The legal description of the 23.19-acre property is Tract: 75 Section: 27 Township: 8 Range: 86 Parcel in Tr 75 in Sec 27-8-86 Lying Ely of the Ely R-O-W Line of a CO Rd as constr & in place desc by M/B. BK 521 PG 787 BK 610 PG 726 Cont 20.04 AC M/L Plat BK 23 PG 63. There are two residences on this property. The permit and record drawing was provided by Pitkin County Environmental Health Department (Parcel ID #2467-274-00-014). The subject OWTS consists of one 1000-gallon, two-compartment poly septic tank and a 300-gallon pump chamber with a pump. Effluent is pumped to a 13’ x 13’ x 10’ deep drywell. Individual Sewage Disposal System Permit 99044 documents this system. The system was sized to accommodate 3 bedrooms. The permit received final approval on July 20, 1999. At the time of our December 16, 2016 inspection, we located the 1000-gallon septic tank. The inlet tee was missing and manhole lids were greater than 8-inches below grade. Altitude Septic pumped the septic tank at the time of the inspection and installed the inlet tee and brought the manhole lids to grade after the inspection (photos below). While we typically recommend an effluent filter be installed on the outlet tee, this tee is tucked under the lid of the tank, making installation of the tee difficult without extending the tee. We were unable to locate the dosing tank and opted to locate the tank in the summer months. The pump chamber was located and uncovered for our July 26, 2017 inspection. We raised the top float and the alarm, located adjacent to the pump chamber, activated. We were unable to see the lower floats. We asked that you fill the pump chamber with a garden hose to active the pump. We returned on July 28, 2017 and found the water level in the pump chamber had decreased substantially. While we did not observe the pump operating, we believe the pump is in working order. A letter from Jerome Gamba and Associates, Inc. dated July 7, 1999 notes a “2-inch check valve”. While we do not typically recommend check valves be used in cold climate pump applications, this system was installed as designed and no changes are necessary. If there are future problems with the pump line freezing, we recommend removing the check valve and drilling a 1/8” weep hole in the elbow of the pump line. There is no access to the drywell, with the exception of the inspection port. We found no standing water in the inspection port. We walked the area above and down gradient of the drywell and found no evidence of surface saturation or failure at the time of our inspections. This evaluation is not a guarantee of future system performance. This inspection is good for one year. This report and a completed OWTS Use Permit Application must be submitted to the Pitkin County Environmental Health Department. Because of numerous factors which may affect the operation of an OWTS, as well as the inability of the Inspector to supervise or monitor the use or maintenance of this OWTS, this report shall not be construed as a warranty by the Inspector that the system will function properly for any particular prospective buyer, and the Inspector disclaims any warranty, either expressed or implied, arising from the inspection of the OWTS or this report. The existing system was not located as expected and was excavated during construction of the caretaker unit Septic permit approved per compliance with the engineer letter dated June 25, 1999. The design is based on the soil data and the November 19, 1998 design for the detached caretaker unit which was issued ISDS permit #99037. The design is for a 1,000 gallon tank, a lifting pump if needed, and a drywell 13' X 13' X 10'. The design is based on the soil data obtained for the caretaker unit which was 14 mpi perc rate . The engineer will observe the excavation for the drywell. If the soil type appears different than that observed for the caretaker unit, additional perc tests will be done. Any changes must be approved by this department and the design engineer prior to them being made. Minimum horizontal distances between components of the system and physical features shall conform to the Pitkin County ISDS regulations. Said pit contains two, 3" perforated drop -pipes, 6' apart with a 4" riser and removable cap on one pipe. The pump was not installed at the time of the July 1 site visit, however, the pump specified for installation was a Hydromatic model SPD50H, 1/2 Hp, 10 230V, 2" NPT discharge. Accessories to include a 2" check -valve and 2" coupling placed above the water line for pump removal. Said observed construction is in substantial conformance with the design criteria specified to the contractor (Meldor) and letter dated June 25, 1999, faxed to your office. It was initially disclosed that it might be under the existing driveway. He "found" it during the excavation of the proposed caretaker's residence (southwest corner), in which the end of the leachfield was damaged. I instructed the owner's son (Robert Hardy, 927-3357) that the septic tank should be pumped out to avoid any further discharge to the leachfield. This would also permit the residents to use the facilities over the weekend without incident. In the meantime, the owner will use the temporary construction privy until the system is repaired. The owner would like to completely replace the existing ISDS and relocate it to the north and east of the existing residence. This installation will require a pumping station. The soils appear to be similar to those tested for the caretaker's residence and that the same dry -welldesigncouldbeusedfortheexistinghouse (3 bedrooms). Said replacement system would be installed as soon as possible (see attached sketch). The General Contractor also informed me that they raised the caretaker's residence five feet and the proposed pump chamber for that system may not be necessary. Please call me and we can discuss the above in more detail. This is an emergency repair, however, there wasn't any effluent flowing anywhere and no apparent health risk.
