SURVEYS

The Master Service Agreement for Provision of On-Call Ecological Services (the "Agreement") dated
May 26,2017 between the Board of County Commissioners of Pitkin County(the"County") and Western
Ecological Resource, Inc. 711 Walnut Street Boulder, CO 80302 (the "Contractor"), shall include the
following services.
1. Contractor's Obligations.
Management of Smuggler Mountain Open Space(SMOS) is focused primarily on recreation. That
being said,the property encompasses diverse and important wildlife habitat, supports valuable plant
communities and is home to plant species of special concern including moonworts (Botrychium spp.).
Contractor will conduct baseline wildlife and vegetation surveys at SMOS in support of the
management plan revision and to establish a baseline for future monitoring.
To date,there have been only limited wildlife surveys conducted at SMOS and these are now over 10
years old. Therefore,we will repeat these baseline wildlife surveys following the protocols established
by Contractor's WER(2011)and CWS (2014)in 2018 to prepare for the next iteration of the
management plan. Because recreation is the primary management focus,the wildlife surveys will be
limited to general wildlife surveys.Vegetation monitoring will follow standard protocols (e.g., line
point-intercept) implemented on other OST properties since 2011. In addition,targeted moonwort
surveys will be conducted in areas where recreational activity could be affecting these rare plants.

Finally, Contractor will conduct an invasive weed assessment and evaluate the effectiveness of the
various habitat treatment projects on the ecological health of SMOS.
General Wildlife Surveys via Terrestrial Visual Encounter Surveys
General wildlife surveys will be conducted to determine wildlife species diversity and habitat use. The
method for these surveys will be simplified Terrestrial Visual Encounter Surveys (TVES) arranged
according to the MSIM protocols. TVES are general wildlife surveys designed to detect a variety of
terrestrial species, especially mammals(e.g.,ungulates, lagomorphs),reptiles, and diurnal raptors
(Forys and Humphrey, 1997; Weckerly and Ricca,2000)as well as less common or difficult to detect
landbirds(Manley et al., 2006).As a result,TVES is a core survey method for all classes of vertebrates
as a companion to taxon-specific core survey methods. The TVES will be conducted during the period
from June through August. Two observers will search within each TVES hexagon. Observers follow a
1,000 meter transect that runs the length of the property at—50 m spacing.
Wildlife signs to be recorded include direct species observation,beds,pellets,nests, fur or feathers,
burrows, dens, latrines,prey remains,vegetation browse, food caches, and markings on the ground or
on tree bark. Data recorded on datasheets will include: date,time, general location,weather conditions,
vegetation type,wildlife sign observed, specific location or GPS coordinates of sign,photographs of
sign, and incidental wildlife species observed.
Vegetation Surveys
Prior to field reconnaissance,we will review the quantitative vegetation data provided in the CWS &
WPNRC Biological Report, enter it into a master Excel spreadsheet, and prepare necessary field data
forms and maps. Contractor will review additional reports and data to be provided by OST concerning
vegetation management projects that have occurred at SMOS since the last management plan.
Contractor would also be pleased to coordinate with other interested organizations about the ecological
health and past management actions on SMOS.
The vegetation field work would comprise four components: 1)monitoring of the permanent vegetation
cover/richness transects set up by WPNRC in 2007; 2)rare plant surveys(moonworts) along highly
visited areas; 3)review of habitat improvement projects implemented since 2007; and 4)an invasive
weed assessment. The results of all four of these vegetation surveys will help evaluate the overall
ecological health of SMOS and would be directly applicable to current and future management actions.
Vegetation Transects. Vegetation cover will be quantified using a line point-intercept method as
previously used by WPNRC in 2007 along the seven(7)permanent vegetation transects in SMOS.In
addition,data on species richness will be collected by identifying and listing all vascular plant species
present in a two-meter-wide by 50-meter-long quadrat centered along the cover transect.
Moonwort Surveys. We will conduct a moonwort (Botrychium spp.) survey as recommended in the
2007 study.The survey will only be conducted along existing trails and other high use areas.The field
work would be conducted at a similar time of year as the other study and is tentatively scheduled for
the week of August 6th.
Habitat Improvement Projects. Contractor will visit the lodgepole pine habitat improvement project
and mountain shrub prescribed burn areas to evaluate the success of these treatments. Contractor will
qualitatively analyze the results of these treatments and discuss whether they appear to be achieving
management goals.

Invasive Weed Assessment.Concomitant with the other field work,Contractor will map and describe
populations of invasive weeds. Contractor will attempt to answer questions such as: a) are weeds
more or less abundant than 10 years ago; b) is the OST weed management program effective in
controlling populations of weeds; and c) is the construction of new trails and habitat improvement
projects leading to increased weed establishment?
Trail Surveys
Two trail alignments totaling approximately 4 miles in length will be surveyed to assess potential
impacts. The surveys will be conducted for general wildlife habitat and use, vegetation, rare plants,
and noxious weeds.
Deliverables will include a Wildlife&Vegetation Monitoring Report which will describe the field work
methodology and provide results and conclusions. Contractor will also include GIS maps depicting
survey locations, a vegetation type map, and photographs. For wildlife, Contractor will additionally
include the current efficacy of wildlife habitat, status of Management Indicator Species, and a list of
wildlife known to occur on the property. For vegetation resources, Contractor will include an updated
floristic inventory checklist, a description of each of the vegetation types and their condition, and data
tables summarizing the results of the quantitative data including vegetation cover values,total species
richness and species richness of introduced and native plants, and the mean C (coefficient of
conservatism). Contractor will summarize the results per plant community type and analyze any
changes over the last decade. Contractor will also include the results of the rare plant survey,discuss the
habitat improvement projects, and the invasive weed assessment.A detailed list of recommendations to
ensure the overall ecological health of SMOS will be provided in the report,which will be directly
relatable to the next iteration of the management plan. In addition, a Technical Memo will be prepared
with the results of the trail alignment surveys. Contractor will also provide OST all GIS shapefiles,
GPS data, and raw data collected during 2018 surveys in order to facilitate future studies.
The field work would be completed during the growing season and the report prepared before the end of
the year.

2. Compensation and Expenses, Invoicing, Payment and Offset. The County shall compensate
Contractor for its services in accordance with the Project Budget and Schedule set out in Paragraph 1
of this Task Order. It is expressly understood and agreed that in no event will the total compensation
and reimbursement to be paid hereunder exceed the sum of fifty-five thousand four hundred eighteen
dollars and thirty-four cents ($55,418.34) for all services rendered. By Task Order or Task Order
Amendment, the County and Contractor may reallocate the budget among project tasks if the total
budget amount remains unchanged. Contractor shall invoice for the project monthly based on hours
worked, with payment expected within thirty (30) days of invoice, but any payment by the County
may be offset by any amount the Contractor owes the County for any reason.
Any invoices not sent in the following manner may have payment delayed. All invoices for this Task
Order shall reference Task Order 117.2017 C-29 and Smuggler Mountain OS - Baseline Wildlife &

Vegetation Surveys. Invoices shall be sent electronically in PDF format to
gary.tennenbaum@pitkincounty.com and fran.soroka@pitkincounty.com.
3. Pitkin County's Obligations. Pitkin County shall administer this contract through a County
Representative. Gary Tennenbaum, Director will manage the project as the County's Representative.
The services provided and products delivered by the Contractor under this contract will be subject to
review by the County's Representatives, or a designee, for compliance with Contractor's obligations
prior to final payment.
4. Formation of Task Order. This Task Order is issued in accordance with the provisions of the
Agreement. Contractor agrees to provide services subject to the terms of this Task Order and for the
avoidance of doubt this Task Order consists of the terms set out in the Agreement. In all other respects
the Agreement is in full force and effect and remains unchanged by this Task Order.
