The legal description of the 25.5-acre property is Lot 3, Happy Day Ranch. The permit and record drawing was provided by Pitkin County Environmental Health Department (Parcel ID #2465-151-01-004). The subject OWTS consists of a 2000-gallon, single -compartment concrete septic tank followed by a 2000-gallon, two -compartment septic tank, followed by a concrete pump chamber with a duplexing pump system. Effluent is pressure dosed to a series of gravelless chamber trenches, connected with a manifold running down the middle of the chamber trench series. There are two sets of 12 trenches, each with six EQ 36 Infiltrator@ chambers for a total of 144 EQ 36 Infiltrator® chambers. Individual Sewage Disposal System Permit 98005 documents this system. The system was sized to accommodate 7 bedrooms; however, rooms in the structure that were not bedrooms were counted as potential bedrooms. The design accommodates 3185 gallons/day, in accordance with the design by Jerome Gamba and Associates, Inc. The permit and as -built drawing are enclosed. The septic tanks are located on the northwest corner of the barn. There is no access to the inlet side of the first 2000-gallon septic tank in the series, as noted on the as -built drawing. The other remaining manhole lids were accessible from grade and when checked during our August 17, 2016 visit, all septic tank compartments were found to be over -full. We checked the control panel and were not able to activate the pump. We returned to the site on August 25, 2016 with personnel from Valley Precast Service Department. Some electrical work had been done prior to our visit and the pump was able to be activated. Once activated, we were able to see the plumbing going in and out of the septic tanks. An effluent filter is present on the outlet tee of the second septic tank in the series. This filter must be cleaned annually, or as needed. Additional issues were discovered with the wiring and the control panel, and a decision was made to replace the control panel and replace one of the pumps. At the time of this visit, we further inspected the soil treatment area (STA), located on the hillside farther to the northwest and above the septic tanks. This area was cleared for ease of inspection, as many components of the system, including inspection ports, were accessible and visible from grade. We noted a broken lateral, above grade. This lateral was part of the pressurized system. Many laterals extended above grade and had screw caps. We also observed a 3-inch clean out at the beginning of the pressurized manifold that had a screw cap and when the pump was activated, the screw cap allowed pressure to dissipate. At that time, a repair plan was discussed. A letter from this office, dated September 3, 2016 outlining the repair, is enclosed. The septic tanks were pumped by RotoRooter on August 25, 2016 after our visit. Mountain Terrascape performed the repair on the STA. The end of each trench with a lateral visible from grade was excavated and some end chambers were found to be broken. New chambers or end caps replaced or were placed over the broken ones. Pressurized laterals were extended, using 90 degree sweeping ells and extended to grade. Ball valves were placed on the end of the laterals and covered with a sprinkler box for access. Some trenches were quite deep, in excess of 6-feet below grade. Also note that the only trench ends excavated were those with the laterals visible from grade. This was the vast majority of the trenches, but not all of them. The 3-inch clean out with the screw cap at the beginning of the manifold was eliminated and the 3-inch pipe simply reduces to 1-inch at the manifold transition. This will not allow pressure to dissipate at the beginning of the system. A metal steak was placed at this transition location. A metal steak was also placed at the end of the manifold for future location where another lateral extension was eliminated. Valley Precast replaced the existing Rhombus® control panel with an Orenco® panel. One pump in the duplexing system needed to be replaced. The other was found to be working properly. The electrical wiring was moved from inside the riser to a splice box located immediately outside of the riser. An invoice and/or documentation of all work performed by Valley Precast, including the pump replacement, must be submitted with this report to Pitkin County Environmental Health Department with the application for the OWTS Use Permit. All broken inspection ports were repaired and covered with a sprinkler box for future access. Ports were found to be dry. On September 13, 2016, we tested the system upon completion of repairs and were able to run several pump cycles prior to running low on water in the pump tank. We opened valves on several laterals to see if we were achieving pressurization of the portion of the STA with the open valves. We observed several laterals were able to be pressurized; however, this test is not reliable due to the depth of the trenches and the distance the lateral extends above the chamber. Although only one pump was functional at the time of this test, the OWTS appears to back in good working in order, in accordance with the intent of the original design by Jerome Gamba and Associates, Inc. Recommendations: Clean effluent filter annually, or as needed. This evaluation is not a guarantee of future system performance. This inspection is good for one year. This report and a receipt confirming the pump replacement from Valley Precast must be submitted to the Pitkin County Environmental Health Department. All setbacks must be maintained. Particular attention must be paid that the absorption area be at least 275 ft. from any wells, suction lines or springs; and that it be at least 225 ft. from any lakes, irrigation ditches, streams, rivers, etc. The setback distances from the absorption area to ditches may be reduced if the ditches are lined in accordance with the regulation. The effluent line must be buried below the frost level or be sloped enough to be self -draining to prevent freezing in the effluent line. Inlets, as well as outlets, to septic tanks must have tee's that come within V of the underside of the tank and where the bottom of the tee extends down at least 1 N' below the inlet. Two designs were submitted simultaneously; this design which had been stamped by the engineer and has been approved under this permit and another design using "Equalizer 36" gravelless chamber units. This second design was not stamped by the engineer, has not been approved by the Aspen/Pitkin Env. Health Department and, therefore, may not be installed. The legal description of the 25.5- acre property is Lot 3, Happy Day Ranch. Several items need to be addressed prior to this system passing the OWTS Use Permit inspection. These items are listed below and correspond with enclosures for guidance on repair. 1. All 1.5-inch diameter laterals must be excavated and exposed to the connection under the chamber. These laterals should be extended with a 90 degree sweeping ell and 1.5-inch diameter ball valve, cut to grade and covered with a 10-inch sprinkler box for access. See Detail 1/ W 1.0. There are 24 total laterals. If chambers are found to be damaged, they must also be replaced. 2. 4-inch diameter inspection ports must be uncovered and placed in a sprinkler box for access from grade. If broken, they must be replaced. 3. Same as #2 4. 3-inch diameter clean out must be uncovered to determine how this should be repaired, The current screw top cap is not sufficient to handle the pressure from the pumping system. Once uncovered, this office should be notified. 5. The pumping system is currently being repaired by Valley Precast out of Buena Vista, Colorado. The control panel has already been replaced and one of the duplexing pumps and a float are also scheduled for replacement. The wiring will be removed from the riser and placed outside of the riser in a splice box. Once all repairs are completed, this office must be contacted to complete the inspection. This will include testing the pressurized system to assure all piping is in good working order. Upon completion of testing, there are several areas of the soil treatment area that have sunk and created significant depressions. These areas must be filled in and revegetated. Disclaimer.
