Changes must be approved by this Department and the engineer prior to construction. This system will utilize the new tank 1500 gallon tank (permit #0024.2012.POWT) with a dosing pump added to the 2nd chamber. The pump will dose to a distribution box which must be level and accessible from grade. The D -box will then equally distribute effluent to 5 gravelless chamber trenches, each consisting of 13 "quick -4" chambers, 52' in length. 6' of undisturbed soil must be maintained between each trench. Trenches shall maintain 3' depth, leaving 2 feet of cover for shallow installation. The new fields area must maintain setbacks of 10' to the property line, 60' to the ditch, 110' to the well, and 10' to any dwelling. This Permit must be kept on-site during installation. The engineer must do a final inspection of the installation and submit an "as -built" letter to this Department within 30 days of the final inspection, unless a longer period of time has been agreed upon, in writing. This Department must also be called for the final inspection with a minimum of 48 hours notice. Minimum horizontal distances between components of the system and physical features shall conform to the requirements of the Pitkin County OWTS Regulation. This Permit is conditioned upon the property owner(s) providing for regular inspection, cleaning, and maintenance of the system by qualified personnel, in accordance with the manufacturer's recommendations and the requirements of the Pitkin County OWTS Regulation. Issuance of this OWTS Construction Permit does not constitute a guarantee, warranty, or representation by the Department that the system will operate properly or will not fail. Issuance of this permit does not imply compliance with Pitkin County building and/or land use regulations, nor guarantee issuance of building and/or land use permits. The property is located outside of Basalt, in an area where OWTS are necessary. The subdivision is served by a community water system. SITE CONDITIONS A 3 -bedroom, single-family residence presently exists and is utilizing an existing OWTS. The septic tank was recently replaced (Pitkin County OWTS Permit 0024.2012.powt) and will remain in use for the new OWTS. There is a desire to upgrade the existing absorption area to accommodate future development of the property and an existing structure that will be used as an additional dwelling unit ADU). The existing absorption area will be abandoned. There is a ditch located on the southeast property boundary, running parallel to Capitol Creek Road. There must be a minimum of 60 -feet from this ditch to the absorption area, SUBSURFACE The subsurface was investigated by digging one 8 -foot profile pit and taking a soil sample from approximately 3 -feet below grade. A gradation analysis and hydrometer analysis was run by HP Geotech and results are detailed in a report dated June 12, 2013, Job No 113 064H. The materials encountered in the profile pit consisted of 1.0 -feet of root zone, underlain by dark brown, loose, moist, sandy gravel with small cobbles up to 4 -inches in diameter to a depth of 4 -feet, underlain by light brown, dense, stacked, platy sandy gravel to a depth of 6.0 -feet, underlain by light brown, loose, sandy gravel with cobbles up to 1 -foot in diameter to a maximum depth explored of 8 - feet. One very large boulder, 3 -feet in diameter, was encountered at approximately 4 -feet. No bedrock or groundwater was encountered. The gradation performed by HP Geotech shows the soil consists of 19% gravel, 49% sand, 17% silt, and 15% clay. A long term acceptance rate (LTAR) of 0.90 gal/sq. ft will be used to design the OWTS. Page 2 Photos of 8 -foot profile hole DESIGN SPECIFICATIONS The OWTS design is based on 5 -bedrooms. An average daily wastewater flow of 750 GPD will be used. The existing 1500 -gallon, two-compartment septic tank will remain in use. A Biotube® pump vault will be placed in the second compartment of the septic tank. Effluent will be pumped to a distribution box and then to five gravelless chamber trenches, each consisting of 13 Infiltrator® Quick -4' chambers. There must be at least 6 -feet of undisturbed soil between each trench. Trench installation shall remain shallow, not to exceed a depth of 3 -feet (2 -feet of cover over chambers). There must be a minimum of 60 -feet from the ditch to the absorption area. 6 -bedroom option: If a 6 -bedroom OWTS is desired, the minimum tank capacity will be 1690 gallons, the absorption area must be at least 750 square feet (with a gravelless chamber trench configuration and a pump), and the setback from the absorption area to the ditch must be at least 78 - feet. Construction must be according to Pitkin County Onsite Wastewater Treatment System Regulations, the OWTS Construction Permit provided by Pitkin County Environmental Health Department, and this design. OPERATION INFORMATION AND MAINTENANCE The property owner shall be responsible for the operation and maintenance of each OWTS servicing the property. The property owner is responsible for maintaining service contracts for manufactured units, alternating absorption systems, and any other components needing maintenance. The surface of the drain field should be seeded upon completion. Vegetation is an important factor in drain field performance. Erosion control should be practiced prior to and during re -vegetation. Geo - fabrics or plastics should not be used over the drain field. No heavy equipment, machinery, or materials should be placed on backfilled drain field. Livestock should not graze on the drain field. Plumbing fixtures should be checked to ensure that no additional water is being discharged to OWTS. For example, a running toilet or leaky faucet can discharge hundreds of gallons of water a day and harm a drain field. The homeowner should pump the septic tank every two years, or as needed gauged by measurement of solids in the tank. Garbage disposal use should be minimized, and non -biodegradable materials Page 3 should not be placed into the OWTS. Grease should not be placed in household drains. Loading from a water softener should not be discharged into the OWTS. No hazardous wastes should be directed into the OWTS. Mechanical room drains should not discharge into the OWTS. The OWTS is engineered for domestic waste only. ADDITIONAL CONSTRUCTION NOTES If design includes a pump, air release valves and weep holes should be installed to allow pump lines to drain to minimize risk of freezing. Excavation equipment must not drive in excavation of drain field due to the potential to compact soil. Extensions should be placed on all septic tank components to allow access to them from existing grade. Precast concrete tanks and distribution boxes should be used, unless plastic or fiberglass is required. Access to all tank compartments and distribution devices is optimal. INSTALLATION OBSERVATIONS ALL SERVICE septic, LLC must view the OWTS during construction. The OWTS observation should be performed before backfill, after placement of OWTS components. Septic tanks, distribution devices, pumps, dosing siphons, and other plumbing, as applicable, must also be observed. ALL SERVICE septic, LLC should be notified 48 hours in advance to observe the installation. LIMITS: The design is based on information submitted. If soil conditions encountered are different from conditions described in report, ALL SERVICE septic, LLC should be notified. All OWTS construction must be according to the county regulations. Requirements not specified in this report must follow applicable county regulations. The installer should have documented and demonstrated knowledge of the requirements and regulations of the county in which they are working. Please call with questions. This permit is for the replacement of a collapsed, 1200 gallon concrete tank which is part of an existing and approved OWTS, permit #840090. The failed tank shall be properly abandoned and pumped and filled or crushed. The new septic tank is a 1500 gallon, 2 -chamber, plastic tank. It be installed in a different location than the existing failed tank and it shall be installed a minimum of 50' from all water ways or wells, 5' from any structures, and 10' from property lines. For the studio to be connected to the system, an additional permit must be applied for because upgrades must be made to the field area. This Permit must be kept on-site during installation. The engineer must do a final inspection of the installation and submit an "as -built" letter to this Department within 30 days of the final inspection, unless a longer period of time has been agreed upon, in writing. This Department must also be called for the final inspection with a minimum of 48 hours notice. Minimum horizontal distances between components of the system and physical features shall conform to the requirements of the Pitkin County OWTS Regulation. I'm a little confused about B&R's recommendation to replace the tank. Do you know what reasoning they gave? There was also a concern about odors and I'm not sure that has been addressed. I would recommend adding tees, both inlet and outlet, as well as an effluent filter. The tees facilitate proper settling, and the effluent filter keeps solids from migrating to the field. I understand that an inspection of the L _.. i/shed is pending. The original system wzed to accommodate 2 bedrooms in 1972. If there are additional bedrooms on the property tied into the system, that may necessitate addressing the system sooner. Additionally, adding capacity to the house will not only require a change in tank capacity, but also absorption field capacity as there is currently only 600 square feet of pipe and gravel which does not meet minimum sizing requirements for more than 2 bedrooms. Sorry for the confusion. When the guy at B&R said that I needed to replace the tank now I was prepared to do just that even though the timing was not good for me. My intention was to replace the septic system this Summer after I have had a chance to sit down with my architect with plans for new construction. I want to put in the right size system to accommodate the new additions to the house. I am going to assume that I will need a larger tank because I anticipate adding more bedrooms. So if I had to replace the system now, I probably would have had to tear it out or modify it to handle the additional bedrooms. Since John, at Avalanche, said that I have a functioning septic system I think my best course of action will be to do the repairs and replace the entire system this Summer when I have a set of preliminary plans for the new construction that will allow me to put in the proper size unit for the number of bedrooms I anticipate building. We assessed the best material, size, and location for a new tank. When Avalanche was gLcting their bid together, they called a local pLinping company (B&R) and discovered that the tank at the residence was recently pumped by them, which explains the lower than normal level. They then contacted the person who did the pumping and he confirmed the tank to be at a normal level prior to the pumping, but the top of the tank is somewhat in disrepair and there were odors coming from the tank. The tank appears to be holding water, but is somewhat in disrepair and replacing the top might only be a band-aid for now. You would have that: option as long as no other issues were discovered during the repair. The other alternative would be to go ahead and replace the tank. It is from 1972 and will only deteriorate further. A new tank would have good integrity and proper tees could be installed along with an effluent filter. Those components will assure proper settling in the tank and avoid any solids from entering the field, potentially prolonging the life (although we should also keep in mind that the field is 40 years old).
