RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS (“BOCC”) OF
PITKIN COUNTY, COLORADO, ADOPTING THE PITKIN COUNTY CIVIL
RIGHTS PLAN
RESOLUTION NO. 068-2023
RECITALS
WHEREAS, Pursuant to Section 2.8.4 (Actions) of the Pitkin County Home Rule Charter
(“HRC”), all matters not required to be acted upon by ordinance or formal resolution may
be acted upon by informal resolution, and;
WHEREAS, Pitkin County is committed to complying with all federal, state and local laws,
and;
WHEREAS, Pitkin County has adopted policy statements of non-discrimination and equal
access and opportunity in employment through adoption of the Personnel Manual by
Resolution 006-2016 and;
WHEREAS, the State of Colorado Department of Health Care Policy and Financing
(HCPF) directed all counties administering federal assistance establish adequate internal
control processes through the development of a Civil Rights Plan to ensure the proper
handling of civil rights and discrimination complaints, ongoing civil rights training of staff
and monitoring of civil rights investigations and process changes as a result of complaints
and/or investigations, and;
WHERAS, Pitkin County believes all eligible persons should receive equal access to all
Pitkin County programs, services, activities, employment and general information, and;
WHEREAS, HCPF has initially approved the Pitkin County Civil Rights Plan. The BOCC
finds that it is in the best interests of the citizens of Pitkin County to approve this
Resolution.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Pitkin County, Colorado that it hereby adopts the Pitkin County Civil Rights Plan and
authorizes the Chair to sign the Resolution and upon the satisfaction of the County Attorney
as to form, execute any other associated documents necessary to complete this matter.
