Date Lindsay Maisch Human Services Director Nov-13-2023 Nov-20-2023 Executive Director Janelle Duhon Kara Silbernagel Nov-21-2023 Deputy County Manager Recovery Resources | Community Navigators Pilot Program 2023 1 Request for Proposal: Pitkin County Community Navigators (Street Outreach Navigators) Pilot Program 4/25/2023 Prepared by: Janelle Duhon, Executive Director, and Kelsey Brasseur, Development Director Summary: The following proposal is submitted by Recovery Resources to Pitkin County Health and Human Services with the purpose of funding a pilot program designed to: ●Alleviate community concerns about co-existing with homeless individuals in the shared public spaces and neighborhoods surrounding the Schultz Health and Human Services (HHS) building ●Increase community satisfaction with the daily operations of the Community Connection Point in its mission to provide critical basic needs services to homeless persons ●Empower homeless individuals to be good stewards of shared public spaces and to be “good neighbors” as they interact with other user groups ●Shift public perceptions of homelessness away from stigma and toward a more realistic understanding of the actual conditions of homelessness This pilot program will address specific concerns and perceptions that have been raised by local community members about how homeless individuals behave and how this group uses shared public spaces in and around the HHS building. The program’s main goal will be to establish that the Community Connection Point and its homeless participants are “good neighbors” to all those who live, work and recreate in the surrounding area. Proposal: Recovery Resources proposes to hire two (2) HHS Community Navigators who will work collaboratively with homeless individuals who are participating in Street Outreach, Unsheltered Outreach and/or Community Connection Point services. Community Navigators will encourage these individuals to be good stewards of shared public spaces and “good neighbors” in the community overall. These Navigators will work to alleviate important community concerns for neighborhoods adjacent to the HHS building, such as: neighborhood safety, neighborhood cleanliness and preservation of neighborhood character. Community Navigators will be 1.0 FTE employees of Recovery Resources and will be tasked with four main job functions: 1.Provide daily monitoring (on foot) of shared public spaces adjacent to the HHS building, including bus stops and trail systems, to remove trash and help homeless persons engage in respectful uses and stewardship of these shared spaces. Attachment A Recovery Resources | Community Navigators Pilot Program 2023 2 2. Host regularly scheduled stewardship events with the homeless community to pick up trash and care-take shared public spaces, such as bus stops and trail systems, so that such spaces remain open and inviting to all user groups. 3. Provide daily outreach to homeless community members to encourage usage of the Recovery Resources Community Connection Point for pro-social activities and peer connection. In addition, provide support to homeless individuals to encourage reduced participation in potentially threatening behaviors such as loitering and open substance use in public spaces. 4. Manage UPS Program participants to assist with trash clean-up efforts in shared public spaces adjacent to the HHS building, such as bus stops and trail systems. Outreach: Recovery Resources proposes that Community Navigators will work within a broader public outreach campaign targeting the stigmas associated with homelessness. As part of the pilot program outlined here, the goal of this campaign will be to create a positive shift away from stigma and toward a more realistic understanding of what it means to be homeless. The desired result will be to reduce negative perceptions of homelessness and to build greater compassion for individuals experiencing homelessness in our community, as well as a greater understanding of the complex mental, behavioral and physical health issues that many of Aspen’s chronically homeless residents navigate on a daily basis. Several negative perceptions of homelessness have recently been voiced by the community, especially by those living or working in neighborhoods adjacent to the HHS building. These perceptions include feelings of fear and feelings that homeless persons are misusing shared public spaces. A dedicated public outreach campaign, in addition to the work of the Community Navigators detailed above, will help cultivate more positive perceptions around the condition of homelessness and create greater public buy-in for the continuation of critical homelessness support services in our community. Suggested Budget - Year 1 Pilot: Community Navigator 1 - Salary: $60,000 + Fringe/benefits: $18,000 = $78,000 Community Navigator 2 - Salary: $60,000 + Fringe/benefits: $18,000 = $78,000 Public outreach campaign - $6,000 Trach clean-up supplies and trash disposal - $1,000 Computer and printer - $1,250 10% indirect (covers costs of gmail, Google voice contact numbers, and other expenses) - $16,425 Total budget - $180,675 AGENDA ITEM SUMMARY WORK SESSION DATE: May 23, 2023 AGENDA ITEM TITLE: Schultz Health and Human Services Building Community Meeting Follow-Up and Recommendations STAFF RESPONSIBLE: Jon Peacock, County Manager and Lindsay Maisch, Director of Human Services ISSUE STATEMENT: The neighborhoods surrounding the Schultz Health and Human Services (HHS) building have shared concerns regarding the expansion of the Emergency Overnight Shelter as well as services provided in the Schultz Health and Human Services building, and have asked for Pitkin County staff to identify ways to mitigate impacts. This feedback has been channeled through two separate neighborhood meetings, held on October 3, 2022, and April 18, 2023. BACKGROUND: The Schultz Health and Human Services building and Aspen Valley Hospital campus have a long history of serving individuals who are vulnerable in the community, including but not limited to those who are living with ongoing access issues to medical care, substance use treatment, mental health support, domestic violence advocacy, economic support, protective services, and those living in homelessness. The building was built in 1992, and at that time was approved as an emergency shelter site for the Red Cross. Around that same time Detox Services was approved as a 24-hour residential facility for substance use services. The intention of the Schultz Health and Human Services building was to serve those in the community who were most vulnerable and needed as much support as necessary, and has continued to hold that legacy. The Aspen Homeless Shelter (AHS) opened in 2008, where day services were provided, and coordinated with local faith partners to have emergency overnight shelters during the coldest months of the year at local churches. This method met a community need at that time, though was often difficult to navigate given barriers such as substance use and behavior preventing entry for individuals, as well as finding in-kind space to offer the service. In 2020, Aspen Homeless Shelter was not able to secure a place to offer overnight shelter. In December of 2021, with the resignation of the Executive Director, the AHS Board decided to terminate further business operations effective March 31, 2022. After an informal Request for Proposal (RFP) process, Recovery Resources was selected as the vendor to offer similar and expanded services. Their proposal included the basic services to keep individuals sheltered, safe and alive while meeting their basic needs, with two additional components including: 1. to run the winter overnight shelter out of the space proposed at HHS; and 2. an expansion of case management support for individuals who are unsheltered. With this new contract, up to March 31, 2023, Recovery Resources has provided respite overnight shelter for a total of 71 individuals, averaging around 14 individuals each month, with the highest volume of individuals accessing services in Attachment B November, December, of 2022, and January, 2023. In that time, a total of 28 individuals have received assistance and been successful in securing housing. This represents both an increase in the number of people served, and a significant increase in the number of people securing housing. It has also exposed a larger unhoused population than we had originally estimated needing services, and potentially impacting surrounding neighbors. At the April 18, 2023, neighborhood meeting, present in facilitating the meeting was the Director of Human Services, Lindsay Maisch; County Manager, Jon Peacock; Ambulance Director, Gabe Muething; Chief Executive Officer of Aspen Valley Hospital, Dave Ressler; and City of Aspen Human Services Officer, Braulio Jerez. The ongoing concerns regarding neighborhood disruptions, include: • Safety around fire danger • Bus stop littering and cleanliness • Visible smoking and empty bottles in the neighborhoods • Individuals who may be homeless or suffering from other life circumstances at the bus stop during school hours These were expressed and similar to the prior neighborhood meeting in October, 2022. These are creating perceived sense of safety concerns for children and individuals in the neighborhood. To address these concerns, Pitkin County staff are recommending three potential solutions to mitigating the risks defined by the neighborhoods. 1. Increased safety for individuals who are accessing services at HHS: Human Services would like to support the addition of 2 Full Time Employees (FTE), term limited staff for a 2-year pilot program at Recovery Resources to attend to and mitigate the neighborhood concerns, while engaging individuals in expanded case management who are around the building and in the neighborhoods. They would be ‘on-call’ to field any neighborhood concerns/issues, as well as having a presence in and around the HHS building and neighborhood working with clients and potential clients to obtain access to the services they need. In the two years, Recovery Resources will be seeking other funding mechanisms to support these positions in the event they are successful in attending to the neighborhood concerns expressed. 2. Applying for upcoming Health Care Policy and Finance (HCPF) grant opportunities to increase physical safeties in and around the building: In May, 2023, HCPF will be opening applications (first come first serve) of around $14 million to assist facilities in increasing physical safeties in and around the building. This application will include additional cameras, badging, and a pilot program for an alert system to interact with the building. This could also be used to assist in standing up a Designated Smoking Area. 3. Placing a Designated Smoking Area (DSA) on the HHS easement: A location has been located on the HHS easement premise for a DSA on an all concrete slab. This is intended to deter individuals away from the bus stop and neighborhood to a central location that would be evaluated daily, cleaned, and monitored by Recovery Resources staff. Currently, a policy adjustment would need to be approved for this concept. These recommendations are in response to the community concerns that have been brought to neighborhood meetings, and Pitkin County staff are interested in providing solutions to help mitigate these impacts. Direction to move forward with policy considerations and appropriations for a DSA BUDGETARY IMPACT: 2 FTE’s for Recovery Resources ($180,675 for 1 year, $361,350 for 2 years). Staff recommends the use of Local Assistance and Tribal Consistency Funds (LATCF) for this purpose. Additionally staff recommends use of LATCF to develop a designated smoking area at the Shultz building. The LATCF provides $899,960.52 to Pitkin County in two equal payments of $449,980.26 for Federal FYs 2022 and 2023 under the American Rescue Plan Act (ARPA). These funds have not yet been appropriated, and $538,610.52 in LATCF would remain available for other uses after the increase for Recovery Resources. RECOMMENDED BOCC ACTION: Direct staff to bring forward an appropriation of LATCF funds for increased staff support for homeless services through Recover Resources and development of a designated smoking area. Direct staff to apply for HCPF grant opportunities.
