HomeMy WebLinkAboutdisadvantaged.business.planREADING ON DRAFT RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF PITKIN COUNTY, COLORADO APPROVING DISADVANTAGED BUSINESS ENTERPRISE (DBE) PLAN FOR THE ASPEN/PITKIN COUNTY AIRPORT AGENDA ITEM SUMMARY REGULAR MEETING DATE : September 10, 2003 AGENDA ITEM TITLE : AsperffPitkin County Airport's Disadvantaged Business Enterprise Plan (DBE) STAFF RESPONSIBLE : Jim Elwood DESCRIPTION OF ISSUE : The DBE Plan presented to you today (copies of the Plan are available in County Clerk's Office) is an amendment to the plan presented and approved by the Board in November 1999. This revised DBE Plan is established in accordance with the requirements of the United States Department of Transportation (DOT). The plan was also submitted to the Federal Aviation Administration, Civil Rights Office and has received their review and approval. As a recipient of funding from DOT, the County has signed an assurance that it will comply with the provisions of 49 CFR Part 26, "Participation by Disadvantaged Business Enterprise in DOT Financial Assistance Programs". This plan is a requirement of the DOT to receive federal funding from the FAA. This revised DBE Plan has been prepared by Carter & Burgess, Inc. on behalf of the Aspen/Pitkin County Airport. Now that the plan has received all of the necessary reviews and approvals it is being submitted to the BOCC for final signature. The following paragraph provides a summary of the DBE program. The Department of Transportation (DOT) has had in effect for more than 20 years a policy of helping small businesses owned and controlled by socially and economically disadvantaged individuals, including minorities and women, in participating in contracting opportunities created by DOT financial assistance programs. The Department, through its Operating Administrations, distributes in excess of $20 billion annually to help finance thousands of projects across the country. Approximately 85% of the assistance dollars is for construction. The major portion of the construction funds is allocated to State highway and transportation agencies for highway construction. The balance is provided to local public transit and airport authorities for mass transit and airport facilities. RECOMMENDED BOCC ACTION: Approve and sign the revised Plan and the Resolution as presented. Please Note: A copy of the Plan is on file with the Clerk's Office. A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF PITKIN COUNTY, COLORADO APPROVING DISADVANTAGED BUSINESS ENTERPRISE (DBE) PLAN FOR THE ASPEN/PITKIN COUNTY AIRPORT Resolution # , Series of 2003 RECITALS 1. Pitkin County, a Colorado home-rule County, is the owner, sponsor and operator of the Aspen/Pitkin County Airport (Sardy Field), located in the vicinity of Aspen, Colorado, and has the authority to regulate commercial activities and to lease and license space at the Airport. Pursuant to, inter alia, 1973 C.R.S. 41-4-101 et seq., 30-35-202, Title 10 of the Pitkin County Code, and Section 8.7 of the Pitkin County Home Rule Charter; and 2. The Aspen/Pitkin County Airport receives federal funds for various improvement projects; and 3. The Board approved the DBE Program Objectives and Policy Statement in November 1999; and 4. As a requisite for receipt of these federal funds, it is required that the Aspen/Pitkin County Airport participate in the Disadvantaged Business Enterprise (DBE) program and have this revised DBE Plan on file; and NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF PITKIN COUNTY, COLORADO, THAT: Section 1 The revised DBE Plan is approved by the Board of County Commissioners. Section 2 The Chair (or Vice-Chair) of the Board of County Commissioners is hereby authorized and directed to execute on behalf of the County this Resolution and the subject documents to accomplish the transactions that have been approved as to form by the County Manager and County Attorney. Section 3 A true and corrected copy of the Plan shall be kept available for public inspection during normal business hours in the office of the Pitkin County Clerk and Recorder, Pitkin County Courthouse, 530 E. Main, Aspen, Colorado 81611, and the office of the Director of Aviation, 0233 E. Airport Road, Suite A, Aspen, Colorado 81611. INTRODUCED, READ AND ACCEPTED ON THE DAY OF ,2003.
