The Provision of ASE Airport Layout Plan Consultancy Services (the “Contract”) dated April 1,
2022 between the Board of County Commissioners of Pitkin County, Colorado (the “County”)
and Jacobsen Daniels, LLC (the “Contractor”), is hereby amended as follows:
Description of Change:
1. Allocation of additional funding in the amount not to exceed $810,389.00, billable as
incurred and in accordance with the rates and terms defined in Master Service Agreement
003.22 and/or as defined the Attached Scope of Work.
Reason for Change:
Additional funding and incorporation of Attachment A for modifications/increases to the
Scope of Work.

SCOPEOFWORK
ThefollowingdescribestheJacobsen|Daniels(J|D)scopeofservicesforthepreparationofaTerminal
ProgramDefinitionDocument(PDD)forAspen/PitkinCountyAirport(ASE)underthegovernanceof
thePitkinCountyBoardofCountyCommissioners(BoCC).ThiseffortwillanalyzetheCommonGround
Recommendations(CGR)fromthePitkinCountyVisioningprocessandtranslatetheCGRintoadataͲ
drivenroadmapfortheredevelopmentoftheterminalarea.Specifically,thegoalsforthiseffortare
to:
x DevelopadditionalappropriatedetailsaroundtheCGRrelatedtotheterminalenvelope
redevelopment(landside,terminal,andairside)usingdataandanalysis(i.e.,facility
requirementsandspaceprogram)basedonupdatedDesignDayFlightSchedules,analysis
previouslypreparedbyKimleyͲHorn(KH)andotherforecastinformation,andindustry
planningmetrics.Determinehowthevariouscomponentsoftheterminalarea
redevelopment(landside,terminal,andairside)requiredatopeningdaycouldbe
developed(phasingplan)whileminimizingtheoperationalimpactsontheexisting
terminalareacomponentsandotherairportfunctions.
x Comparetheproposedterminalredevelopmentplanagainstthepreviousairport
improvementsthatwereenvironmentallyreviewedbytheFAA.
x Reviewandverifytheterminalbuildingcomponent(size,location,configuration,and
orientation)programpreparedbyKHtofurtherdefinedevelopmentwithintheterminal
envelope,facilitatingthedesignprocessfortheterminalbuilding.
x UpdateandrefineRough,OrderͲofͲMagnitude(ROM)costestimatesandtimelinesfor
theredevelopmentoftheterminalareacomponentsinordertofeedthe“Roadmap”

effectively.ThistaskresultsinadataͲdrivenspaceprogram,derivedfromairportindustrystandards
andbestpractices,thatwillbecomparedtotheCGRandEA.Theresultsofthecomparisonwillbe
closelycoordinatedwithPitkinCountytoensuretheremainderoftheeffortbalancesoperational
needswiththegoalsandobjectivesoftheAirport,community,andotherstakeholders.Theresulting
spaceprogramwillformthebasisforconceptdevelopmentandimplementation.

toservingthetravelingpublic.ThePDDimplementationphasingtaskwillidentifyairportoperational
parametersimpactedbytheprojectandrecommendmitigationmeasuresfordetailedevaluationby
futuredesignteams.Specificoperationalmitigationmeasuresalteringthepreferredconceptare
moreeffectivelyexecutedinthedesignphase.

TASK 3: COMMUNITY OUTREACH & STAKEHOLDER
ENGAGEMENT
This task amendment includes strategic planning, community visioning and goal setting work
conducted by the County and Airport leadership.
o Fleet Mix/FAA Communications In conjunction with the development of an updated
forecast for critical design aircraft, we will develop the associated communications
strategy, messaging/FAQs and implementation plan, as well as support the Airport team
with FAA coordination activities.
o Terminal Project Definition The Common Ground Recommendations provide strong
guidelines for the development of a new terminal. We will leverage our experience from
the ASE Vision process to educate the community on what those guidelines include, as
well as gather complementary feedback. Anticipated activities related to the terminal
project definition process include user surveys, on site/in terminal materials, and
community events.
o General Counsel In conjunction with the overall ALP process, we will continue to advise
andimplement acomprehensivecommunications and engagementstrategythatisdriven
by key planning milestones, AAB feedback, and the Common Ground Recommendations.
o Airport Advisory Board (AAB)We will continue to support the planning and facilitation of
monthly AAB meetings to align planning activities with community values and the
priorities contained within the Common Ground Recommendations.
o Community Outreach/Events We will continue to help align key technical milestones with
AAB priorities and community touchpoints. This may include but not be limited to the
development of website/online materials, as well as planning andfacilitating mediatours,
community meetings and other events to generally educate the community about
planned Airport improvements.
o Media/Social Media Strategy In support of County and Airport staff, we will continue to
advise and develop marketing and public information materials that showcase the work
of the AAB and Airport redevelopment process.
o Issues Management As unforeseen issues arise, we will continue to act as an extension of
staff in managing both proactive and reactive opportunities.
o FBO Communications In conjunction with the process to identify a new FBO, we will
support communications related to the procurement process and develop an outreach
plan to introduce the new operator to the Airport Advisory Board (AAB) and the broader
community, as well as generate awareness related to general aviation operations and
management at ASE.

TASK 6: ALTERNATIVES (COMMON GROUND
RECOMMENDATIONS) VALIDATION
This task amendment includes coordination tounderstand the West of Maroon Plan (WOMP) and
its relationship or conflicts with the Common Ground Recommendations. This will include
strategies and procedures for resolving these conflicts.
1. Provide historic and background information related to past community and ASE planning efforts,
previousASEentitlementsandcurrentongoingeffortstoupdatecommunityplanningdocuments;
provide information and interpretations of adopted planning and zoning documents and design
guidelines,on an as needed basis. This will include a discussion of how and why theAirport Design
Guidelines were developed and how they relate to the required local land use approval process
and to the adopted master plan for the area within which ASE is located, West of Maroon Creek
Plan (WOMP).
2. Provide a written summary of recommended changes/adjustments to the (WOMP) needed to
accommodate the Common Ground Recommendations and/or ALP Update along with suggested
strategies/approaches for accomplishing these changes/adjustments.
3. Participate in project team meetings, conference calls, and provide other communications as
needed in the performance of the services described in this document.
