices not sent in the following manner may have payment delayed. All invoices for this Task Order shall reference Task Order 117.2017 C-27 and Sky Mountain Park - Vegetation Monitoring.
