A RESOLUTION OF THE BOARD OFCOUNTY COMMISSIONERS OF PITKIN COUNTY, COLORADO,RECOGNIZING THE SMUGGLER CAUCUSResolution # 90-/29
RECITALS
1. Article IV of the Pitkin County Home Rule Charter ··; 142: i
authorizes the establishment Of caucuses and outlines the 1 :3*·27
recognition, composition, voting procedures, area and function of
caucuses.

2. A group of qualified electors has proposed forming the 1.- ./ i.
Smuggler Caucus and has met all the requirements under the HomeRule Charter for forming a such a caucus.
3. A previously recognized Smuggler Mountain Caucus formed XY',,-4%>

COMMISSIONERS OF PITKIN COUNTY, COLORADO:
That the Smuggler Caucus is officially recognized by PitkinCounty, that the boundaries of the Caucus shall be as outlined inthe Caucus By-Laws as attached. ...

FUNCTION
The Smuggler Mountain EPA Superfund Site Caucus, here inafter referred to as SMEPASS, shall have a recommendatoryfunction for all matters pertaining to Superfund actionsdirectly affecting the caucus area, and shall permit itsmembers to report minority views, as well as majority views,and division of votes with any such recommendation.

CAUCUS AREA
The boundaries of the SMEPASS Caucus shall be as follows:
That site ds designated The Superfund Site by the
Environmental Protection Agency.
MEMBERSHIP i
The membership of the SMEPASS Caucus shall consist of allthe qualified electors who reside in the caucus area,
together with the non-resident owners of real property
within the caucus area.
VOTING ...
Each caucus member shall have one (1) vote on all matters
, appropriate for caucus voting.Voting on any other basis
may be conducted on special matters for information purposes1 only, and must be clear]y identified as such.All votes
must be cast in person or by proxy/absentee ballot qualified· under proxv/absentee ballot rules to be adopted from time to
time.

]EETINGS
Meetings shall be held as necessary and Robert's Rules of .Order shall govern the conduct of all meetings.A quorum
shall consist of ten (10) caucus members present at any .ILK
meeting.

EXECUTIVE COMMITTEE i
There shall he an Executive Committee consisting of aModerator (or co-moderators), elected from and by seven (7)representatives from the caucus area.If possible each
·member of the Executive Committee shall be a representativeof the following areas and/or organizations:Hunter Creek
Homeowners Association, Centennial Homeowners Association,Smuggler Run Homeowners Association, Smuggler Mobile HomePark Association, and three (3) members at large from the
remaining Homeowners.The Moderator and members of the
Executive Committee shall be elected at a meeting of the

Caucus and shall serve for a term of one Year.Members may
I be elected to an indefinite number of terms. The job of the
: Moderator (or co-moderators)shall be to set agendas,
I schedule and run Caucus meetings.In addition the Moderator
(or co-moderators)shall act as the spokesperson for a
specific issue or issues.Thi· job of the ExecutiveCommittee shall ba to help organize meetings, and to act as
