Due to our unique knowledge of the local area and the Upper Red site itself we’ve developed the following plan consistent with your RFP plus we have made the additional effort to detail our approach. First, we understand the challenges in getting material to the site and recognize why the mobilization phase of this project is extremely important. Over 20 yards of concrete alone are needed for this project. Most contractors are not aware of the road conditions but we understand the limitations in taking large trucks to the site and need to haul 35+ loads over 4,000 pounds. This cannot be done efficiently with standard heavy-duty pickup trucks. Our approach will be to use off-road telehandlers to move one pallet (approx. 4,500 pounds) to the site at a time. We anticipate being able to make four or five trips per day due to it taking approximately an hour each way with material staged just inside the Forest Service/County gate in the open field area. We will first move the pallets of concrete, road base gravel and water totes. Concurrently to the material mobilization, we will mobilize the excavator and building materials to the site with the goal of starting excavation and layout of the new solar arrays after day one. The goal will be to excavate, build forms and start tying rebar all within the first week. As concrete and water arrive, we will pour each of the grade beams which are designed at approximately five yards of concrete each. All concrete will be mixed on-site in a similar fashion as was recently done for the Pitkin County Thomasville project. We have experience in mixing concrete on-site which will be critical as the method of trying to transport the concrete in loader buckets (or while already wet/charged) to the site is not viable. Starting with the time the concrete would be mixed at the batch plant, driven to the trailhead, loaded into a loader bucket (or similar) and then driven to the site would exceed the RFP requirements and concrete supplier limits of charging time until placement. The only other option would be to fly concrete to the site which adds significant cost to the project. Utilizing the KMax helicopter we could fly 1 yard of charged concrete to the site at a time. This method it would add approximately $28,000 to the project for helicopter time. As the grade beams are completed, the new solar array will be assembled and installed. We will trench the new conduit from the solar arrays to the building, pull the new PV wire and install the solar combiners. We plan to install one Outback PV8 to mate two 6-panel strings and one Outback PV12 to mate the other four 6-panel strings (two on each bus). This will allow us to bring three #10 conductors back to the shelter, one to each solar charger. After the wiring is in place, we will move the panels from the existing array to the new array as to minimize outage time. All wiring will be secured with stainless steel cable clips, no zip ties shall be used. Following the solar array installation and commissioning, we will work on the new grounding system and demo the old arrays. Any mounts requested to be saved by the county will be neatly stacked on site. Any remaining material will be hauled off the mountain and final site grading will occur. We’ve taken some time to propose solutions to the requested alternate work which will be detailed further in this proposal. They include trenching a new AC circuit to the Aspen Skiing Company building, replacing the roof membrane and building a retaining wall, and expanding the generator room and entry, along with minor road repairs and improvements. Although this is intended to provide a high-level overview of our approach, EMT would be happy to provide additional details if requested. We anticipate the entire project taking approximately 3 weeks from start to finish. UPPER RED CONSTRUCTION Page 4 Project Team Jeff Edelson – President & Project Lead Jeff has an undergraduate degree (BA) in Business Economics from Michigan State University and a Master’s in Business Administration (MBA) from the University of Colorado. Jeff has a very diverse background which includes construction and telecommunications work for over 15 years and working as an emergency responder. He has extensive experience in communications, training and project management. He has solely managed construction projects in over $4 million dollars in value. His experience lies in site and tower modifications, antenna and line installation and complete site builds. He is certified in fall protection and rescue. Jeff holds a current Unlimited Builders license and Best card in Pitkin County, has extensive history working for Pitkin County and fully understands the desired outcome required by this RFP. Joel Kogan – Project Superintendent Joel has 20+ years’ experience working in the construction industry. Joel’s expertise lies in all facets of construction. Joel will be in the field managing the crews and onsite tasks. Joel is proficient and excels in pushing the schedule to ensure that projects are completed on time and on budget while providing an atmosphere of safety. Joel has demonstrated this multiple times while working on Pitkin County projects which include the Thomasville, Elephant, Williams, Loge and Sunlight site builds. Joel’s experience includes heavy equipment operation, installation of tower and shelter foundations, grounding to Motorola R56 standards, tower erections, tower modifications, antenna and line installation. Joel is certified in fall protection and rescue. For this project, Joel will execute the plans in the field and drive the schedule to ensure we exceed RFP expectations. Prime Contractor / Subcontractor Elk Mountain Technology (EMT) www.ElkMountainTech.com EMT was established on the foundational principles of integrity, excellence, and reliability. EMT has developed a powerful skill set and reputation for providing quality services. Construction, installation of communications infrastructure and maintenance are our areas of expertise. As shown in the attached GANNT chart, we will immediately order the needed equipment and supplied. Current lead times from our vendors are as follows: • MT Solar: Estimated to ship in 3 weeks • Concrete: Currently available • Rebar: 2 weeks to prepare EMT is planning the “construction” phase of the project to begin on July 11th and complete by August 5th. This is approximately 3 weeks. Our timeline includes sufficient contingency time and it is our goal to complete this project in less time to minimize any impact. Completing a project in less time than anticipated would be consistent with our past performance in similar projects. A full-page GANNT chart has been submitted with our bid as “Attachment A – GANNT Schedule” Current Workload Our projected workload for 2022 will allow us to easily meet the timeline for this project. EMT prides ourselves on maintaining a manageable workload to provide high quality services unlike many firms. As a previous provider for Pitkin County we believe our history proves this point. We limit the work that we perform unlike other firms that are focused on volume. We focus on quality work and thus schedule one project at any given time. We maintain this limited schedule for projects like this and will be able to prioritize this project to go beyond Pitkin County expectations. Project Change Management At Elk Mountain Technology we pride ourselves on communications. As consistent with the previous work we have provided for Pitkin County we provide daily reports to our clients and strive to provide services within the original project scope. As we are intimately familiar with the Upper Red road and site, we have developed an approach with the right equipment to minimalize and hopefully eliminate change orders. In the event of any change order or scope change, we would meet with Pitkin County, review proposed change and ensure that all parties agree prior to engaging. Our cost structure for any change would follow the pricing for this project. We do not expect to be compensated for any change not agreed to prior performing the work. F. We already hold an Unlimited Builders license in Pitkin. We would be able to submit for any required permitting immediately upon contract award. Generator Room Expansion We propose expanding the generator room in a similar fashion as depicted in “Appendix C Site Designs v2”, page 4. We would drill and dowel the existing slab under the generator and then pour a new pad in front of the current shelter and generator door. This would provide a cohesive slab from the current generator pad to the south where the expansion would occur. We would remove the existing roof and provide a new single sloped roof running from the south sloping back (shedding) to the north. This will allow us to remove the wall with the existing generator room door to create one large room as depicted in the drawing. As we recently installed the door for the existing shelter, we do not want to remove it as we feel keeping a fire door between the generator room and shelter is important, it would be difficult to remove without damaging it, and the minimal cost of a new door would offset the labor of trying to move the existing door. The new roof would be covered in metal and the walls covered in T1- 11 wood siding painted a similar color green as the existing walls. A new steel door will be provided and a matching Kaba style coded lock for entry. The cost inclusive of labor and materials for this component is $15,500. UPPER RED CONSTRUCTION Page 9 Roof Replacement & Retaining Wall We understand (and have seen) that the ground cover on the existing equipment shelter has eroded, exposing the roof of the shelter to the elements and that the County is considering excavation and replacement of the equipment shelter roof membrane. We work with a product produced by Duro Last which is a roof membranes capable of being installed under the earth (green roofing system). We are an authorized contractor for the Duro Last product which allows us install the membrane and still maintain the full product warranty. We are proposing the DL60 product which is a 60mil thick membrane that will come pre-welded from the factory for installation as one piece over the roof to prevent leaks. Prior to installing the PVC laminated membrane, we will install two layers of the Duro Guard glass mat insulation, which can bend around the curve of the roof. This will provide a barrier between the metal roof and any sharp edges also while spaning the gap of the roof ridges to ensure longevity of the membrane. To further extend the life of the membrane, we will install a Duro Last drainage mat on top of the membrane before placing earth over everything to promote drainage away from the membrane. As viewed in the attached cut sheet, the Drainage Mat is specifically designed for installation on green roofing systems in applications such as this project. This entire roofing system, first the Duro Guard glass mat against the metal roof, then DL 60 membrane, followed by the drainage mat will be installed using adhesive, not mechanical fasteners to ensure no new penetrations to the shelter area. Please review the attached cut sheets attached as “Attachment B – Roof System Cut Sheets”. In order to prevent further erosion of the roof membrane we propose building a retaining wall out of native stone. Based upon our experience at the site, we believe there is enough rock on site for us to build a wall similar to the one pictured to the right. We feel this approach would be best received by the County and Forest Service as it will look natural, blend into the local topography by using native materials on site all while maintaining the current vehicle access around the building. The cost for the roof replacement and retaining wall is $17,900 Conduit to Aspen Skiing Company This additional work is proposed as a 2” schedule 80 conduit from the Pitkin shelter to the ASC building. As we are familiar with the current situation, our price is inclusive of a turn-key circuit off the existing panel at the rear of the shelter. We will install a new 20 amp breaker in the panel, run flexible conduit from the panel to the exterior where we will tie into the newly buried conduit run to the ASC building and terminate with a 4-gang receptacle in the interior of the ASC building. Pricing includes pulling wire through the conduit and commissioning of the circuit. This is intended as a turn-key live circuit for the ASC. The cost for the buried conduit, labor and materials to add this circuit is $4,000. UPPER RED CONSTRUCTION Page 10 Project Cost EMT proposes a project fee of $147,946 for the mandatory items in the project. The optional pricing for the generator room expansion is $15,500. The optional pricing for the roof replacement and retaining wall construction is $17,900. The optional pricing for the conduit and power work to the Aspen Skiing shelter is $4,000. EMT would also like to propose two eight-hour days of road improvements for a fixed price of $6,000. As we have frequently traveled the road there are a number of trees leaning across or near the road that need to be cleared, a number of water bars and road areas that can be repaired. We proposes this as two days of minor road repairs with the mini excavator (not widening or major grading) to stay within the repair category of the Forest Service. The total cost of the project if all optional services are elected (Generator Room Expansion, Roof/Wall replacement, ASC conduit, Road Repairs) is $191,346. We are prepared to start acting on this contract immediately with the first “kick-off” meeting in the days following award. If given the opportunity, EMT will again demonstrate that we can fulfill a contract while exceeding Pitkin County’s expectations. We believe that our position as a past and current Pitkin County vendor with an intimate knowledge of the local area and the Upper Red site is extremely advantageous. Our team has more knowledge of this specific site than any other vendor which has allowed us to propose the methods we have. We are also aware of the construction along Highway 82 and the round-about and believe our schedule is viable and appropriate. Install only as much insulation as can be covered the same day with completed roofing.  The use of multiple layers of insulation with joints staggered a minimum of 6 inches between layers is recommended to eliminate thermal bridging.  Abut panel edges loosely (minimum of 1/16- inch gap on all sides) and stagger joints of adjacent panels. Gaps may need to be larger depending on factors like the roof deck's size, membrane color, deck surface temperature and time of year the roof assembly is installed.  Gaps must be no greater than 1/4 inch around all penetrations.  Refer to the appropriate Duro-Last roof system specification and detail drawings for deck preparation and attachment requirements.  Precautions must be taken to ensure that new concrete decks have fully hydrated and do not continue to release moisture. Install only as much insulation as can be covered the same day with completed roofing.  The use of multiple layers of insulation with joints staggered a minimum of 6 inches between layers is recommended to eliminate thermal bridging.  Abut panel edges loosely (minimum of 1/16- inch gap on all sides) and stagger joints of adjacent panels. Gaps may need to be larger depending on factors like the roof deck's size, membrane color, deck surface temperature and time of year the roof assembly is installed.  Gaps must be no greater than 1/4 inch around all penetrations.  Refer to the appropriate Duro-Last roof system specification and detail drawings for deck preparation and attachment requirements.  Precautions must be taken to ensure that new concrete decks have fully hydrated and do not continue to release moisture. Panel Attachment:  Panels may be attached to the roof deck using mechanical fasteners, insulation adhesive or hot bitumen. It is acceptable to use these products in combination. Mechanical Attachment  When installing multiple layers (which may include insulation, cover boards and thermal barriers) it is acceptable to mechanically secure through all layers.  Use fasteners and plates supplied by or approved by Duro-Last, Inc. Adhesive Attachment  Insulation adhesive must be supplied by Duro- Last, Inc. Refer to the adhesive’s Product Data Sheet for application guidelines. Hot Bitumen Attachment  When using hot bitumen on concrete decks, priming is necessary.  Temperature of the bitumen shall be approximately 50° F below the inter-ply hand mopping EVT.  The deck shall be dry and care must be taken to apply the bitumen in sufficient quantity to totally cover the available deck surface.  To ensure embedment, the board shall also be “stepped in” at several points while the bitumen is still hot enough to allow positive attachment.  Any roof membrane contaminated with bitumen must be replaced. Storage:  Must be protected from open flame and kept dry at all times.  Factory applied packaging is intended only for protection during transit.
