Reason for Change: Following COVID-19 related delays to the Project, work has resumed on the revised Project design and other construction related documents for the streamside improvement plan at the Healthy River Whitewater Park with anticipated construction this year. High construction cost estimates led to the need for modifications in the designs and scope reductions in order for construction to occur. Main Street, Suite 301 Aspen, CO 81611 Re: Scope of Services – Healthy Rivers Whitewater Park Streamside Improvements Project – Boat Ramp Final Design and Construction Management Dear Ms. MacDonald, RiverRestoration is pleased to offer services to Pitkin County for performing permitting, final design, and construction support services for the Fisherman’s Park boat ramp portion of the larger Healthy Rivers Whitewater Park Streamside Improvements Project. Total fees for this effort are $26,389. We have approximately $8,000 left in our current contract for the project that can used towards this effort. A detailed scope (Attachment A) and fee breakdown (Attachment B) for RiverRestoration’s efforts are enclosed. Thank you for the opportunity to work on this exciting project. Project Manager (970) 947-9568 Attachment A v1 – 02-17-22 Scope of Services – Healthy Rivers Whitewater Park Project – Final Design and Construction Management Page | A1 Introduction The following Scope of Services is for completing the final design, permitting, and construction management phases of the Fisherman’s Park boat ramp improvements. Work will include realignment and paving of the existing boat ramp and additional boulder placement along the north bank of the Roaring Fork River. RiverRestoration will work with the project’s other consultants, landscape architecture firm Blue Green, and civil engineering firm SGM to update the 60 percent drawings from January 2020, permit the project with the US Army Corps of Engineers (USACE) and prepare the final design and construction documents. The scope below also includes bidding support and construction support services. The scope of services and opinion of service efforts were developed assuming a Time and Materials reporting and payment format. Key services that are not included in this scope of services: structural, geotechnical and traffic engineering, landscape architecture, and overall management of the project and deliverables. As part of the design of these assigned project elements, RiverRestoration will need structural and traffic engineering. It is RiverRestoration’s understanding that SGM will provide these services under a separate contract with Pitkin County. RiverRestoration performed in-channel hydrographic and bankside topographic survey as part of Change Order #1, dated February 13, 2020. This survey data will be used in the final design of the boat ramp. A wetland delineation was completed by SGM, dated October 9, 2019. The delineation will be used in the 404 permitting process with the USACE. Task 1 – Project Management, Coordination, and Meetings The purpose of this task is to provide management and coordination for the project, as well as attendance at project coordination meetings. This task includes the following work activities:  Submit monthly progress reports with invoice. Monthly progress reports will reflect hourly/percent complete progress for each activity and identify budget status and tasks performed to date during the billing period.  Attend coordination meetings in person and/or online with Pitkin County, Blue Green, SGM, and other project team members. Assumes 2 additional meetings.  General coordination with Pitkin County, Blue Green, SGM, and other project team members. Deliverables  Monthly status reports and invoices Assumptions  RiverRestoration will not be responsible for logistics associated with coordination meetings. Task 2 –Site Assessment and Survey This task was completed as part of prior phase. Task 4 –Preliminary Plans and Engineer's Opinion of Cost– The purpose of this task is to update the preliminary construction plan set and construction cost opinion of the assigned project elements. The updated preliminary design and supporting documents will be used for the permitting application with the USACE. This task includes the following work activities:  Calculate predicted maximum scour depths at toe of boat ramp and design footer depths.  Update the preliminary plan set that includes the assigned project elements to a 90% design level.  Update preliminary opinion of probable cost for assigned project elements for incorporation into the project’s overall construction budget. Deliverables  Updated 60-percent Plan Set of the assigned project elements in PDF format.  Updated 60-percent Opinion of Cost of the assigned project elements in PDF format. Assumptions  RiverRestoration will use 60% plans developed in early 2020 as the basis for the updated preliminary design.  RiverRestoration will provide plan sheets and cost opinion of assigned project elements to Blue Green for incorporation into the overall 60% plan set.  The scope does not include structural engineering, geotechnical engineering, traffic engineering or landscape architecture. The services will be required for the complete design of the assigned project elements. It is RiverRestoration’s understanding that these services will be performed by SGM and Blue Green as part of separate contracts.  Pitkin County staff or other project team members will handle logistics for the stakeholder review meeting. Task 5 – Permitting/Approvals The purpose of this task is to prepare technical documentation to support permit applications for the project as it relates to impacts to waters of the United States and impacts to the floodplain. This task includes the following work activities:  Coordinate with federal, state, and local agencies as the project progresses to identify project constraints and work windows associated with permitting the project.  Complete a Nationwide Permit Pre-Construction Notification (PCN) cover letter and form and submit to the USACE Grand Junction regional office.  Coordination with local Colorado Parks and Wildlife (CPW) representative to identify fish spawning seasons and acceptable construction windows  Develop a one-dimensional (1D) Existing Conditions Model in HEC-RAS v6.1, using the current FEMA model of the Roaring Fork River in Eagle and Pitkin Counties as a starting point. Cross sections will be added as needed for the proposed project elements. Attachment A v1 – 02-17-22 Scope of Services – Healthy Rivers Whitewater Park Project – Final Design and Construction Management Page | A3  Develop a 1D Proposed Conditions Model for floodplain impact analysis. o Proposed model will include project proposed improvements located within the 100-year floodplain, including the boat ramp, boardwalk, and other proposed project bankside improvements (type, size and location provided by others as required).  Draft a no-rise certification letter based on results from the floodplain impact analysis and submit to Pitkin County floodplain administrator. Deliverables  Summaries of meetings and phone discussions with agencies in email format.  PCN cover letter and form.  Electronic copies of HEC-RAS models for Pitkin County’s files.  No-rise Certification letter submitted to Pitkin County Assumptions  A cultural resource study will not be required for this project.  A wetland delineation and wetland delineation report has been completed by SGM, dated October 9, 2019. This effort will be valid for the current permitting process.  Design selected by Pitkin County will qualify for a Nationwide Programmatic (NWP) Permit, either NWP 36 – Boat Ramp or NWP 13 – Bank Stabilization. Individual consultation and a Biological Assessment will not be required. If the project cannot qualify for a Nationwide Permit, additional scope and fees will be required.  Pitkin County will compile and submit a final application and pay any fees associated with permit submittals and/or reviews.  Configuration of boardwalks and other planned bankside improvements will be provided by landscape architect/civil engineering members of the project team in georeferenced AutoCAD format for hydraulic analysis.  The design selected by the County and stakeholder group will be able to achieve a “no- rise” condition. A CLOMR/LOMR or FEMA coordination is not included herein and would require additional scope and fees. Task 6 – Final Plans, Specifications, and Engineer’s Opinion of Cost The purpose of this task is to develop Final design plans and engineer’s opinion of costs for the purpose of providing a set of plans and specifications that Pitkin County staff will use to bid and construct the project. This task includes the following work activities:  Develop 90 percent Design Plans for the Fisherman’s Park boat ramp rebuild. Plans will build upon the updated 60% Design Plans.  Develop 90 percent Engineers Opinion of Cost for assigned project elements.  Develop 90 percent Technical Specifications for the assigned project elements.  Meet with Pitkin County staff, project team, and stakeholders to review Final Plans and Engineer’s Opinion of Cost. This task includes the following work activities:  Attend pre-bid meeting.  Respond to contractor questions related to assigned project elements: Fisherman’s Park boat ramp rebuild.  Issue clarifications/addenda related to assigned project elements. Assume one (1) addendum will be required.  Assist in evaluation of bidders and provide Pitkin County staff with recommendation. Deliverables  Responses to contractor questions.  Clarifications / addenda. Assumptions  RiverRestoration will not be responsible for assembling or advertising bid package or organizing/managing responses to contractor questions. Task 8 – Construction Support Services The purpose of this task is to support Pitkin County during the construction of the project. Assumes RiverRestoration staff will attend 5 meetings.  Perform general coordination with Pitkin County, the design team, and the contractor.  Perform site visits during construction of the boat ramp project elements. Assumes 4 total site visits by RiverRestoration staff.  Assist contractor with electronic files needed for construction staking. Scope does not include any field time/staking by RiverRestoration staff.  Perform final walkthrough of project and provide Pitkin County and contractor with punchlist items. Deliverables  Electronic files for construction staking.  Site visit notes.  Final walkthrough punchlist. Assumptions  RiverRestoration will perform construction observation only and provide feedback to contractor.
