Contractor’s Obligations. As described in the attached Contractor Proposal (“Attachment A”), Contractor shall conduct raw Water Quality and Well Yield Testing for the Hillside Well and the Ranch Well located at the Phillips Mobile Home Park. All testing shall be completed by the end of May, 2022. 2. Compensation and Expenses, Invoicing, Payment and Offset. The County shall compensate Contractor for its services in accordance with the Project Budget and Schedule set out in Paragraph 1 of this Task Order. It is expressly understood and agreed that in no event will the total compensation and reimbursement to be paid hereunder exceed the sum of Twenty-Seven Thousand dollars and Zero cents ($27,000.00) for all services rendered. By Task Order or Task Order Amendment, the County and Contractor may reallocate the budget among project tasks if the total budget amount remains unchanged. Contractor shall invoice for the project monthly based on hours worked, with payment expected within thirty (30) days of invoice, but any payment by the County may be offset by any amount the Contractor owes the County for any reason. Any invoices not sent in the following manner may have payment delayed. All invoices for this Task Order shall reference Task Order A-4 and Water Quality and Well Yield Testing. Formation of Task Order. This Task Order is issued in accordance with the provisions of the Agreement. Contractor agrees to provide services subject to the terms of this Task Order and for the avoidance of doubt this Task Order consists of the terms set out in the Agreement. (JVA) is pleased to submit our proposal to Pitkin County for engineering services related to the Water Quality and Well Yield Testing for the Pitkin County Phillips Mobile Home Park (Park). JVA has discussed the project needs with the County and this project will primarily consist of conducting water quality sampling and analysis and coordinating a yield test of two existing wells. JVA proposes to conduct raw water quality sampling for the Hillside Well and the Ranch Well located at the Park. Sampling will include all Colorado Department of Public Health & Environment (CDPHE) required constituents for a community public water system taken in two separate quarters. We request that the operator responsible in charge (ORC) be available to allow JVA access for sampling. After samples are collected, they will be mailed to a state certified lab for analysis. Results from the well raw water quality will be compared against Colorado primary and secondary drinking water limits and reviewed with the County. These results can then be used for future CDPHE design and permitting efforts. JVA has solicited a proposal from BBA Water Consultants, Inc. (BBA) for Well Yield Testing of the Hillside Well and the Ranch Well. JVA proposes to coordinate the well yield testing work with BBA, the ORC, and the County. JVA will review the BBA technical summary with the County and can incorporate their findings into future CDPHE design and permitting efforts. JVA will attend meetings with County staff as well as schedule additional small group discussions as needed to facilitate the proposed work. SCOPE OF WORK Outlined below are key tasks and deliverables for the proposed scope of work. • Raw water collection for the Hillside and Ranch Wells • Raw water laboratory analysis for the Hillside and Ranch Wells • Raw water quality comparison with drinking water standards • Well Yield Testing by BBA and JVA coordination Pitkin County WQ & Well Yield Testing April 18, 2022 Page 2 of 2 BASIS OF PAYMENT The basis of payment for the scope of work described above will be monthly billings on a time and materials basis with an estimated fee of $27,000. Services resulting from significant changes to the project scope will be considered additional services and may require extension of the time schedule for JVA’s work. This proposed fee does not include surveying, permitting, geotechnical investigations, hydraulic and process modeling, construction drawings or construction administration.
