Changes must be approved by this Department and the engineer prior to construction. This system will consist of a 1000 gallon, 2 compartment tank with an effluent filter in the outlet tee. ALL33 For Wheel Drive Rd Carbondale, CO 81623 i 970-309.5259 July 12, 2016 Rob Sinclair rob(aD_rgsarchitecture.com Subsurface Investigation and Onsite Wastewater Treatment System Design 1 -Bedroom Cottage 129 White Horse Springs Lane Pitkin County, Colorado Project No. C1086 ALL SERVICE septic, LLC performed a subsurface investigation and completed an onsite wastewater treatment system (OWTS) design for the subject residence. The 7.82 -acre property is located outside of Aspen, in an area where OWTSs are necessary. The legal description of the property is Lot 4, Block 2, White Horse Springs Subdivision. SITE CONDITIONS A single-family residence presently exists on the subject property and is served by an existing OWTS, documented by Pitkin County Individual Sewage Disposal System Permit 03030. A 1 -bedroom cottage is proposed. The property is served by White Horse Springs water system. No water line will be located within 25 -feet of any OWTS component. The proposed soil treatment area (STA) slopes to the west toward the Roaring Fork River at approximately 10-15%. The proposed area is covered with native grasses and vegetation. SUBSURFACE The subsurface was investigated on July 12, 2016 by digging two soil profile test pit excavations (Test Pits). A mini -excavator was used to excavate the test pits. Visual and tactile soil analysis was completed by Carla Ostberg at the tinge of excavation.' The materials encountered in Test Pit #1 consisted of medium brown loam to sandy loam to a maximum depth explored of 7.0 -feet. Cobbles ranging from 2 to 6 -inches were present, with some larger boulders. No bedrock or groundwater was encountered. The materials encountered in Test Pit #2 were consistent with those in Test Pit #1. The Test Pit was explored to a maximum depth of 7.0 -feet. No bedrock or groundwater was encountered. Page 2 A tactile analysis was performed on a sample of the soil taken from Test Pit #1 at 3 -feet below grade. The soil formed a ball and a ribbon less than 1 -inch in length before breaking. Soil structure shape was blocky, soil structure grade was moderate, and consistence was friable. The texture of the soil was slightly more gritty than smooth. A tactile analysis was performed on a sample of the soil taken from Test Pit #2 at 2 -feet below grade. The soil formed a ball and a ribbon less than 1 -inch in length before breaking. Soil structure shape was blocky, soil structure grade was moderate, and consistence was friable. The texture of the soil was both gritty and smooth. We have classified this soil as Sandy Loam to Loam, Soil Type 2. A long term acceptance rate (LTAR) of 0. 6 gallons per square foot will be used to design the OWTS, in accordance with Pitkin County OWTS Regulation, Table 6.28-7. A design flow of 300 GPD will be used. Desiqn Calculations: Average Design Flow = 75 GPD x 2 people/bedroom x 2 bedrooms = 300 GPD LTAR = 0.6 GPD/SF 300 GPD / 0.6 GPD/SF x 1.0 (gravity trenches) x 0.7 (chambers) = 350 SF 350 SF / 12 SF/ chamber = min. 30 `Quick 4' InfiltratorO chambers The installation must include a 1000 -gallon, two-compartment concrete septic tank with an Orenco@ Biotube effluent filter on the outlet tee. Effluent will gravity flow to a distribution box, which must be accessible from grade. Flow equalizers or similar product must be placed on each outlet to assure equal distribution to thE: trenches. Effluent will be distributed to two gravelless chamber trenches, each with 15 Quick 4' Infiltrator@ chambers for a total of 30 chambers and 360 square feet of infiltrative area. Trenches must be separated by a minimum of 6 -feet of undisturbed soil. Inspection ports must be installed at the beginning and end of each trench. These ports may be cut to grade and covered with a sprinkler box for access. The component manufacturers are typical of applications used by contractors and engineers in this area. Alternatives may be considered or recommended by contacting our office. Construction must be according to Pitkin County Onsite Wastewater Treatment System Regulations, the OWTS Construction Permit provided by Pitkin County Environmental Health Department, and this design. Page 5 REVEGETATION REQUIREMENTS An adequate layer of good quality topsoil capable of supporting revegetation shall be placed over the entire disturbed area of the OWTS installation. A mixture of native grass seed that has good soil stabilizing characteristics (but without taproots), provides a maximum transpiration rate, and competes well with successional species. No trees or shrubs, or any vegetation requiring regular irritation shall be placed over the STA. Until vegetation is reestablished, erosion and sediment control measures shall be implemented and maintained on site. The owner of the OWTS shall be responsible for maintaining proper vegetation cover. OPERATION INFORMATION AND MAINTENANCE The property owner shall be responsible for the operation and maintenance of each OWTS servicing the property. The property owner is responsible for maintaining service contracts for manufactured units, alternating STAs, and any other components needing maintenance. Geo -fabrics or plastics should not be used over the STA. No heavy equipment, machinery, or materials should be placed on backfilled STA. Livestock should not graze on the STA. Plumbing fixtures should be checked to ensure that no additional water is being discharged to OWTS. For example, a running toilet or leaky faucet can discharge hundreds of gallons of water a day and harm a STA. If an effluent filter or screen has been installed in the OWTS, we recommend this filter or screen be cleaned annually, or as needed. If the OWTS consists of a pressurized pump system, we recommend the laterals be flushed annually, or as needed. The homeowner should pump the septic tank every two years, or as needed gauged by measurement of solids in the tank. Garbage disposal use should be minimized, and non -biodegradable materials should not be placed into thEs OWTS. Grease should not be placed in household drains. Loading from a water softener should not be discharged into the OWTS. No hazardous wastes should be directed into the OWTS. Mechanical room drains should not discharge into the OWTS. The OWTS is engineered for domestic waste only. ADDITIONAL CONSTRUCTION NOTES If design includes a pump, weep holes must be installed to allow pump lines to drain to minimize risk of freezing. The pump shall have an audible and visual alarm notification in the event of excessively high water conditions and shall be connected to a control breaker separate from the high water alarm breaker and from any other control system circuits. The pump system shall have a switch so the pump can be manually operated. Excavation equipment must not drive in excavation of the STA due to the potential to compact soil. Extensions should be placed on all septic tank components to allow access to them from existing grade. Backfill over the STA must be uniform and granular with no material greater than minus 3 -inch. INSTALLATION OBSERVATIONS ALL SERVICE septic, LLC must view the OWTS during construction. The OWTS observation should be performed before backfill, after placement of OWTS components. Septic tanks, distribution devices, pumps, dosing siphons, and other plumbing, as applicable, must also be observed. ALL SERVICE septic, LLC should be notified 48 hours in advance to observe the installation. Page 6 LIMITS: The design is based on information submitted. If soil conditions encountered are different from conditions described in report, ALL SERVICE septic, LLC should be notified. All OWTS construction must be according to the county regulations. Requirements not specified in this report must follow applicable county regulations. Firewood/wood piles shall be stacked on a parallel contour a minimum of fifteen (15) feet away from the structure. 7. Swimming pools and ponds shall be accessible by the local fire district. 8. Fences shall be kept clear of brush and debris. 9. Wood fences shall not connect to other structures. 10. Fuel tanks shall be installed underground with an approved container. 11. Propane tanks shall be buried, if possible, or installed according to NFPA 58 standards and on a contour away from the structure with standard defensible space vegetation mitigation around any aboveground tank. Any wood enclosure around the tank shall be constructed with materials approved for two (2) hour fire -resistive construction on the exterior side of the walls. 12. Each structure shall have a minimum of one ten (10) pound ABC fire extinguisher. 13. The Applicant shall comply with all requirements of the Basalt Fire District Code. 14. Addresses shall be clearly marked with two (2) inch non-combustible letters and shall be visible at the primary point of access from the public or common access road and installed on a non-combustible post. 9. The Applicant shall comply with the following general conditions regarding wildlife: A. Manipulation of vegetation outside of the Activity Envelope is prohibited. B. Mesh or woven wire fences are prohibited outside the Activity Envelope. C. Wood rail fencing shall employ three (3) rails or less, be the round or split rail type, shall not exceed fifty-four (54) inches in height above ground level, and twelve (12) inches in width top view), and shall have at least eighteen (18) inches between the lowertwo (2) rails. D. Wire fencing must be three (3) strands or less. The fop wire should be a twelve -point -five 12.5) gauge twisted barbless type at a maximum height of forty-two (42) inches. Trash/garbage shall be kept in an approved bear resistant container or enclosure. H. Bird feeders, including hummingbird feeders, shall be hung away from any deck or window, and be at least ten (10) feet fiom the ground suspended between two (2) trees or posts. All seed feeders shall include a seed catchment pan to catch discarded seed. J. Pet food shall not be left outside. J. The CDU shall install round handled door knobs on the exterior of the building. 10. The detached CDU shall not exceed 1,000 net livable square feet of floor area, which shall count toward the total allowable floor area for the lot. Prior to issuance of building permit, the Applicant shall, by covenant, guarantee that the caretaker unit: a. Shall not be required to be rented; b. Shall not be sold or otherwise conveyed or separated from the original parcel regardless of the ultimate form of ownership of the caretaker unit; c. Shall be limited to occupancy by not more than two adults and related children, who qualify as (and have been found by the Housing Office -to be) employees of the community under such guidelines as may be from time to time established, or members of the owner's immediate family, even though they may not qualify as employees of the community; d. Shall be rented for terms not less than 6 months if rented. 12. County Housing Office staff shall be entitled to conduct an inspection of the- CDU for compliance with the above -referenced requirements. 13. The caretaker dwelling unit restriction may be removed by the property owner upon approval of the Community Development Director, subject to the requirement that the dwelling is removed or modified. If modified, the remaining improvements must no longer be capable of occupancy as a dwelling unit and must meet otherwise applicable Code requirements. 14. The provisions of this regulation are for the purpose of providing a voluntary CDU on a legally created lot or parcel in the County.
