THIS TASK ORDER MAY BE EXTENDED BY MUTUALLY SIGNED CHANGE ORDER THROUGH THE COMPLETION OF THE ASSOCIATED TASKS
The ASE Airport Layout Plan ("ALP") Update Services (the “Agreement”) dated April 1, 2022 between
the Board of County Commissioners of Pitkin County (the “County”) and Jacobsen Daniels, LLC 121
Pearl Street Ypsilanti, MI 48197 (the “Contractor”), shall include the following services.
1. Contractor’s Obligations. Contractor shall perform the services outlined in the attached Scope of Work,
Exhibit A, in coordination with County Staff, FAA/TSA Personnel, CDOT Personnel, and any additional
stakeholders identified in accordance with the fee schedule(s) provided for primary and subcontracted
services as detailed in the Summary Fee Schedule, Exhibit B. The included fees and scope of work have
been independently evaluated (see Exhibit C) with concurrence received from the Federal Aviation
Administration for the work to be performed under this Task Order; any material adjustment(s) to the
scope of services or fees for such as provided for herein must be documented via mutually signed
Amendment and may be subject to additional evaluation and approval from the FAA and/or other Third
Parties.
Contractor will perform all work under this Task Order with the explicit understanding that the terms,
conditions, clauses, and requirements provided in the Master Service Agreement 003.22, executed on
April 11, 2022, shall govern and apply equally to any and all work performed and work product resultant
of this Task Order, including, but not limited to, those requirements as set forth by the Federal Aviation
Administration. The schedule for completion of each task shall be clearly communicated and coordinated
with Project Lead with expectations for the duration of each being derivative of the schedule provided in
the Qualifications form submitted in response to RFQ 003.22 and memorialized in Master Service
Agreement 003.22, Attachment B.

2. Compensation and Expenses, Invoicing, Payment and Offset. The Agreement is funded in part
through grant funds the County will receive through the FAA. The County shall compensate
Contractor for its services in accordance with the Project Budget and Schedule set out in Paragraph 1
of this Task Order. It is expressly understood and agreed that in no event will the total compensation
and reimbursement to be paid hereunder exceed the sum of One-Million Five-Hundred Fifty-Seven
Thousand Seven-Hundred Fifty-One dollars and Zero cents ($1,557,751.00) for all services rendered.
By Task Order or Task Order Amendment, the County and Contractor may reallocate the budget
among project tasks if the total budget amount remains unchanged. Contractor shall invoice for the
project monthly based on hours worked, with payment expected within thirty (30) days of invoice, but
any payment by the County may be offset by any amount the Contractor owes the County for any
reason. Further, the County and the Contractor agree as this Contract is federally funded, it is therefore
subject to the requirements set forth in Title 49 CFR Part 18.36.
Any invoices not sent in the following manner may have payment delayed. All invoices for this Task
Order shall reference Task Order 003.22 A-1 and ASE Airport Layout Plan Consultancy Services.
Invoices shall be sent electronically in PDF format to Dan.Bartholomew@AspenAirport.com with
AP@PitkinCounty.com in copy.
3. Pitkin County’s Obligations. Pitkin County shall administer this Task Order through a County
Representative. Dan Bartholomew, ASE Airport Director will manage the project as the County’s
Representative. The services provided and products delivered by the Contractor under this contract
will be subject to review by the County’s Representatives, or a designee, for compliance with
Contractor’s obligations prior to final payment.
4. Formation of Task Order. This Task Order is issued in accordance with the provisions of the
Agreement. Contractor agrees to provide services subject to the terms of this Task Order and for the
avoidance of doubt this Task Order consists of the terms set out in the Agreement. In all other respects
the Agreement is in full force and effect and remains unchanged by this Task Order.

SCOPE OF WORK
The following describes the scope of services for the preparation of an Airport Layout Plan (ALP)
Update as well as environmental processing and approval for Aspen/Pitkin County Airport (ASE)
under the governance of the Pitkin County Board of County Commissioners (BoCC). This effort will
translate, analyze, resolve and document the Common Ground Recommendations from the ASE
Visioning process into an FAA‐approved ALP plan set that represents the planned changes at ASE
over the next 20 years. In preparing the ALP plan set and narrative report, our team will utilize the
following FAA guidance:

TASK 1: PROJECT SCOPING
1.1 PROJECT SCOPING
1.1.1 Project Team Kick‐off Meeting
A project team kick‐off meeting will coordinate the initiation of the project with the entire
consultant team. This meeting will occur via conference call. This meeting will introduce the
project team; discuss roles and responsibilities; discuss project scope and schedule; review
documentation guidelines; and provide other relevant project protocols.
Deliverable(s):
Presentation materials from the meeting, will be shared and distributed
internally with team members.
1.1.2 Airport Team Kick‐off Meeting and Facility Tour
A project kick‐off meeting in Aspen will initiate the project with the Pitkin County. The overall
project team will be introduced to the Pitkin County staff, and a general review of the overall
airport operation will be discussed. Pitkin County will lead the consultant team on a series of tours
of the existing facilities. These tours will prepare the project team for much of the data collection
and inventory. Team Members will tour the landside, terminal, and airside facilities. This meeting
will occur over one half‐day.
Deliverable(s):
Meeting notes, including presentation materials from the meeting, will be
prepared following the meeting and distributed electronically in PDF format to
the meeting participants.
Airport Advisory Board Meeting #1
1.1.3 Scoping Workshops with Pitkin County
The remaining one half‐day will encompass the visioning session with Pitkin County staff. This
process is intended to develop an initial framework for the study that identifies the priorities at
ASE and specific goals and objectives for the study. These resulting goals and objectives will drive
the development of alternatives, how those alternatives are compared/contrasted, and the
implementation of the Common Ground Recommendations approved by the Pitkin County Board
of County Commissioners (BoCC).
Additional scoping session(s) may be required to develop and refine the draft and final scope of
services. These sessions will include a dialog that will assist in ensuring a clear understanding of
ASE’s relevant issues, concerns and the potential opportunities that should be explored to achieve
the desired results. These sessions are also aimed at providing and exploring new ideas and more
clarity regarding the study’s efforts and implementation of results.

Draft and final scope of services will be prepared following the meeting and
distributed electronically in PDF format to the airport staff for review and
comment. Edits and revisions to the draft scope of services will be incorporated
into the final scope of services.
1.1.4 Establish Document Templates
Document templates will be developed in coordination with Pitkin County. These will provide
guidelines for formatting documents in Microsoft Office, Adobe InDesign, and AutoCAD.

Narrative/Chapter Reports (MS Word and/or InDesign)

1.1.5 Establish Base Files
Relevant base files will be developed for use on this project and distributed to the project team.
Updated base file information will be obtained with this Airport Layout Plan’s proposed AGIS
submittal (Task 9).
1.1.6 Collect and Analyze Historical Data and Information
Available historical data and information will be collected and analyzed in context to the various
tasks of the ALP Update. This data and information will be provided from ASE and Pitkin County
and reviewed by the project team. These documents will provide background information and
understanding to the project team during ALP Update tasks and analyses.

TASK 2: PROJECT MANAGEMENT & QUALITY CONTROL
2.1 PROJECT MANAGEMENT
An Airport Layout Plan Update requires oversight to ensure the project scope is delivered as
intended, on schedule and within budget. Throughout the project J|D will be responsible for the
delivery of all project elements and compliance of contract agreements. The project will be
managed through close oversight and communication with the Project Team and Pitkin County to
ensure consistency in assumptions, product, and content. All attempts will be made to coordinate
on‐site meetings with other on‐site coordination meeting to reduce travel costs and promote
efficiency in the project. The following describes the key ongoing project management tasks. For
scoping purposes, an 18‐month project duration is assumed.
2.1.1 Bi‐Weekly Team Meetings
30‐minute bi‐weekly weekly management coordination meetings, via phone, with Pitkin County
staff. Will cover Project updates, coordination of meeting invitations between the project team
and Pitkin County and/or project stakeholders and other project needs.

2.1.2 Bi‐Weekly Project Coordination Meetings
30‐minute bi‐weekly project team coordination calls (occurring on opposing weeks from the team

2.2 ONGOING QUALITY CONTROL
A thorough quality control (QC) process will be followed for all project deliverables in
development of the Airport Layout Plan set. The QC team will consist of one (1) technical member
and one (1) editorial member of the consultant team. Specifically, the QC team will be responsible
for review of all Deliverable Presentations, all Stakeholder Presentations and all Airport Layout
Plan documents and reports. As it pertains to reports, it is assumed that each Airport Layout Plan
document and presentation will include two (2) draft document reviews and one (1) Final
Document Review.

President).

TASK 3: COMMUNITY OUTREACH & STAKEHOLDER
ENGAGEMENT
This section provides detail of the required logistics behind the execution of the community
outreach and public participation program.
3.1 FAA COORDINATION
This task will include six (6) milestone meetings with the FAA including a meeting that will focus
on the updated data collection, fleet mix, and forecast development, and a third meeting will
occur during the Facilities Implementation Plan/Capital Improvement Plan Roadmap portion of
the project. The forecast meeting will focus on the updated forecast and fleet mix and its
implications to the project and any concerns the FAA may have. This meeting will be in addition
to the typical coordination associated with the Aviation Forecast and Fleet Mix (Task 4). The final
FAA meeting will focus on FAA funding for the plan and understanding the type of support Pitkin
County can expect from the FAA during implementation of the plan. Three additional ad‐hoc
meetings with the FAA are anticipated as issues arise that require additional coordination with
the FAA. It is expected that these meetings will be in‐person at the FAA ADO offices in Denver
and will require the development and delivery of presentation material related to the project.

3.2 AIRPORT ADVISORY BOARD
Airport Advisory Board (AAB) Meetings are intended to provide project updates, review data and
analysis, solicit input on key issue, and present findings and recommendations. For this process
we are anticipating nine (9) meetings over the 18 month duration of the project. It is expected
that these meetings will be in‐person and will require the development and delivery of
presentation material related to the project.

3.3 TENANTS (AIRLINES/CONCESSIONAIRES/RENTAL CARS/FBO)
Up to four (4) tenant meetings will be held with project stakeholders including the airlines, airport
concessionaires, rental car companies, and fixed based operators to gather information and data,
solicit input and feedback and resolve technical issues. The project manager and /or other key
Members of the Airport Layout Plan Update Team will coordinate with airport tenants as
necessary throughout the project duration. It is expected that these meetings will be in‐person
and will require the development and delivery of presentation material related to the project.

3.4 AD HOC STAKEHOLDER COORDINATION MEETINGS
Up to four (4) ad hoc stakeholder coordination meetings are anticipated for other project
stakeholders including the Board of County Commissioners (BoCC), community groups or
members, and other interested project stakeholders. These meetings are anticipated to include
previously prepared information and therefore no new information or presentations will be
required for these ad hoc meetings.

TASK 4: FORECASTS OF AVIATION DEMAND
This task will provide both a constrained and unconstrained aviation demand forecast for the
baseline year (to be determined by the airport), and the 5‐, 10‐, 15‐, and 20‐year planning
horizons. An unconstrained forecast will be developed first based on the results of various
industry forecasting methodologies and our best judgment of future aviation demand. The
constrained forecast will be based on the unconstrained forecast with factors such as Airport
operations policies, local curfews or government agreements, airfield/airport facility limitations
and other factors (as directed by the Airport) applied to constrain future aviation activity to the
community recommended 0.8% average annual compound growth rate.
4.1 DATA COLLECTION
Interviews of Stakeholders
Information regarding historical and (currently known) planned airline activity, schedules, fleet
mix, etc. will be collected and organized for use in development of forecast methodologies and
presentation in the final report. This process may include interviews with Airport management,
airlines, cargo carriers and FBOs (GA and corporate operations), ASE air service consultant as well
as coordination with a member of the community chosen by the airport to satisfy concerns about
the validity of the forecast assumptions and/or conclusions.
Historical Aviation Activity Statistics
Historical aviation activity statistics, including latest available year‐to‐date activity will be collected
from Airport activity records for historical and current airline flight schedules, enplanements, air
cargo tonnage, aircraft operations, and based aircraft. Airport activity statistics will be
supplemented by airline flight schedules sourced from Cirium Diio Mi Schedule database, U.S.
Department of Transportation Statistics T‐100 and Origin and Destination databases. The FAA
Aerospace Forecast, FAA Terminal Area Forecast (TAF) and other recent Airport and/or industry
forecasts will be reviewed and referenced, as necessary.
Socio‐Economic Data
Socio‐economic data for the Airport catchment area, state and U.S. will be collected, tabulated,
and analyzed to identify trends that may impact the Airport’s aviation demand forecasts. Data for
population, employment, personal income, gross domestic product, and other related
information (existing and planned lodging facility rooms) will be sourced from the U.S.
Department of Commerce (Census Bureau, Bureau of Economic Analysis, Bureau of Labor
Statistics, etc.), state and local planning agencies, universities, and other sources as available.
Forecasts of socio‐economic data will be sourced from Woods & Poole Economics, Inc. latest
available “MSA Profile” database and supplemented by available local and regional forecast data.
The collective historical and forecast socio‐economic data may be used directly or indirectly to
inform the forecast and will be summarized at the beginning of the forecast document to provide
an overview of the local, state and U.S. historical and projected socio‐economic trends.

4.2 FORECAST DEVELOPMENT
Aviation Demand Forecasts
The Consultant Team will develop an independent aviation demand forecasts for the Airport
based on industry standard forecasting methodologies including linear regression, trend line
analysis, market share, and comparison to industry forecasts, and other methodologies where
appropriate. The forecast will include unconstrained and constrained aviation demand (limited to
0.8% average annual compound passenger growth) projections for a base year and five‐, 10‐, 15‐
and 20‐year forecast horizons for the following activity categories:
1. Enplanements
o Total annual domestic and international enplanements
o Air carrier and commuter enplanements
o Peak month and peak hour enplanements
2. Operations
o Total annual operations
o Air carrier and air taxi/commuter operations
o Local and itinerant GA and government operations
o GA operations by aircraft category (piston, turboprop, jet, etc.)
o Air Cargo operations and tonnage
o Peak month and peak hour operations (total and by type of operation)
o Aircraft fleet mix forecast for passenger, cargo and GA operations

Develop Future Design Day Flight Schedule
Design Day Flight Schedules (DDFS) will be developed for the base year and a future planning
activity level for the unconstrained and constrained forecasts. The DDFS will be based on the
average day peak month departures as projected in the aviation demand forecast and will include
anticipated future changes to aviation activity such as changes in aircraft fleet mix, airline service
(new entrants and destinations as well as potential loss of service), gate utilization, and industry
trends anticipated within the planning period. The design day flight schedule will be used to
validate the number of gates and determine the appropriate size for each gate based on the fleet
mix.
FAA TAF and Airport Forecast Comparison
The results of the Airport forecast will be compared to the latest available TAF to determine if its

TASK 5: FACILITY REQUIREMENTS & DEMAND / CAPACITY
ANALYSIS
This task focuses on conducting a demand/capacity analysis and developing the future facility
requirements based on the forecast scenarios and then assessing what improvements will be
needed to meet those requirements. Demand/capacity and facility requirements will be
completed for those elements of the approved Common Ground Recommendations that need
further review and/or validation. Emerging trends in the industry will be identified and discussed
in the context of how they may impact future facility needs.
5.1 AIRFIELD ANALYSIS
5.1.1 Validate Airfield Demand/Capacity Analysis and Future Requirements
The Airport Layout Plan team will prepare a high‐level demand‐capacity analysis of airfield
elements from the approved Common Ground Recommendations that require additional
validation, including the west side parallel taxiway, relocated deicing pad, and elements of the
terminal apron. These facilities will be evaluated based on existing and forecasted demand (e.g.,
maximum aircraft size) to determine if alternatives are required. In addition, we will work with
Pitkin County staff and stakeholders (Airlines, FBO, others) to document airfield facility,
operational, and procedural improvements required for the safe and efficient operation of the
airfield.
Evaluate the potential impacts of technology, airline fleet mix changes, and other industry trends
on the need for new or modified airfield facilities.

curb front and non‐secure space; check‐in and passenger processing areas; baggage processing
and screening; security screening checkpoint and TSA; concessions; airline support space
(including ATO, lounges and bag service offices); airport administration and support space;;
circulation and other public functions (including restrooms); aircraft parking/gates and passenger

5.4 SUPPORT FACILITIES ANALYSIS
The Airport Layout Plan team will prepare a high‐level demand‐capacity analysis of support
facilities elements from the approved Common Ground Recommendations that require additional
validation such as corporate/general aviation and relocation of the Air Traffic Control Tower.
Additional facility requirements for Aircraft Rescue and Fire Fighting (ARFF) and Snow Removal
Equipment (SRE) building will be considered but are anticipated to be adequate based on existing
expansion capacity.
5.4.1 Corporate/General Aviation
Forecast demand will be used to establish future requirements for general aviation facilities at the
Airport. Assessment of aircraft parking (ramp, tie‐down, hangar, etc.) for based and transient
activity will include the impact of shifting the taxiway to achieve adequate separation from the
runway. Assessment will also include review of additional aircraft parking necessary to reduce or
eliminate “drop and go” operations if existing or planned ramp space is inadequate to do so. In
addition, the viability of using ICAO parking standards for GA aircraft, as suggested in the Common
Ground Recommendations, and their possible impacts on operational efficiency/safety will be
evaluated. Additional future aeronautical uses will also be considered for development options
along the west side of the airport.
5.4.2 Air Traffic Control Tower Siting
Air Traffic Control Tower (ATCT) siting analysis will determine up to three viable site locations and
tower height for a new ATCT. The analysis will use standards set forth in FAA Order 6480.4B,
Airport Traffic Control Tower Siting Process.

Ground Recommendations as well as providing recommendations for enhancing or
supplementing the facilities that were either not included or not defined adequately in the
Common Ground Recommendations. These facilities will be addressed by general function to
include airfield/airspace, terminal, landside and support facilities.
6.1 ESTABLISH ALTERNATIVES APPROACH
6.1.1 Identify Issues, Opportunities and Constraints
Based on the CGR and any demand/capacity and facility requirements analysis, identify issues,
opportunities, and constraints of the CGR and the existing airport and site. Diagrams and analysis
will represent the translation of the CGR program to the physical existing airport environment and
existing FAA criteria. Through this analysis we will identify the critical issues and constraints that
need to be refined/resolved. Alternative solutions for these technical deficiencies will be
developed for consideration by the airport.

6.2 AIRFIELD ALTERNATIVES

that are already approved by the Pitkin County BoCC, including a west side taxiway, terminal apron
and aircraft gating area, and the aircraft deice facility. This task will provide Airport staff with a
preferred alternative, along with the associated justification of airfield facility and operational
improvements. Consideration of a new runway or additional items outside of the already
approved Common Ground Recommendations will not be part of this alternatives’ analysis.

6.3 COMMERCIAL PASSENGER TERMINAL BUILDING ALTERNATIVES
6.3.1 Develop Terminal Building Alternatives
Based on the terminal description in the Common Ground Recommendations, and in
consideration of the landside requirements, preliminary passenger terminal, concourse, and
charter terminal alternatives will be developed in block diagrams. Preliminary terminal
alternatives will be developed using 2D AutoCAD block diagrams.
The preferred alternative will be refined to incorporate relevant comments from the evaluation
process and to more clearly explore how it meets the long‐term passenger demand.
6.3.2 Concourse and Gating Alternatives
This subtask will validate the number and size of the gates at the terminal that were established
in the Common Ground Recommendations. The evaluation/resolution of 7 v 8 aircraft gates, fleet
mix, terminal, and gate configuration. The validation of the Common Ground Recommendations
will also consider the Forecast (Task 4) results including the fleet mix validation.

widening roadways, intersection/interchange re‐configurations, road relocations,
and adding new roadway links.
Operational improvements including minor changes to roadway operations or
curb space allocation.
Potential improvements to respond to changes to regional access roadways or
changes in adjacent land uses and terminal integrated intermodal facilities, such
as RFTA and RACs.

6.5.1 Develop General Aviation Facility Alternatives
This task consists of the preparation of up to two (2) concepts for the future development of the
general aviation facilities of the airport based on their individual facility requirements. The initial
alternatives development will match up general aviation facility requirements with available land
with a focus on evaluating the use of specific parcels for general aviation against other needs,
including airfield access and midfield runway crossings. The alternatives will also address
development options that reduce or eliminate the need for drop and go type operations and
incorporate ICAO standards for aircraft parking, unless determined to be non‐viable in Task 5.
6.5.1 Air Traffic Control Tower Siting Alternatives
This task consists of identifying up to three (3) conceptual locations for the future development
of the Air Traffic Control Tower. Siting considerations identified in Section 5 will be
integrated/modified with other alternatives components (airside, terminal, landside, support) to
minimize operational and functional impacts and maximize operational efficiency and flexibility.
The siting alternatives for the ATCT will include coordination with the FAA to ensure all site
selection impacts are known and feasibility with other air traffic functions are addressed. A
detailed assessment of the structure or materials used for design is not included.
6.5.2 Additional Support Facility Alternatives
Alternatives will be developed for certain ancillary support facilities that meet the community
goals identified in the Common Ground Recommendations, including employee housing, airport
micro grid, solar/solar farm, public aircraft viewing area/s, noise and visual berms, and geothermal
opportunities. Alternatives for these support facilities will be identified in coordination with the
Aspen Public Works Master Plan and other relevant planning efforts. Working with the Airport, a
preferred site for each facility will be identified. Additional analysis may be required to identify
areas for electric vehicle charging stations, micro grid battery packs, and transformers prior to the
completion of the ALP document.

The proposed development plan will identify each individual Airport project proposed within the
planning horizon, along with the supporting cost data. Construction duration and sequencing will
be included through the development of the roadmap. This task also includes development of a
financial action plan which will identify the sources and uses of funds necessary for financing
projects included in the 20‐year implementation plan.
7.1 PRIORITIZED/SEQUENCED CAPITAL IMPROVEMENT PLAN
Using the results from the CGR and ALP Update analysis, the needs identified in the Facility
Requirements, the projected passenger activity, and assumptions on available funding, the
sequence of the recommended projects will be identified and prioritized. Project phasing
requirements will reflect enabling and successor projects within the roadmap.
7.2 SOURCES AND USES OF FUNDS
7.2.1 Available Funding/Funding Plan
Identify available, and appropriate (i.e., grants, bonds, airport cash, private investment, PFC, CFC,
etc.), project funding opportunities and assumptions and map them to eligible projects over the
course of the program. Funding assumptions will be verified with appropriate authorities (airport,
FAA, etc.)
Option: Funding Plan includes assessment of an option for the Airport to construct and maintain
Air Traffic Control Tower and lease the facility back to the FAA. Note: This option will only be
considered if all federal funding options are not viable.

8.1 PRELIMINARY REVIEW OF SUSTAINABILITY COMPONENTS
To ensure the projects meet the county/airport/community goals established in the ASE Visioning
process, a high‐level review and coordination of sustainability aspects specific to the ALP Update
components (i.e., Common Ground Recommendations) will be conducted and documented.
Goals include noise and emission reduction, sustainable operations, carbon offsets, etc. This effort
will compile and organize the ongoing as well as future sustainability efforts at the airport and
discuss opportunities to leverage the ALP Update components to further these efforts. This task
does not include environmental processing (NEPA) resulting from changes to the previously
approved FAA projects.
8.2 ENVIRONMENTAL OVERVIEW (PROPOSED DEVELOPMENT PLAN)
8.2.1 Review Proposed Development Plan
Prior to implementation of recommended Airport Layout Plan update projects, the potential
environmental effects of each project must be reviewed in accordance with NEPA. The

related to the set of recommended development projects identified in the Airport Layout Plan to
support development of an environmental processing strategy for Airport Layout Plan projects.

Runway 15/33. The Advisory Circulars identified below detail the data collection requirements
and accuracies for the project and the verification process by the Federal Aviation Administration
(FAA) and the National Geodetic Survey (NGS).

9.1 UPDATE AGIS IMAGERY AND MAPPING
The purpose of this project is to accomplish an FAA Airport Airspace Analysis Survey for all
surfaces defined in FAA Advisory Circular 150/5300 ‐ 18B: Section 2.7.1.1 Runways with Vertical
Guidance. For this project, we will acquire new vertical stereo digital imagery at a physical image
scale of 1” = 2,500’ of the obstruction surface areas and 1” =1,250’ of the mapping limits. The
aerial imagery will cover all the Airspace Analysis surfaces using an UltraCam Falcon prime (UCFp),
or comparable, during leaf‐on conditions.
From the 1” = 2,500 imagery, we will produce the following:
Limited landmark feature planimetric mapping
Color digital orthophotos with a 1.0’ pixel resolution
Identification and mapping of obstruction obstacles for all VG surfaces
From the 1” = 1,250 imagery, we will produce the following:
100 scale mapping with 2’ contours of the existing airport property (788 acres)

Quality Standards
The project has been designed to conform to the National Map Accuracy Standards for 1”=100’
scale planimetric feature collection, two foot contours and six and twelve inch orthophoto
production. In addition, we ensure that the photogrammetric mapping will meet all FAA and NGS
standards. We will exercise reasonable care and will conform to the standards of practice
ordinarily used by the photogrammetric profession.
Project Area
The project area encompasses all of Aspen/Pitkin County Airport (ASE) inclusive of the obstruction
surfaces as defined in AC 150/5300‐18B.
Control Surveying
The aerial photography will be completed with ABGPS control which will be used for the base
control for the geo‐referencing of the aerial imagery. The Consultant will process the ABGPS data
using COR stations and reference it to the project control datums:
Horizontal: North American Datum of 1983/2011 (NAD 83(2011)), in the CO State
Plane Coordinate System, Central Zone in US survey feet.
Vertical: North American Vertical Datum of 1988 (NAVD 88)
The Airport Layout Plan Team will complete all the remaining on‐site ground control surveys,
including:
Geodetic control validation of the existing airport PACS and SACS stations or
establish temporary airport control according to the guidelines established in AC
150/5300‐16B
Establishing all necessary photo‐identifiable ground control and FAA mandated
checkpoints required to validate the ABGPS and IMU control.
Collection of all the airport runway end positions
Collection of vertical profiles for all runways
Collection of the position, elevation, and where required the appropriate
navigational aid perpendicular point of all electronic and visual navigational aids
(NAVAIDS) located on the airport and associated with any current instrument
approach servicing the airport
Full field‐collected attribution of all airport features
All other tasks, not specifically listed above, as outlined in FAA AC‐18B, Table 2‐1
“Survey Requirements Matrix for Airport Layout Plan.”
Final Survey Report
Photogrammetric Mapping
We will collect the features normally shown on 1" = 100' scale mapping within the mapping limits
identified. We will build a digital terrain model (DTM) by collecting masspoints and breaklines.
These DTM elements will be used to construct a triangulated irregular network (TIN) surface from
which 2' contours will be interpolated. Contours will be dashed in areas where the ground is
obscured by trees, dense brush, deep shadows or other obstructing features. Dashed contours

indicate a lower level of accuracy. Additional field surveys should be performed in areas of dashed
contours prior to design. All contours will be continuous polylines. The final data will be delivered
in ESRI Shapefile and AutoCAD formats and will include Digital Elevation Model (DEMs) and
Triangulated Irregular Network (TINs) representations as deliverables.
Orthophoto Mapping
We will use the control solution and imagery to generate a Digital Elevation Model (DEM) of the
VG surfaces. The imagery will be processed into color digital orthophotos using the DEMs to
rectify the images. Orthophotos for the entire project area will be developed with a 1.0’ pixel
resolution and for the airport property, with a 0.5’ pixel resolution. Orthos will be delivered in a
GeoTIFF file format.

The Obstructions Surfaces to be uploaded to ADIP will satisfy the requirements of AC 150/5300‐
18B:

The specific types and quantities of obstructions for each surface are outlined and clearly defined
for the surface in each circular section. Any obstructions that meet the requirement of the circular
but are of a nature that elevations at the highest point of the obstruction are virtually impossible
to read through photogrammetric methods (cell tower, electrical tower, etc.), will be identified
and relayed to the surveyor to initiate field surveyed elevations for the obstruction.
The obstruction delivery will include the limited landmark planimetric feature collection.
All planimetric features will be developed in both AutoCAD and ESRI Shape File formats (including
appropriate attribute related tables). Format will be in appropriate and logical feature type
(Point/Line/Polygon/Text) for analytical and display purposes.

DEMs and TINs
9.2: INVENTORY VALIDATION
The AGIS survey will be used to document a baseline of the airport and used to develop attributes
for all existing airport infrastructure and land uses. The inventory validation will document the
existing facilities at the Airport in support of completing the ALP and other tasks within the scope
of work. The following describes the required elements of this task. The inventory will rely on
documents provided by Pitkin County, collected from other sources by the Airport Layout Plan
team, interviews with tenants and Pitkin County staff and site observations. The validated
inventory will be put into a GIS database and web based application that supports
access/visibility/use for the airport.
9.2.1 Airfield/Airspace Inventory
Develop an inventory of existing airfield facilities in graphic formats using existing aerial
photography and information from the Airport. Recent planning studies will serve as a basis for
identifying existing conditions. Data will be validated through the sources and means described
in the task summary. Specific subtasks include:
Obtain available documentation on previous Pitkin County analyses and
recommendations on arrival/departure efficiencies, taxiing efficiencies, and
gate/hardstand optimization.
Obtain copies of other recent relevant operational studies such as the
Environmental Assessment
Using existing drawings, updated based on aerial survey data, assess whether
existing airfield components meet current FAA airport design standards as
identified in FAA Advisory Circular 150/5300‐13B Airport Design. Non‐
conforming conditions shall be noted and incorporated in the technical
memorandum.

Document current air traffic control systems, agreements, and procedures to the
extent required for the purposes of the Airport Layout Plan.
Obtain most recent 10‐year data on distributions of the ceiling, visibility, and
winds from the National Weather Service’s hourly Surface Weather Observations
and data on runway‐use configurations and associated weather conditions from
the FAA Aviation System Performance Metrics (ASPM) database. Information will
result in the development of appropriate Wind Rose diagrams.
Obtain information/copies of any existing modifications to airport design
standards (MOS).

9.2.2 General Aviation Facilities Inventory
Develop an inventory of existing general aviation facilities in graphic formats using existing aerial
photography and information from the Airport. The summary will include the general operational
characteristics of the facilities along with a table summarizing the facility type, tenant, and size.
The facilities will be verified by review of available documentation, field visits, and discussions
with individual stakeholders. Information to be collected includes:

9.2.4 Existing Terminal Space Inventory & Operations
This section will document existing floor plans, with room numbers and utilization, along with
current lease areas and tenants for all passenger terminal and concourse buildings. Information
regarding the utilization of the existing terminal building, airline gates and apron area will be
collected. The terminal building will be analyzed to understand the existing functional layout and
general facility operation. A summary of the existing operation will be prepared with supporting
photographs and graphics of the existing flow of passengers, baggage, and the flow of goods
through the terminal building.
A table will be developed to summarize the existing terminal square footage by function. This
table will also serve as the format for the Facility Program Requirements. The assumption is that
CAD versions of the floor plan of each building will be made available to the project team.
Meetings:
Meeting with the Airport to discuss available terminal information. Site visit to
review existing terminal layout, utilization and leases including back‐of‐house
space. Meeting will be coordinated with Kick off meeting.
9.2.6 Develop Landside Inventory
This task will involve collection and review of available relevant studies and data related to ground
transportation and parking facilities. The areas to be included in the assessment of existing
conditions for ground transportation and parking facilities include:
Roadways and vehicular traffic—both on the Airport and on roadways connecting the Airport to
the regional highway network
Terminal curbsides
Parking facilities, including public parking, employee parking, and cell phone lots
Taxi, TNC, and commercial vehicle staging areas
Rental car facilities

9.2.7 Existing Land Use Plan review and Baseline
Review and assess existing land use plans, other studies and associated efforts recently completed
to establish and integrate baseline considerations for land use and development planning. A
summary of the existing Land Use Plan will be prepared for incorporation into the Airport Layout
Plan to integrate with vision and identify overlapping goals and objectives. Preferences and
priorities for future use and airport targets and opportunities related to land use and real estate
identified in the Plan will be included.

9.3 COMPLETE AIRPORT LAYOUT PLAN PACKAGE
Using the data from the prior tasks, the Consultant will produce a complete plan set comprising
the traditional ALP. The drawing set will be prepared in AutoCAD and will be delivered in
Electronic PDFs, original CAD files and GIS Shapefiles. Consultant will prepare a full and
comprehensive set of drawings, as defined in Chapter 10 of FAA Advisory Circular 150/5070‐6B
Airport Master Plans, FAA ARP SOP 2.00, Standard Procedure for FAA Review and Approval of
Airport Layout Plans. The ALP drawing set will include the following sheets:

A Draft of the ALP package will be delivered to Pitkin County and then the FAA for review. Three
(3) rounds of review comments and edits are included in this scope, which includes two (2) with
Pitkin County and one (1) with FAA. Electronic PDFs of the full ALP set will be provided for each of
the review periods. Consultant will coordinate with county staff to ensure the final ALP set
deliverable products are useful and usable, this includes the incorporation of the ALP into a web
application.
The final ALP package will be delivered to the FAA for Final approval. One final round of review
comments and edits are included in this scope. Electronic PDFs, original CAD files and GIS
Shapefiles of the full ALP set will be provided.
9.4 ALP REPORT AND WORKSHOPS
9.4.1 ALP Narrative Report
Documentation will be provided in the form of a Summary Report compliant with the format as
outlined in FAA ARP SOP 2.0 ‐ Standard Procedure for FAA Review and Approval of Airport Layout
Plans (October 1, 2013). No other documentation will be provided.
9.4.2 ALP Workshops
It is anticipated that this task will include up to two meetings. The two meetings include: (1) one
meeting to discuss the draft ALP with Pitkin County staff, the Airport Advisory Board (Airport
Advisory Board Meeting #7), and possibly the BOCC; and (1) one meeting with the FAA to discuss
the draft ALP and comments associated with it. FAA comments may be addressed via the
telephone or email communications.

TASK 10: ENVIRONMENTAL PROCESSING AND APPROVAL
The FAA issued a FONSI/ROD in July 2018 for an Environmental Assessment (EA) for runway and
terminal area improvements at the Aspen/Pitkin County Airport (ASE). Since the issuance of the
FONSI/ROD, however, Pitkin County (the County) has adopted the Common Ground
Recommendations which vary from the scope of the EA approved in 2018, including shifting
Taxiway A to the northeast and relocating the air traffic control tower (ATCT) instead of shifting
Runway 15‐33 to the southwest. Both of these modifications may be considered by the FAA to
be outside of the scope of the Proposed Action put forth in the previous EA. Therefore, three
potential tasks associated with addressing the proposed changes to the EA approved in 2018 are
considered below.
10.1 – COMPARE EA PROJECT COMPONENTS TO PROPOSED COMMUNITY CHANGES
Thoroughly review the currently approved EA and compare it to the measures proposed through
community engagement, which will include:
The ALP team will develop a Project Comparison Matrix, which documents:
Differences between and similarities with project components of the EA and
proposed community changes
Environmental impacts documented in the EA and anticipated environmental
impacts of proposed community changes
The results of the Project Comparison Matrix will likely suggest one of three possible outcomes:
1. If certain project elements (e.g., the terminal) and their related impacts are similar enough to
the original EA, the FAA may concur that those specific project elements are adequately
addressed, relative to NEPA under the previous EA.
2. If remaining project elements or their expected environmental impacts are noticeably different
from what is documented in the EA, and based on public controversy, FAA may require the
County to update the EA through a Supplemental EA.
3. If the remaining project elements and their related impacts vary substantially from what was
evaluated in the original EA, and based on public controversy, FAA may require the County to
perform an entirely new EA.
Based on an analysis of the Project Comparison Matrix, the ALP team will assist the County in
developing a FAA coordination plans for one or more of the three possible outcomes, as
necessary. Factors that are likely to affect which approach the County puts forward to FAA
includes:
The ability to “salvage” the terminal improvements portion of the original EA, including the
more recent related stakeholder suggestions, to avoid performing a Supplemental or entirely
new EA for those project elements
Relatedly, the ability to “dis‐connect” the Taxiway A shift as a separate safety‐related
improvement, thereby avoiding delay in implementing the terminal improvements
Assumes a potential subsequent EA for the Taxiway A and ATCT shifts

elements. This supplemental EA would build on the analyses performed in the previous NEPA

Getting paper or electronic copies
At any time, you may request from us a paper or electronic copy of any record provided or made

documents are first sent to you. After such time, if you wish for us to send you paper or

Withdrawing your consent

DocuSign user account to receive required notices and consents electronically from us or to sign

Unless you tell us otherwise in accordance with the procedures described herein, we will provide
electronically to you through your DocuSign user account all required notices, disclosures,
authorizations, acknowledgments, and other documents that are required to be provided or made
available to you during the course of our relationship with you. To reduce the chance of you
inadvertently not receiving any notice or disclosure, we prefer to provide all of the required
notices and disclosures to you by the same method and to the same address that you have given
us. Thus, you can receive all the disclosures and notices electronically or in paper format through

in your DocuSign account by following the process for changing e-mail in DocuSign.
To request paper or electronic copies from Pitkin County
To request delivery from us of paper or electronic copies of the notices and disclosures
previously provided by us to you electronically, you should request those documents from Pitkin
County under the Colorado Open Records Act by contacting the Pitkin County custodian who
sent you the document for signature.
To withdraw your consent with Pitkin County
To inform us that you no longer want to receive future notices and disclosures in electronic
format you may:
i. decline to sign a document from within your DocuSign account, and on the subsequent
page, select the check-box indicating you wish to withdraw your consent, or you may;
