Contractor’s Obligations. Contractor shall work with Project Lead, identified Stakeholders, and any applicable subcontractors to perform Tasks 1 and 2 as defined in the attached Phase 1 Proposal in accordance with the costs and deliverables contained therein. 2. Compensation and Expenses, Invoicing, Payment and Offset. The County shall compensate Contractor for its services in accordance with the Project Budget and Schedule set out in Paragraph 1 of this Task Order. It is expressly understood and agreed that in no event will the total compensation and reimbursement to be paid hereunder exceed the sum of Eighteen-Thousand Seven-Hundred Sevent-Two dollars and Zero cents ($18,772.00) for all services rendered. By Task Order or Task Order Amendment, the County and Contractor may reallocate the budget among project tasks if the total budget amount remains unchanged. Contractor shall invoice for the project monthly based on hours worked, with payment expected within thirty (30) days of invoice, but any payment by the County may be offset by any amount the Contractor owes the County for any reason. Any invoices not sent in the following manner may have payment delayed.   Noise Monitoring and Environmental ConsultaƟve Services for the  Aspen/Pitkin County Airport    Phase 1: IniƟal Planning, CoordinaƟon, and Scoping   Scope of Work    The Aspen/Pitkin County Airport (ASE or the Airport) has selected the Mead & Hunt Team to provide  noise monitoring and environmental consultaƟve services for the Airport.  To develop an approach that  will allow Pitkin County to implement strategies that are customized for ASE and meet expectaƟons of  the County, Airport, and Airport Advisory Board (AAB) Noise SubcommiƩee, the Mead & Hunt Team has  organized the project into two phases:     Phase 1: IniƟal Planning, CoordinaƟon, and Scoping    Phase 2: ASE Noise Program  This Scope of Work has been prepared to outline tasks included in Phase 1: IniƟal Planning,  CoordinaƟon, and Scoping, as part of the noise monitoring and environmental consultaƟve services  contract. The services in Tasks 1 and 2 will be based on a lump sum fee for this. Services included in Task  3 will be on a Ɵme and expense basis, and will be provided at the request of the client.   A Scope of Work and associated budget for Phase 2: ASE Noise Program will be separate from this scope  of services.  Task 1: CoordinaƟon and Stakeholder MeeƟng  Understanding local context and idenƟfying Airport prioriƟes are criƟcal to the success of the  Aspen/Pitkin County Airport Noise Program.  Planning and coordinaƟon with Airport stakeholders will  help to frame the work to be completed throughout the coming years.    Task 1 involves a virtual meeƟng with Airport staff to review the broad scope of services prior to  discussion with the AAB. Subsequent to that meeƟng, the Consultant Team will hold one in‐person  meeƟng with Airport staff, Pitkin County, and the AAB Noise SubcommiƩee to idenƟfy significant issues  of importance to the Airport regarding noise.  The purpose of the meeƟng is to solicit input regarding  Airport prioriƟes, program details, and preferred protocols, which will ulƟmately inform the  development of the Scope of Work for the ASE Noise Program (Task 2). The meeƟng will focus on  defining tasks, approaches to data collecƟon, communicaƟon strategies, and frequency of updates, and  will confirm areas of interest and project goals. The Team will facilitate discussion to understand priority  areas for the ASE Noise Program and will cover topics such as the following:   ConverƟng Temporary Noise Monitoring Sites to Permanent sites    Discuss possible locaƟons for addiƟonal permanent sites to best capture the informaƟon needed   Noise Monitoring System SoŌware and Radar data source   Development of Enhanced Fly Quiet Program   Establishing data collecƟon protocols (i.e., period of measurement, equipment?)     Development of voluntary compliance measures   DocumentaƟon preferences (i.e., how will data be reported?)   CommunicaƟon strategies (i.e., dashboard, website updates, frequency of communicaƟon?)   Note‐taking/documentaƟon to inform Task 2    Task 2: Develop Scope of Work for ASE Noise Program  Following Task 1, the Mead & Hunt Team will use the feedback solicited from Airport staff, Pitkin County,  and the AAB Noise SubcommiƩee to develop a Scope of Work and associated budget for the  Aspen/Pitkin County Airport Noise Program (Phase 2). Development of the Scope of Work will involve  consultant team coordinaƟon to draŌ an approach that reflects ASE’s desires and expectaƟons for noise  modeling, monitoring, and ulƟmately, noise reducƟon to meet the Community Visioning noise goal of  reducing noise by 30% by no later than 2030.   This task encompasses the efforts required to prepare and revise scope elements, review and revise  budget, review and execute contracts, and other general administraƟve tasks that are essenƟal in  effecƟvely and successfully managing the Noise Program.   The Mead & Hunt Team will develop and maintain a detailed study schedule throughout the project.   The project schedule will list each scope task and idenƟfy an expected start and compleƟon date.   AddiƟonally, the schedule will list all AAB meeƟngs (should the Consultant be requested to present  materials), as well as display key milestones.  The schedule will be updated, as necessary.  The Mead & Hunt Team will prepare a DraŌ ASE Noise Program Scope of Work for Airport staff, AAB  Noise SubcommiƩee, and Pitkin County review. Once the Consultant Team has responded to all  comments submiƩed during the review process, the Team will revise the Scope of Work, as needed. The  Mead & Hunt Team will then (virtually) present the revised Scope of Work to the full Airport Advisory  Board for a final round of feedback.  Based on input received, the Consultant will revise and finalize the  Scope of Work for the ASE Noise Program. It is envisioned that Scope development will include an overall  five‐year scope that can be phased on an annual basis for funding and program development review.  Task Includes:  ‐ Development of draŌ Scope of Work and proposed fee  ‐ behalf of the noise program.  Therefore, on‐call services are included to capture addiƟonal work effort
