Changes must be approved by this Department and the engineer prior to construction. This permit is for the new equipmenfbarn. It is designed based on the 2 -bedroom minimum design requirements but the structure does not contain any bedrooms. It may serve as an RV dump for the residents only. All RV waste shall not contain bacteria reducing/killing chemicals and be bio -degradable. Sewage will flow via gravity tom-new.1000-gallon 3 -compartment concrete septic tank with an screened Orenco pump system installed in the 3rd compartment. Effluent will be pressure dosed to a 60'X 5' sand filter (minimum 3' depth). 14 Quick -4 chambers will sit on top of the sand filter and a lateral will be suspended in the chambers for effluent distribution. The sand filter shall be a minimum of 20 feet to the structure and 100 feet to any well. Floor drains from the equipment barn shall not be connected to the OWTS and must discharge to a holding tank. This Permit must be kept on-site during installation. The engineer must do a final inspection of the installation and submit an "as -built" letter to this Department within 30 days of the final inspection, unless a longer period of time has been agreed upon, in writing. This Department must also be called for the final inspection with a minimum of 48-hour notice. Minimum horizontal distances between components of the system and physical features shall conform to the requirements of the Pitkin County OWTS Regulation. This Permit is conditioned upon the property owner(s) providing for regular inspection, cleaning, and maintenance of the system by qualified personnel, in accordance with the manufacturer's recommendations and the requirements of the Pitkin County OWTS Regulation. Issuance of this OWTS Construction Permit does not constitute a guarantee, warranty, or representation by the Department that the system will operate properly or will not fail. Issuance of this permit does not imply compliance with Pitkin County building and/or land use regulations, nor guarantee issuance of building and/or land use permits. THIS PERMIT IS EXPRESSLY CONDITIONED UPON COMPLIANCE WITH ALL REQUIREMENTS OF THE PITKIN COUNTY OWTS REGULATION, INCLUDING BUT NOT LIMITED TO THOSE CONDITIONS SPECIFIED ABOVE. The OWTS system is proposed to serve the proposed equipment barn facility that will be constructed in accordance with the design recommendations and specifications delineated on the civil design plans, OWTS and Details, by Sopris Engineering dated February 25, 2016 and previously dated February 5, 2016, submitted in support of an building permit application. The proposed OWTS improvements discussed in this report are shown on the attached plan. The site is located at 8276 Snowmass Creek Road Ranch, in section 27 & 34, T9S, R86W in Pitkin County, Colorado. The proposed site includes: a single family home, a barn with a caretaker's dwelling unit (CDU), an indoor riding arena, site access road improvements, and site landscape features. Separate OWTS Permit applications have previously been submitted for the main house and the CDU under separate cover. ExistinE Conditions The site existing topography, buildings, driveways, and other improvements are shown on the 2013 Improvement Survey Plat with topography prepared by SE. The existing site generally slopes from southwest to northeast at a grade which varies across the site. The west and south sides of the development are generally steeper. Snowmass creek is located along the east side of the site. The site vegetation consists of native oak, aspen, and cottonwood trees and meadow lands. The portion of the site that comprises the equipment barn development area has been previously disturbed. The relative flat grades within the building envelope are lower than the surrounding undisturbed land. Design Recommendations Based on our findings the design and installation of an engineered OWTS with enhanced treatment is feasible in accordance with applicable Pitkin County and the State of Colorado regulations. The Equipment barn facility includes 1 and 1/2 bathrooms for use by the care taker employee and residents of the property that will be served by the new OWTS system. The facility will be used for temporary parking of the owner's RV units. The system was designed based the current Pitkin County design criteria and the design criteria approved for the use of a pressure dosed sand filter (SF) system. Design recommendations include the installation of a three compartment 1000 -gallon concrete septic tank that includes a 500 gallon dosing chamber equipped with a simplex pump dosing assembly and associated piping and controls. We recommend the use of a full pressure dosed Sand Filter (SF) system to provide good secondary treatment performance in the relatively rocky soils. The system includes the installation of an Orenco Systems simplex high head pump with a Biotube vault installed in the dosing chamber of the septic tank. The SF field will consist of a single bed installed to provide for equal pressure distribution of effluent across a 300 S.F. treatment/absorption SF field with36-inches of filter sand below gravelless chamber spray shield units. The effluent will be dosed to the single distribution row via an individual custom perforated pressure distribution pipe running the length of the 60 feet by 5 feet sand filter bed. This technology will mitigate any potential for excessive hydraulic loading and allow for even dispersal of effluent over the entire field area. The sewer pipes will be installed as specified with respect to design grades and other utilities with appropriate sealed pipe sleeves to be installed as necessary if any section of gravity sewer or pressurized effluent pipes cross through a structure or are in conflict with any other utility. The gravity sewer pipes routed to the 3- compartment septic tank will be bedded and backfilled with Class -6 base material and encased in blue board insulation if depths are less than 3 feet within the driveway/autocourt area. Any additional installation techniques not shown will be documented and included with the AS -Built certification drawing to be submitted after construction is completed. The effluent will be pressure dosed to the head of the SF and will be equally distributed across the sand media absorptive surface. The SF system is designed based on the design flow rate for an equivalent 2 -bedroom single family residence and the LTAR rate for minimum 24" depth of placed filter sand. The GSF system is designed to dose small quantities of effluent across the bed for single pass treatment followed by infiltration of the treated effluent into the underlying soils. The system will meet all required setbacks and be installed within the general location indicated on the plan. Our design is outlined below and delineated on the attached design and construction plan. Sub Surface Conditions and observation A soil evaluation including USDS soil texture analysis was performed by Sopris Engineering in the vicinity of the building envelope to determine the design criteria. The soils were evaluated to determine the soil type, potential design hydraulic loading rate and determine the appropriate site specific treatment technology. The area within the building envelope had been previously excavated and the existing localized subsoils were exposed on the surface and along the excavated embankments to variable depths from 3 to 6 feet below the natural surface grades. The exposed soils below 1 foot of pre-existing natural grade consist of gravelly loamy sand to sandy loam with cobbles and small boulders to depths of 6 feet. The percentage of rock is approximately 30% to 40%. The rock and gravel is interspersed with the loamy sand to sandy loam soil matrix that generally has granular structure -shape and moderate to weak structure -grade. An additional shallow excavation was observed in the disturbed area to a depth of approximately 8 feet below the pre-existing natural grade that revealed consistent soils those in the exposed embankments. No free water was encountered in this excavation on site. Seasonal high groundwater levels are expected to be over 9 feet from the pre-existing natural grades. Based on the initial soil evaluation the soils are characterized as soil type 0 to 1 where the use of imported media is appropriate for effective treatment. Outside of the disturbed area to the east, the soils below 3 to 12 inches of topsoil consist of the same loamy sand to loamy to sandy loam soil with gravel and cobbles. The soil appears to be consistent across the immediate site area. It is recommended that a minimum 3 foot deep sand filter be installed just outside the disturbed area. Therefore the effective field design LTAR loading rate for the sand filter is of 1.0 gal/S.F./day for a level 1 treatment system. An additional soil evaluation, including USDS soil texture analysis, will be performed, by Sopris Engineering, in the actual location of the proposed treatment absorption field during construction to verify design assumptions prior to installation of any system components. OWTS Design Criteria The equipment barn facility capacity is based on a minimum 2 -bedroom single family residence. The design flow is calculated as follows: Residence unit - 2 -bedrooms @ 2 person /bedroom = 4 persons From the Pitkin County OWTS Regulation; Max. Design flow (Qd) = # of people x 75(avg. flow) gal/person/day. Gallons per day for the subject house = 75 gal/person/day Qd = 4*75*=300 a 1/dam The septic tank capacity required for a minimum 48 hour retention time is calculated as follows: V = 600_ gal/day * 2 =600 gallons. Use a minimum 1000 gallon 3 -compartment concrete septic tank with a total of 1500 gallon septic capacity in the primary, secondary and dosing basin compartments. The third tank chamber serves as a dosing basin with an Orenco Systems bio tube vault, simplex effluent pump assembly installed with an and associated piping and controls. The three access openings on the tank shall have sealed risers with lids extended a minimum 4 -inches above the finish surface grade. The third chamber dosing compartment shall have a 24 -inch ribbed PVC riser with fiber lid. This riser shall be installed with an exterior splice box near the surface and a transport pipe grommet penetration at the base. All lids shall be accessible and maintained to set above the finish surface grade. All biotube pump assembly components shall have appropriate handles extended to within 12 -inches of the access lid. Intermittent Sand Filter Treatment media/ Absorption System Design The treatment/absorption field is designed based on utilizing the effective Long Term Acceptance Rate (LTAR) for an intermittent sand filter treatment system utilizing pressure dosed distribution laterals and gravelless chamber units as spray shields. The new treatment system will consist of a fully pressure dosed sand filter Treatment bed System with a 36 -inch layer of filter sand (ASTM -33, "Concrete sand"). Scarify surface and backfill with 36 -inches of ASTM -33, washed concrete sand. Install 1 run of custom perforated 1.25 -inch distribution lateral on top of sand layer and cover with 14 Quick -4 chambers in 1 row with 14 chamber units for use as pressure dose spray shields, as delineated on the plan. The bed will be dosed from the simplex high head distribution pump system installed in the third compartment of the septic tank. The top of the sand filter layer should be placed at an average depth of 18-30 inches from existing natural grade. The standard Quick 4 chambers shall be installed over the top of the sand along the centerline and be backfilled with a minimum 12 -inch depth of cover. Filter fabric shall be placed over the chambers and the entire minimum 5 - foot wide by 60 -feet long extents of the sand filter bed. The slightly mounded field shall be constructed with final surface grading at a minimum 6 -inches above the surrounding surface grade with a minimum 3 -inch topsoil layer placed over the field surface. The bed shall be constructed level and generally follow natural contour grades. The chamber row shall be completed with standard end caps installed at both ends. A piezometer monitoring well pipe riser with threaded cap will be installed near a corner of the field and be extended down to the excavated surface depth at the bottom of the placed sand. Effluent Distribution Svstem The OWTS field shall be fully pressure dosed along the entire length of the single distribution row. An Orenco Systems Bio Tube pump vault system will be installed with an effluent screen in the third compartment of the septic tank. The pump system shall incorporate a single high head pump. The simplex pump assembly will demand dose effluent through a single 1.25 -inch diameter PVC transport pipe from the pump assembly and connect to the single custom perforated pipe at the head of the bed. The 1.25" discharge transport pipe shall be installed with a minimum 2.5% continuous slope to allow drain back to the tank. The transport lines will be installed with a high point fitting connection at the point of connection with the chamber end cap. The effluent will be equally pressure dosed through 1.25 -inch custom perforated distribution lateral running the length of the treatment bed installed on top of the sand filter layer. The pipe will have 3/16 -inch orifices drilled every 3 feet oriented upward to spray against the interior chamber unit that will broadcast the effluent onto the sand surface. The first and last orifice will be drilled and oriented downward with an orifice shield to allow drainage of the line. A 1.25" ball valves will be installed at the end of the perforated distribution lateral centered below one of the pair of end cap vertical inspection port penetrations at the terminal end of the field. Two vertical 4 -inch inspection ports will be installed from the pair of end cap inspection port penetrations at the terminal end of the field and one 4 -inch inspection port will be installed from either end cap penetration at the head of the field. All inspection ports shall extend a minimum 12 -inches above the finish grade and be topped with a treaded cap. Pump operations shall be controlled by a wall mounted exterior control panel in direct line of site with the tank. Automatic float switches for on, off and high water with alarm activation shall be installed on a dedicated PVC float tree. Two separate circuits from the electrical circuit panel and/or junction box shall be routed to the control panel for separate power to the controls and pump. Cameron: Eagle's Rise-EquipBarn-OWTS SE Job No. 13098.02 March 3, 2016 Page 5 Construction and Inspections Prior to construction of the permitted system, the engineer should be contacted by the contractor and construction project manager well in advance to provide adequate time to discuss the system components with the contractor, answer questions, resolve any conflict issues and schedule inspection site visits based on construction progress. A pre-OWTS construction meeting is essential and required prior to installation of the OWTS. The engineer, prior to excavation shall inspect the staked location, of the proposed treatment/absorption bed and tank. All septic system components shall be staked in the field for approval by the Engineer prior to excavation. During initial construction the engineer will evaluate the soils in the location of the absorption treatment field to confirm design assumptions made and existing conditions. The engineer will provide construction recommendations and make adjustments to the field layout and sizing if needed. As necessary a revised Construction document drawing will be submitted to the County as needed if changes are required. All installations shall be inspected, surveyed, documented and reported/delineated in the Certification letter and As -built drawing. County Regulations require that the Design Engineer of record perform site inspections of the permitted system during construction and provide "As -Built" documentation of the installed system to the County after construction is complete. The Regulations further require site inspections and approval by the County Environmental Health Department of the exposed system components prior to backfilling. Therefore the County Environmental Health Department should also be contacted and notified of the construction and inspection schedule. RV -Hookup Usaee Systems designed for residential sewage treatment shall only receive such bio degradable wastes for treatment and dispersal as are compatible with those biological treatment processes indicated in the submitted design. It is recommended that any potential RV dumping should be performed at an authorized RV dump station prior to a temporary RV connection to a sewage service line routed to a septic tank associated with a permitted OWTS. Any intermittent supplementary discharge of sewage to a septic tank inlet from an auxiliary source shall not contain any toxic non -bio -degradable additives and shall be introduced initially at a trickle then the last 50% of black water volume discharged at a rate below 10 gpm. Under no circumstance shall any Ethylene glycol or other toxic substance, of any concentration, be discharged into a septic tank. OWTS Operation and Maintenance All components of the engineered OWTS shall be inspected on a regular basis and be properly maintained. The responsibility for repair and maintenance of the system will remain with the property Owner. The owner shall retain the services of qualified personnel to inspect the OWTS and to perform all maintenance and repairs necessary to ensure that the system is in good operating condition and is in compliance with the manufacturer's performance requirements. The operating components of the OWTS shall be inspected by the engineer within 30 days of being placed into operation and thereafter every six months by a qualified maintenance or service provider. The tank, absorption field, pump assembly and other system components should be visually inspected bi-annually for debris, damage, leaks, or other potential problems. In general, for a properly utilized system, septic tanks should be pumped every 3 - 5 years. The effluent filter should be cleaned every six months and at the time of pumping. We previously conducted a subsoil study for design of foundations for the residence and other ranch buildings at the site and presented our findings in a report dated October 21, 2013, Job No. 113 350A. The equipment barn will be a two story wood frame structure with a stab -on -grade floor. As discussed in our Construction Activity Report dated April 29, 2015, no subsoil study was performed for this building. Based on our observations of the cutoff drain trench on that date, the soils in this area appear to be landslide deposits from the previous landslide which occurred in the 1950's above this area. The exposed soils consist of a mixture of sandy gravel, sandy clay and organics which have been in place for about 60 years. We expect that foundation subgrade conditions for the equipment barn could be variable and subexcavation and stabilization of the subgrade soils could be needed prior to placement of foundations. We expect that the foundations can consist of spread footings designed for a maximum soil bearing pressure of 1,500 to 2,000 psf provided that some future settlement of the potentially variable subgrade soils can be tolerated. Loose and disturbed soils should be removed in the footing areas to expose the existing firm soils. Any water seepage into the excavation should be collected and diverted away from the footing areas and any softened soils and mud removed before concrete or limited screened :rock placement. Some subgrade stabilization including removal and replacing with structural fill should be expected. A perimeter foundation drain is not needed for the proposed slab -on -grade equipment barn unless shallow water seepage is encountered in the excavation. We understand that CTL/Thompson, Inc. has addressed geologic hazards impacting the ranch associated with the existing landslide. The parking area and much of the ranch property was inundated by the 1952 landslide and 1982 mudflow. Subsequently, agreements were put in place to remove the irrigation ditches that were likely responsible for increased risk of slope movement, and berms were constructed in the 1990's to divert potential mudflow. In our 2013 report, we opined that the diversion berms are in a position to protect your property from mudflow off of the land- slide area. No significant grading is planned to be associated with construction of the Equipment Barn. It is my opinion that the Equipment Barn is subject to the same (low) geologic hazard risk discussed in our 2013 report. I believe this letter was prepared with that level of skill and care normally used by geolo- gists and geologiical engineers practicing in this area at this time. The OWTS system is proposed to serve the proposed equipment barn facility that will be constructed in accordance with the design recommendations and specifications delineated on the civil design plans, OWTS and Details, by Sopris Engineering dated February 25, 2016 and previously dated February 5, 2016, submitted in support of an building permit application. The proposed OWTS improvements discussed in this report are shown on the attached plan. The site is located at 8276 Snowmass Creek Road Ranch, in section 27 & 34, T9S, R86W in Pitkin County, Colorado. The proposed site includes: a single family home, a barn with a caretaker's dwelling unit (CDU), an indoor riding arena, site access road improvements, and site landscape features. Separate OWTS Permit applications have previously been submitted for the main house and the CDU under separate cover. Existing Conditions The site existing topography, buildings, driveways, and other improvements are shown on the 2013 Improvement Survey Plat with topography prepared by SE. The existing site generally slopes from southwest to northeast at a grade which varies across the site. The west and south sides of the development are generally steeper. Snowmass creek is located along the east side of the site. The site vegetation consists of native oak, aspen, and cottonwood trees and meadow lands. The portion of the site that comprises the equipment barn development area has been previously disturbed. The relative flat grades within the building envelope are lower than the surrounding undisturbed land. Design Recommendations Based on our findings the design and installation of an engineered OWTS with enhanced treatment is feasible in accordance with applicable Pitkin County and the State of Colorado regulations. The Equipment barn facility includes 1 and %2 bathrooms for use by the care taker employee and residents of the property that will be served by the new OWTS system. The facility will be used for temporary parking of the owner's RV units. The system was designed based the current Pitkin County design criteria and the design criteria approved for the use of a pressure dosed sand filter (SF) system. Design recommendations include the installation of a three compartment 1000 -gallon concrete septic tank that includes a 500 gallon dosing chamber equipped with a simplex pump dosing assembly and associated piping and controls. We recommend the use of a full pressure dosed Sand Filter (SF) system to provide good secondary treatment performance in the relatively rocky soils. The system includes the installation of an Orenco Systems simplex high head pump with a Biotube vault installed in the dosing chamber of the septic tank. The SF field will consist of a single bed installed to provide for equal pressure distribution of effluent across a 300 S.F. treatment/absorption SF field with36-inches of filter sand below gravelless chamber spray shield units. The effluent will be dosed to the single distribution row via an individual custom perforated pressure distribution pipe running the length of the 60 feet by 5 feet sand filter bed. This technology will mitigate any potential for excessive hydraulic loading and allow for even dispersal of effluent over the entire field area. The sewer pipes will be installed as specified with respect to design grades and other utilities with appropriate sealed pipe sleeves to be installed as necessary if any section of gravity sewer or pressurized effluent pipes cross through a structure or are in conflict with any other utility. The gravity sewer pipes routed to the 3- compartment septic tank will be bedded and backfilled with Class -6 base material and encased in blue board insulation if depths are less than 3 feet within the driveway/autocourt area. Any additional installation techniques not shown will be documented and included with the AS -Built certification drawing to be submitted after constriction is completed. The effluent will be pressure dosed to the head of the SF and will be equally distributed across the sand media absorptive surface. The SF system is designed based on the design flow rate for an equivalent 2 -bedroom single family residence and the LTAR rate for minimum 24" depth of placed filter sand. Tire GSF system is designed to dose small quantities of effluent across the bed for single pass treatment followed by infiltration of the treated effluent into the underlying soils. The system will meet all required setbacks and be installed within the general location indicated on the plan. Our design is outlined below and delineated on the attached design and construction plan. Sub Surface Conditions and observation A soil evaluation including USDS soil texture analysis was performed by Sopris Engineering in the vicinity of the building envelope to determine the design criteria. Tile soils were evaluated to determine the soil type, potential design hydraulic loading rate and determine the appropriate site specific treatment technology. The area within the building envelope had been previously excavated and the existing localized subsoils were exposed on the surface and along the excavated embankments to variable depths from 3 to 6 feet below the natural surface grades. The exposed soils below 1 foot of pre-existing natural grade consist of gravelly Ioamy sand to sandy loam with cobbles and small boulders to depths of 6 feet. The percentage of rock is approximately 30% to 40%. The rock and gravel is interspersed with the loamy sand to sandy loam soil matrix that generally has granular structure -shape and moderate to weak structure -grade. An additional shallow excavation was observed in the disturbed area to a depth of approximately 8 feet below the pre-existing natural grade that revealed consistent soils those in the exposed embankments. No free water was encountered in this excavation on site. Seasonal high groundwater levels are expected to be over 9 feet from the pre-existing natural grades. Based on the initial soil evaluation the soils are characterized as soil type 0 to 1 where the -use of imported media is appropriate for effective treatment. Outside of the disturbed area to the east, the soils below 3 to 12 inches of topsoil consist of the same loamy sand to loamy to sandy loam soil with gravel and cobbles. The soil appears to be consistent across the immediate site area. It is recommended that a minimum 3 foot deep sand filter be installed just outside the disturbed area. Therefore the effective field design LTAR loading rate for the sand filter is of 1.0 gal/S.F./day for a level 1 treatment system. An additional soil evaluation, including USDS soil texture analysis, will be performed, by Sopris Engineering, in the actual location of the proposed treatment absorption field during construction to verify design assumptions prior to installation of any system components. OWTS Desien Criteria The equipment barn facility capacity is based on a minimum 2 -bedroom single family residence. The design flow is calculated as follows: Residence unit - 2 -bedrooms @ 2 person /bedroom = 4 persons From the Pitkin County OWTS Regulation; Max. Design flow (Qd) = # of people x 75(avg. flow) gal/person/day. Gallons per day for the subject house = 75 gal/person/day Qd = 4*75*=300 al/da The septic tank capacity required for a minimum 48 hour retention time is calculated as follows: V = 600_ gal/day * 2 =600 gallons. Use a minimum 1000 gallon 3-connpartnnent concrete septic tank with a total of 1500 gallon septic capacity in the primary, secondary and dosing basin compartments. The third tank chamber serves as a dosing basin with an Orenco Systems bio tube vault, simplex effluent pump assembly installed with an and associated piping and controls. The three access openings on the tank shall have sealed risers with lids extended a minimum 4 -inches above the finish surface grade. The third chamber dosing compartment shall have a 24 -inch ribbed PVC riser with fiber lid. This riser shall be installed with an exterior splice box near the surface and a transport pipe grommet penetration at the base. All lids shall be accessible and maintained to set above the finish surface grade. All biottbe pump assembly components shall have appropriate handles extended to within 12 -inches of the access lid. Intermittent Sand Filter Treatment media/ Absorotion Svstenn Design The treattnent/absorption field is designed based on utilizing the effective Long Term Acceptance Rate (LTAR) for an intermittent sand filter treatment system utilizing pressure dosed distribution Iaterals and gravelless chamber units as spray shields. The new treatment system will consist of a Rilly pressure dosed sand filter Treatment bed System with a 36 -inch layer of filter sand (ASTM -33, "Concrete sand"). Install I run of custom perforated 1.25 -inch distribution lateral on top of sand layer and cover with 14 Quick -4 chambers in 1 row with 14 chamber units for use as pressure dose spray shields, as delineated on the plan. The bed will be dosed from the simplex high head distribution pump system installed in the third compartment of the septic tank. The top of the sand filter layer should be placed at an average depth of 18-30 inches from existing natural grade. The standard Quick 4 chambers shall be installed over the top of the sand along the centerline and be backfilled with a minimum 12 -inch depth of cover. Filter fabric shall be placed over the chambers and the entire minimum 5 - foot wide by 60 -feet long extents of the sand filter bed. The slightly mounded field shall be constructed with final surface grading at a minimum 6 -inches above the surrounding surface grade with a minimum 3 -inch topsoil layer placed over the field surface. The bed shall be constructed level and generally follow natural contour grades. The chamber row shall be completed with standard end caps installed at both ends. A piezometer monitoring well pipe riser with threaded cap Nvill be installed near a corner of the field and be extended down to the excavated surface depth at the bottom of the placed sand. Effluent Distribution Svstein The OWTS field shall be fully pressure dosed along the entire length of the single distribution row. An Orenco Systems Bio Tube pump vault system will be installed with an effluent screen in the third compartment of the septic tank. The pump system shall incorporate a single high head pump. The simplex pump assembly will demand dose effluent through a single 1.25 -inch diameter PVC transport pipe from the pump assembly and connect to the single custom perforated pipe at the head of the bed. The 1.25" discharge transport pipe shall be installed with a minimum 2.5% continuous slope to allow drain back to the tank. The transport lines will be installed with a high point fitting comiection at the point of connection with the chamber end cap. The effluent will be equally pressure dosed through 1.25 -inch custom perforated distribution lateral running the length of the treatment bed installed on top of the sand filter layer. The pipe will have 3/16 -inch orifices drilled every 3 feet oriented upward to spray against the interior chamber unit that will broadcast the effluent onto the sand surface. The first and last orifice will be drilled and oriented downward with an orifice shield to allow drainage of the line. A 1.25" ball valves will be installed at the end of the perforated distribution lateral centered below one of the pair of end cap vertical inspection port penetrations at the terminal end of the field. Two vertical 4 -inch inspection ports will be installed from the pair of end cap inspection port penetrations at the terminal end of the field and one 4 -inch inspection port will be installed from either end cap penetration at the head of the field. All inspection ports shall extend a minimum 12 -inches above the finish grade and be topped with a treaded cap. Pump operations shall be controlled by a wall mounted exterior control panel in direct line of site with the tank. Automatic float switches for on, off and high water with alarm activation shall be installed on a dedicated PVC float tree. Two separate circuits from the electrical circuit panel and/or junction box shall be routed to the control panel for separate power to the controls and pump. Cameron: Eagle's Rise-EquipBarn-OWTS SE Job No. 13098.02 March 3, 2016 Page 5 Construction and Inspections Prior to construction of the permitted system, the engineer should be contacted by the contractor and construction project manager well in advance to provide adequate time to discuss the system components with the contractor, answer questions, resolve any conflict issues and schedule inspection site visits based oil construction progress. A pre-OWTS construction meeting is essential and required prior to installation of the OWTS. The engineer, prior to excavation shall inspect the staked location, of the proposed treatment/absorption bed and tank. All septic system components shall be staked in the field for approval by the Engineer prior to excavation. During initial construction the engineer will evaluate the soils in the location of the absorption treatment field to confirm design assumptions made and existing conditions. The engineer will provide construction recommendations and make adjustments to the field layout and sizing if needed. As necessary a revised Construction document drawing will be submitted to the County as needed if changes are required. All installations shall be inspected, surveyed, documented and reported/delineated in the Certification letter and As -built drawing. County Regulations require that the Design Engineer of record perform site inspections of the permitted system during construction and provide "As -Built" documentation of the installed system to the County after construction is complete. The Regulations further require site inspections and approval by the County Environmental Health Department of the exposed system components prior to backfilling. Therefore the County Environmental Health Department should also be contacted and notified of the construction and inspection schedule. RV -Hookup Usage Systems designed for residential sewage treatment shall only receive such bio degradable wastes for treatment and dispersal as are compatible with those biological treatment processes indicated in the submitted design. It is recommended that any potential RV dumping should be performed at an authorized RV dump station prior to a temporary RV connection to a sewage service line routed to a septic tank associated with a permitted OWTS. Any intermittent supplementary discharge of sewage to a septic tank inlet from an auxiliary source shall not contain any toxic non -bio -degradable additives and shall be introduced initially at a trickle then the last 50% of black water volume discharged at a rate below 10 gpm. Under no circumstance shall any Ethylene glycol or other toxic substance, of any concentration, be discharged into a septic tank. OWTS Operation and Maintenance All components of the engineered OWTS shall be inspected on a regular basis and be properly maintained. The responsibility for repair and maintenance of the system will remain with the property Owner. The owner shall retain the services of qualified personnel to inspect the OWTS and to perform all maintenance and repairs necessary to ensure that the system is in good operating condition and is in compliance with the manufacturer's performance requirements. The operating components of the OWTS shall be inspected by the engineer within 30 days of being placed into operation and thereafter every six months by a qualified maintenance or service provider. The tank, absorption field, pump assembly and other system components should be visually inspected bi-annually for debris, damage, leaks, or other potential problems. In general, for a properly utilized system, septic tanks should be propped every 3 - 5 years. The effluent filter should be cleaned every six months and at the time of pumping. Vos Caudill, Pitkin County, CO RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF PPTKIN COUNTY, COLORADO, APPROVING THE CAMERON ACTIVITY ENVELOPE AND SITE PLAN REVIEW, SPECIAL REVIEW FOR A RIDING STABLE/ACADEMY, AND SPECIAL REVIEW FOR A CARETAKER DWELLING UNIT. Resolution No. _QJ1( RECITALS 1. Linda Cameron ("hereafter referred to as the Applicant") has applied to the Board of County Commissioners of Pitkin County, Colorado ("BOCC") for redevelopment of a property and construction of a commercial riding arena that includes a Special Review Riding Stable/Academy and a Caretaker Dwelling Unit (CDU), and Flexibility for Agricultural Support. 2. The parcel is located at 8276 Snowmass Creek Road and is commonly referred to as "Moon Run Ranch". The lot is zoned RS -30, contains 70 acres, and is conforming in size. Legal Description, Attachment A. 3. The Pitkin County Planning and Zoning Commission considered the proposal at a regularly scheduled meetings on January 14'", 2014. The Planning and Zoning Commission found that the Commercial GMQS portion of the application met minimum threshold with a score of 28 points and that 3 Employee Generation Unites (EGU's) can be created with this use. The Planning and Zoning Commission further recommended approval to the BOCC for the Special Review Uses and the Activity Envelope and Site Plan Review by a vote of 6-0. 4. The BOCC reviewed the application at a regularly scheduled, duly noticed public hearing on February 26b, 2014. Evidence and testimony were presented with respect to this application. 5. The BOCC finds that the proposal is consistent and compatible with the surrounding neighborhood in the Snowmass Creek Valley and consistent with Land Use Code Section 2-30-30(h). The BOCC further finds that the parcel can comply with all site specific requirements for the Riding Stable/Academy use pursuant to Land Use Code Section 4-30-040(w). 6. The BOCC father finds that riding arena has been sited to reduce scenic impact from Snowmass Creek Road and in compliance with Section 7-20-120(d). NOW, THEREFORE, BE IT RESOLVED by the BOCC that it hereby approves the Cameron Activity Envelope and Site Plan Review, Special Review for a Riding Stable/Academy, and Special Review for a Caretaker Dwelling Unit subject to the following conditions that shall run with the land and be binding on all successors in interest: 1. The Applicant shall adhere to all material representations made in the current or prior applications or in public meetings or hearings and shall consider those representations to be conditions of approval, unless amended by other conditions. 2. Prior to submission of any future building permit applications, the Applicant shall be required to submit for approval by the County Attorney and Community Development an Activity Envelope and Site Plan that illustrates the approved Site Plan envelope in accordance with Land Use Code Section 2-30-20(g) and Application Manual Section 2.1.12. 5. The future structures shall utilize non -reflective roofing and earth tone colors for the facade of buildings. 6. At building permit application for the residence, the Applicant shall: A. Complete a fireplace/woodstove registration form with the Community Development Department, if necessary. B. Obtain a stormwater permit from the State of Colorado if site disturbance exceeds one 1) acre. C. Obtain a County access permit. D. Submit a drainage and erosion control plan. All slopes steeper than 2:1 shall utilize erosion control blankets. E. Submit engineered plans for retaining walls greater than four feet in height and provide a Geotech report for walls. F. Submit a construction management plan for review and approval by the Planning/Zoning showing the locations of staging, material storage, and employee and construction traffic parking. The plan shall also study the potential for rockfalUdebris that could potential impact the residence below and implement best management practices to address the hazard, if necessary. G. Pay any applicable road and employee housing impact fees. 7. In regard to the fisherman access parking, the Applicant shall explore expanded parking options on the west side of Snowmass Creek Road. 8. The property shall not be used for special events, as defined by the Land Use Code, unless appropriate permits are attained. 9. The commercial riding arena is limited to 20,000 square feet of gross floor area. 10. At building permit submission, the Applicant shall submit for review and approval by the Community Development Director and the County Attorney, a plat identifying the "safe haven" location on the property and the access drive to this location. The Plat shall be recorded prior to building permit issuance. Within 90 days of recordation, the Applicant shall meet with neighborhood groups/Caucus to explain the plat and distribute materials that explain the "safe haven" during a wildfire event and outlines access to the property. 11. If a complaint is received by Community Development, that the Applicant is not able to resolve with the complainant, or if the operation is found to not be in compliance with this approval, an annual review of the operation shall be scheduled to the BOCC. At building permit submission, the Applicant shall submit for review and approval by the Community Development Director and the County Attorney, a covenant to the benefit of Pitkin County and recorded against the property, that prohibits further subdivision of the property. This covenant shall be recorded prior to issuance of any building permit. 13. At building permit submission, the Applicant shall submit for review and approval by the Open Space and Trails Department and the County Attorney, an easement to the benefit of Pitkin County and its citizens, that establishes a fishing easement on the property as represented in the application materials. This easement shall be recorded prior to building permit issuance. 14. At building permit submission, the Applicant shall submit for review and approval by the Community Development Director and the County Attorney, a covenant to the benefit of Pitkin County and recorded against the property, that memorializes the commitments made in the Commercial GMQS portion of the application. 15. The Riding Stable/Academy Special Review Use is limited to 20 visitor trips per day. 16. IF a use is conducted in the riding arena/exerciser that is different than the represented use for which this approval is granted, further County review is required. 17. Prior to building permit issuance, the Applicant shall pay 130% of the affordable housing mitigation fee for the three (3) employees that will be generated with this commercial use. 18. In consultation with Holy Cross Electric, Future utility extensions shall be undergrounded using an alignment that avoids significant trees and shall be revegetated promptly with a landscape plan approved by Pitkin County Community Development. 19. The property is designated in a low wildfire hazard area and shall comply with the following: A. Defensible Space The area around all buildings/structures shall comply with the following: 1. Brush, debris and non-omamental vegetation shall be removed within a minimum ten -foot (10') perimeter around all structures. 2. Vegetation shall be reduced to break up the vertical and horizontal continuity of the fuels at a minimum of a thirty (30) foot perimeter around a structure built on flat ground. 3. Spacing between clumps of brush and vegetation up to the thirty (30) foot perimeter shall be a minimum of two (2) times the height of the fuel. Maximum diameter of the clumps shall be equal to the height of the fuel. All measurements shall be from the edges of the crowns of the fuel. 4. All branches from trees and brush within the thirty (30) foot perimeter shall be pruned to a height of ten (10) feet above the ground with removal of ladder fuels from around trees and brush. No flammable mulches shall be placed within two (2) feet of a residence. 11. The property owner shall be responsible for the continued maintenance of the defensible space vegetation requirements. B. Roofing Materials, Roofing Vents and Projections At And Below Roof Line: Roof Materials a. Class A covering or Class A Assembly as defined by the currently adopted building code. b. No wood shakes or shingles. C. Roofs with less than a 3:12 pitch are not permitted unless they comply with the following: 1. All roof coverings shall be constructed of non-combustible materials and installed on a Class A roof assembly. 2. All roof coverings shall have a surface that shall facilitate the natural process of clearing roof debris. 3. Protrusions above the roofline, such as parapets, shall be prohibited. D. Roofs shall be installed as required by the adopted Building Code and shall have a minimum pitch of 1:48. 1. Maintenance and Miscellaneous Requirements 2. Roofs and gutters shall be kept clear of debris. 3. Roof vents shall be screened with corrosive resistant wire mesh, with mesh one-fourth inch maximum. 4. Yards shall be kept clear of all litter, slash and flammable debris. 5. All flammable materials shall be stored on a parallel contour a minimum of fifteen 15) feet away from any structure. 6. Swimming pools and ponds shall be accessible by the local fire district. 9. Fences shall be kept clear of brush and debris. 10. Wood fences shall not connect to other structures. 11. Fuel tanks shall be installed underground with an approved container. 12. Propane tanks shall be buried, if possible, or installed according to NFPA 58 standards and on a contour away from the structure with standard defensible space vegetation mitigation around any aboveground tank. Any wood enclosure around the tank shall be constructed with materials approved for two (2) hour fire -resistive construction on the exterior side of the walls. 13. Each structure shall have a minimum of one ten (10) pound ABC fire extinguisher. 14. Addresses shall be clearly marked with two (2) inch non-combustible letters and shall be visible at the primary point of access from the public or common access road and installed on a non-combustible post. 15. All structures shall be sprinklered in comply with applicable building codes. 16. The Applicant shall comply with all requirements of the Snowmass/Wildcat Fire Protection District Code. 20. The Applicant shall comply with the following general conditions regarding wildlife: A. Manipulation of vegetation outside of the Activity Envelope is prohibited. B. Mesh or woven wire fences are prohibited outside the Activity Envelope. C. Wood rail fencing shall employ three (3) rails or less, be the round or split rail type, shall not exceed fifty-four (54) inches in height above ground level, and twelve (12) inches in width top view), and shall have at least eighteen (18) inches between the lower two (2) rails. D. Wire fencing must be three (3) strands or less. The top wire should be a twelve -point -five 12.5) gauge twisted barbless type at a maximum height of forty-two (42) inches. The middle strands (which may be barbed) should be located a minimum twelve (12) inches apart and from the top wire preventing entanglement when mule deer jump over. The bottom strand should be sixteen (16) inches from the ground. E. Fruit bearing trees and shrubs shall be prohibited within the Activity Envelope. This does not include pre-existing native trees and shrubs. F. Access shall be provided to the Colorado Division of Parks and Wildlife for trapping, tagging, studying, or otherwise managing wildlife. G. Trashigarbage shall be kept in an approved bear resistant container or enclosure. H. Bird feeders, including hummingbird feeders, shall be hung away from any deck or window, and be at least ten (10) feet from the ground suspended between two (2) trees or posts. All seed feeders shall include a seed catchment pan to catch discarded seed. I. Pet food shall not be left outside. J. The residence shall install round handled door knobs. K. Existing non -wildlife friendly perimeter fencing shall be removed and if replaced, it shall comply with the conditions above. L. The Applicant shall only stock native species of fish in the pond and shall ensure that fish cannot breach the pond and infiltrate Snowmass Creek. The detached CDU shall not exceed 1,000 net livable square feet of floor area, which shall count toward the total allowable floor area for the lot. The kitchen contains the following, as defined in the Aspen/Pitkin County Employee housing Guidelines: a minimum of a two -burner stove with oven, standard sink, and a refrigerator plus freezer. The oven must be able to bake and broil and be at least 5 cubic feet; the sink must measure at least 14"WX16"DX5.25"H; refrigerator must be at least 5.3 cubic feet and include at least a .73 cubic foot freezer. The floor plan for the CDU shall be submitted to the County Housing Office for review. 22. Prior to issuance of building permit, the Applicant shall, by covenant, guarantee that the caretaker unit: a. Shall not be required to be rented; b. Shall not be sold or otherwise conveyed or separated from the original parcel regardless of the ultimate form of ownership of the caretaker unit; c. Shall be limited to occupancy by not more than two adults and related children, who qualify as (and have been found by the Housing Office to be) employees of the community under such guidelines as may be from time to time established, or members of the owner's immediate family, even though they may not qualify as employees of the community; d. Shall be rented for terms not less than 6 months if rented. 23. County Housing Office staff shall be entitled to conduct an inspection of the CDU for compliance with the above -referenced requirements. 24. The caretaker dwelling unit restriction may be removed by the property owner upon approval of the Community Development Director, subject to the requirement that the dwelling is removed or modified. If modified, the remaining improvements must no longer be capable of occupancy as a dwelling unit and must meet otherwise applicable Code requirements. 25. The provisions of this regulation are for the purpose of providing a voluntary CDU on a legally created lot or parcel in the County. Any unit approved under this provision of the Pitkin County Land Use Code shall not be used for mitigation of employee housing requirements as established elsewhere in said Code. 26. At permit submittal, the Applicant shall show proof of a legal water source for the CDU. 27. No development shall occur outside the approved envelope, with the exception of vegetation removal necessary to comply with the wildfire mitigation measures described above. No structures shall be permitted outside of the approved activity envelope. Applicant shall be required to obtain an Earthmoving Permit for any work outside the approved envelope. 28. Prior to commencement of any earthmoving or other construction activity, the Applicant shall stake the corners of the activity envelope and install construction fencing around the construction site within the perimeter of the building envelope. The fencing shall remain in place until issuance of a Certificate of Occupancy. 29. Sopris Engineering inspected the excavations, soils, materials and the installation of the system components at various times during construction, prior to final backfill and after all installations were completed. The system constructed on site was designed and built to serve an equipment barn facility in accordance with the design recommendations and specifications delineated on the civil design plans, OWTS and Details, and the design report, by Sopris Engineering dated March 3, 2016, submitted in support of a building permit application. The design criteria and system sizing information is summarized below. An As -built OWTS record drawing is attached delineating the As - built descriptions and location of the components. Desien Criteria and As -built System Component Installation Design and installation of the engineered OWTS with enhanced treatment was in accordance with applicable Pitkin County and the State of Colorado regulations. The Equipment Barn facility includes 1 and '/ bathrooms for use by the caretaker employee and property residents using the facility served by the new OWTS system. The facility will be used for temporary parking of the property owner's RV units. The system was designed based on the current Pitkin County design criteria for the use of a pressure dosed sand filter (SF) system. The design is in compliance with the current County Regulation No. 43 with area calculations based on the Long Term Acceptance Rate LTAR) for ASTM -33 filter sand per a minimum equivalent 2 bedroom design capacity. The system included the installation of a three compartment 1000 -gallon concrete septic tank with a 500 gallon dosing chamber equipped with a simplex pump dosing assembly and associated piping and controls. A full pressure dosed SF system was used to provide good secondary treatment performance in the variable soil conditions. The system utilizes an Orenco Systems simplex high head pump with a Biotube vault installed in the dosing chamber of the septic tank. The OWTS field consists of a single 300 S.F. treatment/absorption sand filter (SF) bed constructed with 36 -inches of filter sand below gravelless chamber spray shield units, installed to provide equal pressure distribution of effluent. The septic tank effluent is dosed to the single distribution row via an individual custom perforated pressure distribution pipe running the length of the 60 feet by 5 feet sand filter bed. The gravity sewer pipes routed to the 3- compartment septic tank was bedded and backfilled with Class -6 base. The SF system was installed based on the design flow rate for an equivalent 2 -bedroom single family residence and the LTAR rate for a sand filter. The GSF system is designed to dose small quantities of effluent across the bed for single pass treatment followed by infiltration of the heated effluent into the underlying soils. The system meets all required setbacks and was installed within the general location indicated on the plan. Our design is outlined below and delineated on the attached As -built Record Drawing plan. Sub Surface Conditions and observation A previous soil evaluation including USDS soil texture analysis was performed by Sopris Engineering in the vicinity of the building envelope to determine the design criteria. The soils were evaluated to determine the soil type, potential design hydraulic loading rate and determine the appropriate site specific treatment technology. The area within the building envelope had been previously excavated and the existing localized subsoils were exposed on the surface and along the excavated embankments to variable depths from 3 to 6 feet below the natural surface grades. During construction an additional soil evaluation was performed by the engineer with excavations observed in the specific area of the proposed treatment/absorption sand filter bed. The field is situated within an elongated strip of undisturbed land between the eastern activity envelope boundary and a landscape boulder retaining wall that forms an approximate 4 -foot grade break with the previously excavated buildingidevelopment envelope. The exposed soils below approximately 6 -inches of topsoil at the pre-existing natural grade consist of clayey loam with gravel, cobbles and scattered small boulders to depths of 4 to 5 feet. This native material is underlain by loamy sand to sandy loam with gravelly cobbles and small boulders containing approximately 30% to 40% of rock material. The rock and gravel is interspersed with the loamy sand to sandy loam soil matrix that generally has granular structure -shape and moderate to weak structure -grade. Another profile pit was observed by the engineer, in an excavation to the south of the proposed field, excavated to a depth of approximately 8 feet below the pre-existing natural grade that revealed consistent soils as described above with evidence of seasonal high ground water at approximately 8 feet. No evidence of free water was encountered in the treatment bed excavation during construction and is assumed to be at least 7 -feet below the absorptive surface. Based on the soil evaluation the receiving soils were characterized as soil type 0 to, therefore the effective field design LTAR loading rate for the sand filter is 1.0 gal/S.F./day for a level 1 treatment system. The use of imported media has been confirmed appropriate for effective dispersal below the adjacent lower grades in the buildingidevelopment envelope. The landscape boulder retaining wall was placed on the 4-5 foot cut bank situated approximately 4 feet west of the nearest edge of the absorption treatment bed sidewall. The relatively dense undisturbed native mixed colluvial clayey loam soils in place behind the wall provide an effective impermeable barrier that will prevent potential outflows from the system to laterally migrate through the wall. The limited pressure dosed effluent routed to the 5 - foot wide field will be treated and infiltrate vertically through the permeable sand filter for dispersal into the underlying sandy loam gravel and cobbles situated at and below the bottom face elevation of the wall. Based on the conditions observed and described above leakage of effluent and/or snowmelt through the retaining wall is not expected under any circumstance. With respect to the slope, boulder size and placement the wall provides effective structural stability and erosion protection. A = Area; Qd = flow (gal/day) = 300 gpd LTAR 1.0 Gal/S.F./day L.F.1=1.0 pressure dosing LTAR = 1.0 Gal/S.F./day for ASTM -33, sand A 60' by T bed was excavated to a 4.5' depth below finish grade. The surface was scarified and backfilled with 36 - inches of ASTM -33, washed concrete sand. One run of custom perforated 1.25 -inch distribution lateral was installed on top of a sand layer and covered with 14 Quick -4 chambers in 1 row with 14 chamber units for use as pressure dose spray shields, as delineated on the plan. The bed is dosed from the simplex high head distribution pump system installed in the third compartment of the septic tank. The top of the sand filter layer was placed at a depth of 18-30 inches from existing natural grade. The standard Quick 4 chambers were installed over the top of the sand along the centerline. Filter fabric was then placed over the chambers and the entire minimum 5 -foot wide by 60 -feet long extents of the sand filter bed and backfilled with a minimum 12 -inch backfill cover. The slightly mounded field was constructed with final surface grading at a minimum 6 -inches above the surrounding surface grade with a minimum 3 -inch topsoil layer placed over the field surface. The bed was constructed level and generally follows the natural contour grades. The chamber row was completed with standard end caps installed at both ends. A piezometer monitoring well pipe riser with threaded cap was installed near a corner of the field and extended down to the excavated surface depth at the bottom of the placed sand. Inspection port risers were installed on both ends and an additional riser was installed on the end cap above the ball valve installed at the end of the distribution lateral. AS -BUILT, OWTS Cameron: Eagle's Rise -Equipment Barn SE Job No. 13098.02 October 27, 2017 OWS Operation and Maintenance All components of the engineered OWTS shall be inspected on a regular basis and be properly maintained. The responsibility for repair and maintenance of the system will remain with the property Owner. The owner shall retain the services of qualified personnel to inspect the OWTS and to perform all maintenance and repairs necessary to ensure that the system is in good operating condition and is in compliance with the manufacturer's performance requirements. The operating components of the OWTS should be inspected every six months by a qualified maintenance or service provider. The tank, absorption field, pump assembly and other system components should be visually inspected bi-annually for debris, damage, leaks, or other potential problems. In general, for a properly utilized system, septic tanks should be pumped every 3 - 5years. The effluent filter should be cleaned every six months and at the time of pumping. Absorption fields should be maintained with suitable vegetative cover and kept free of root invasive plants. Positive surface drainage away from the absorption field should be maintained.
