APR 2 7 1990 ENVIRON MENTAL HEALTH ASPEWPITKIN' Draft Future Costs Smuggler Mountain Pitkin County, Colorado 5 February 1990 Prepared by: Bureau of Reclamation Upper Colorado Regional office Grand Junction Projects office Prepared for: Envircnmental Protection Agency Region VIII e work item IAG #DW14933305-01 SMUGGLER MOUNTAIN COST ESTIMATE DATED FEBRUARY S, 1990 GENERAL The following estimates were completed in accordance with guidance recieved from EPA on December 15, 1989 and subsequent direction provided by telephone conversations. All estimates were completed utilizing standard engineering estimating procedures. It can not be over emphasized that this nor any other estimate is any better than the data from which the estimate is derived. This estimate has been completed based on the data referenced in the references section with numerous assumptions. No additional data verification beyond that provided in the initial data and map development has been completed. Significant assumptions that have been utilized in this estimate are as follows; 1. Remediation area is as shown on map 1. 2. Within this remediation area no surface area presently covered with a hard surface or structure requires remedial action. 3. The actual surface area requiring remediation was developed based on utilization of two methods combined. The first method was to base the percent of the actual remedial surface area as determined by assummption #2 above requiring remediation by a percentage of the soil samples above 1000ppm lead verses the total number of soil samples taken in the area. This method was adjusted up or down based on a detailed review of the soils data and its distribution within the specified area. Another words if all the samples greater than 1000ppm were located in a small portion of the overall area the percentage was reduced and conversely if the samples were distributed fairly over the area the percentage was raised. When evaluating any portion of the estimate it is important to review and understand the specific assumptions associated with that section. Each section includes the assumptions utilized. Soil Sampling of Individual Pr9p2rties Toil Sampling Based on the assumptions noted in the soil sampling and remediation % determination a total of 425 soil samples are needed. Based on EPA RPM'S indication that 1988 sampling activity costs approximately $450,000 and the fact that we have more sample points but to a depth of 12" and that we would not take samples at various depths, this value was considered appropriate. Until we finalize the soil sampling density, any refinements to this estimate are of little value as your base no. (no. of samples) is the critical value to complete a more accurate estimate. BOR Support Soil Sampling It is assumed that BOR would contract with an A&E to complete the soil sampling program with oversight of that contract. :1 It would take approximately 1 1/2 months to write delivery orders, complete detailed cost estimates, and negotiate the final cost with A&E., Assuming the contractor takes 2 months to complete the soil sampling and a BOR coordinator was on site during this entire period as well as another; 1/2 month to finalize contract payments, review of documentation, and coordinate final deliverables. Placing geotextile and one foot of clean fill. Condominium remediation will include six inches of clean fill. One value will be developed for the entire area however for application throughout this area. This area requires remediation. Additional sampling est. @ 10 approximately 2 residential lots. Area is parking area; recommend pavement in place. Samples taken 9. � 23 no samples were taken on this property - Req. 5 Total taken to date = 9 + 14 - 23 WA 24, 14 samples were taken on this property, of which 11 were above the 1,000PPM level. Most of these were in the southeast area this area should be remediated without additional sampling. This is a large lot and thus 8 additional samples are assumed necessary.
