ISE: Mollie Gibson Park Amended Plat
Attached are the plans for the amended plat. The grading plan is as submitted to BOCC
on August 14, 1996. Added to that plan are the grades on the mine reposito►y sites as
requested, This plan complies with the representations made on site with BOCC on
September 10, 1996 with respect to revised grading and quantities of soils to be placed at
the mine, At this time, the temporary pile of contaminated soils located on the mine from
SilverLode Drive construction has been placed in its permanent location as has the
contaminated soil on the north end (closest to Centennial), Clean cap material has been
placed on the north end meaning the site is now capped in compliance with EPA/County
requirements, Excavation of material to achieve the proposed plat amendment grading
attached hereto will begin upon approval and recordation. We currently have the
contractor on alert to begin. This work will require approximately one month to complete
from the time construction begins including a new cap on the site.
The attached landscape plan is similar to the existing platted landscape plan with the
exception of the addition of sod on the "flat" areas, the addition of shrubs on the hillsides,
the revision of the seed mix, and the addition of a 2 rail, split rail fence. Irrigation has
been noted in compliance with current agreements with the City of Aspen. We do not
anticipate being able to make substantial progress on the landscaping this year due to
timing and weather. In all likelihood, landscaping will be accomplished in the spring of
1997, Four parking spaces have been added as shown on the plans. Trails have been
represented on the plans as discussed on site with BOCC.
In addition to these plans, we anticipate conditions of approval requiring adequate erosion
and sedimentation control and adequate maintenance of Smuggler Mountain Road during
construction,
Regulation No. 1 requires that a fugitive dust control plan be
submitted by applicants whose source/activity results in fugitive
dust emissions. The control plan must enable the source to
minimize emissions of fugitive dust to a level that is
technologically feasible and economically reasonable. If the
control plan is not adequate in minimizing emissions a revised
control plan may be required. The control plan (if acceptable to
the Division) will be used for enforcement purposes on the
source(s).
Please check the dust control measures which you propose for your
activity. The control measures checked will be enforced by the
Division. Use separate sheets if more space is needed. Also note
items with an asterisk (*). This indicates those measures which
will probably be required.

Aspen/Pitkin Environmental Health Department
As part of Pitkin County's agreement with the Environmenttam
Protection Agency to settle the Smuggler Mountain Superfund S
case, certain work must be performed. As you perhaps have see
a lot of remedial work has been 'taking place by the tennis courl
over the past 6 weeks. I
The next phase of the work involv I es the front yard o,f the Smuggle
M�ountain Apartments. It is a very simple remedy which include
placing some boulders along the existing wall by the streetI
, ani
i
adding about I foot of topsoil to the f ront yard behind t -
boulders. The soil will be raked, seeded and fertilized by Pitki
County or the County contractor ('Aspen Earthmoving).
When finished, the front yard will look pretty much like it does
now, only it will be a few inches higher.
There will be no cost to you as tenants of the Apartment:2
The area proposed for remediation was identified a few years ago
as having high enough lead in the soil to require some attention.
The purpose of this work is to cover the exposed soil containing
lead.
This FRIDAY , July 14th, will be the day the work will be started.
Since this is a small project, the work is scheduled to be
completed by the end of the day.
Please do not park your vehicles in front of the boulder wall next
to the street on Friday. With your cooperation you will only be
inconvenienced for one day.

This agreement is OK with the Env Health Department® Payment for
this work shall come from the Smuggler remediation fund.

the Land Mgt. Dept. will charge Environmental Health a rate of
$25/hour for 1 staff person and $40/hour for 2, for irrigation system
monitoring and maintenance. Driving time will be charged also at the
above rates. If it appears that we are spending more than 4 hours per
week on this, the two departments will reassess the agreement. we
will need to water until September 15. We estimate that total charges
for an 8 week period would be in the $800-1200
range.

the planting and weed pulling work done earlier in the year will be
charged at the aforementioned rates ($40/2 people). They spent 4-5
hours on this so the charges will be between $160-200.
