HomeMy WebLinkAboutbocc.res.119.2003 A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF PITKIN COUNTY, COLORADO SUPPORTING INDEXING TO INCREASE FEDERAL HUTF REVENUES Resolution #03- Recitals 1. The State of Colorado, as all states, is dependent on the federal Highway Users Trust Fund (HUTF) contributions for its transportation funding. 2. The Colorado Department of Transportation has predicted that it will have only $219 million for discretionary spending each year for the next twenty years, an amount that is insufficient to even maintain existing highways at their current level of maintenance. 3. The Colorado Department of Transportation has identified numerous projects throughout the State that are necessary for the safety of the traveling public and that currently have no funding source, nor is any funding source anticipated for the future. 4. The Federal Highway Administration ("FHWA") and the Federal Transit Administration ("FTA") indicate that the unmet needs of the surface transportation system continue to grow, and that the costs required to improve the surface transportation system far exceed the projected ability of federal, state and local governments to pay for them. 5. If the federal HUTF revenues were to be indexed to the consumer price index or some other measure of national economic growth, that would allow the revenues flowing to the trust fund to at least keep pace with inflation. 6. Without additional HUTF revenues to pass on to the states and for federal highways and transit, the transportation and transit systems in the State of Colorado and in other states will deteriorate. 7. Any increase in HUTF revenues could result in an increase in federal HUTF contributions to the State of Colorado. THEREFORE BE IT RESOLVED, that the Board of County Commissioners of Pitkin County, Colorado urges its federal congressional delegates to support the indexing of HUTF revenues and other means that will allow the HUTF revenues to better meet the needs of the nation's surface transportation systems.
